"The Telephone Consumer Protection Act of 1991 (TCPA) regulates robocalls. A robocall, also known as 'voice broadcasting,' is any telephone call that delivers a prerecorded message using an automatic (computerized) telephone dialing system, more commonly referred to as an automatic dialer or 'autodialer.' Robocalls are popular with many industry groups, such as real estate, telemarketing, and direct sales companies. The majority of companies who use robocalling are legitimate businesses, but some are not. Those illegitimate businesses may not just be annoying consumers--they may also be trying to defraud them."

Navy Lasers, Railgun, and Gun-Launched Guided Projectile: Background and Issues for Congress [August 1, 2018]
"The Navy is developing three new ship-based weapons that could improve the ability of Navy surface ships to defend themselves against missiles, unmanned aerial vehicles (UAVs), and surface craft: the Surface Navy Laser Weapon System (SNLWS), the electromagnetic railgun (EMRG), and the gun-launched guided projectile (GLGP), previously known as the hypervelocity projectile (HVP). The Navy refers to the initial (i.e., Increment 1) version of SNLWS as HELIOS, an acronym meaning high-energy laser with integrated optical dazzler and surveillance. EMRG could additionally provide the Navy with a new naval surface fire support (NSFS) weapon for attacking land targets in support of Marines or other friendly ground forces ashore. The Department of Defense is exploring the potential for using GLGP across multiple U.S. military services. Any one of these three new weapons, if successfully developed and deployed, might be regarded as a 'game changer' for defending Navy surface ships against enemy missiles and UAVs. If two or three of them are successfully developed and deployed, the result might be considered not just a game changer, but a revolution. Rarely has the Navy had so many potential new types of surface-ship air-defense weapons simultaneously available for development and potential deployment. Although the Navy in recent years has made considerable progress in developing technologies for these new weapons, a number of significant development challenges remain. Overcoming these challenges will require additional development work, and ultimate success in overcoming them is not guaranteed."

Homelessness in America: Focus on Chronic Homelessness Among People with Disabilities
From the Document: "People with disabilities are disproportionately represented among all people experiencing homelessness and, according to point-in-time (PIT) counts conducted in January 2017 by communities across the country, it is estimated that on any given day nearly one-quarter (24%) of individuals experiencing homelessness (86,962 of 369,081 individuals) are people with disabilities who met the federal definition of experiencing chronic homelessness. It is further estimated that about 10 to 15% of all individuals who enter homelessness will experience chronic homelessness."

From the Executive Summary: "The Office of the Secretary of Defense (OSD) and the Armed Services have made extensive efforts to incorporate unmanned systems into their existing organization structures, showing the integral importance that unmanned systems considerations represent. [...] The progress in unmanned systems technologies has highlighted the need to transition the focus from specific domains to become domain agnostic. [...] DoD, industry, and academia have advanced technologies, strategies, and standards that challenge the evolution of unmanned systems and their integration into the DoD mission. These major advancements, challenges, and trends can be consolidated into four critical themes, which address foundational areas of interest that will continue to accelerate unmanned systems into the future: Interoperability - Interoperability has historically been, and continues to be, a major thrust in the integration and operation of unmanned systems. [...] Autonomy - Advances in autonomy and robotics have the potential to revolutionize warfighting concepts as a significant force multiplier. [...] Network Security- Unmanned systems operations ordinarily rely on networked connections and efficient spectrum access. Sequestration Update Report: August 2018
From the Document: "By August 15 of each year, the Congressional Budget Office [CBO] is required to issue a report that provides estimates of the limits (often called caps) on discretionary budget authority that are in effect for each fiscal year through 2021. CBO also must report whether, according to its estimates, enacted legislation for the current fiscal year has exceeded those caps. If so, a sequestration (that is, a cancellation of budgetary resources) would be required. In CBO's estimation, a sequestration will not be required for 2018. However, the authority to make such a determination--and, if so, exactly how to cut budget authority--rests with the Administration's Office of Management and Budget (OMB). That agency reported in April that appropriations for 2018 had not exceeded the caps. No appropriations have been enacted since then."

Congressional Budget Office Cost Estimate: H.R. 6443, Advancing Cybersecurity Diagnostics and Mitigation Act
This is the Congressional Budget Office (CBO) Cost Estimate as ordered reported by the House Committee on Homeland Security on July 24, 2018. From the Document: "H.R. 6443 would require the Department of Homeland Security (DHS) to deploy, operate, and maintain a continuous diagnostics and mitigation (CDM) program to assist federal agencies to improve the cybersecurity of their respective networks and systems. Based on information from DHS, the department already makes available to all federal agencies the capabilities required in the bill; thus, the bill would codify in law current activities.' H.R. 6443 also would require DHS, within 180 days of the bill's enactment, to develop and submit to the Congress a strategy to carry out the CDM program. Not later than 90 days after developing that strategy, the bill also would require DHS to submit a report to the Congress on the cybersecurity strength of federal networks and systems based on the data collected through the CDM program. Based on the cost of similar activities, CBO estimates that preparing the strategy and report would cost less than $500,000 over the 2019-2023 period; such spending would be subject to the availability of appropriated amounts."

Maritime Security: DOT Needs to Expeditiously Finalize the Required National Maritime Strategy for Sustaining U.S. -Flag Fleet, Report to Congressional Requesters
From the Highlights: "The U.S. government relies on U.S. - flag vessels that trade internationally to transport cargo and to provide a pool of U.S. mariners who could be called upon in times of crisis for DOD's reserve fleet. Through financial support and cargo preferences, the United States has supported the viability of the U.S. -flag fleet. However, in recent years concern has grown about the sustainability of the U.S. -flag fleet, and in 2014, Congress statutorily mandated that DOT develop national strategies related to the sustainability of the U.S. -flag fleet including recommendations for the future. GAO [Government Accountability Office] was asked to review U.S. government support for these U.S. -flag vessels that trade internationally. This report discusses: (1) the effect the U.S. government's support for the U.S. -flag fleet has had on national defense needs and other government programs; (2) the challenges identified by stakeholders in sustaining the U.S. flag fleet for defense needs; and (3) the status of the mandated national strategies related to the U.S. -flag fleet. GAO reviewed relevant laws and analyzed DOT and DOD documents and government cargo data for fiscal years 2012- 2017. According to the Department of State, this assistance to the Palestinians promotes U.S. economic and political foreign policy interests by supporting Middle East peace negotiations and financing economic stabilization programs. USAID [U.S. Agency for International Development] is primarily responsible for administering ESF [Economic Support Fund] assistance to the West Bank and Gaza. Appropriations acts for fiscal years 2015 and 2016 included provisions for GAO to review the treatment, handling, and uses of funds provided through the ESF for assistance to the West Bank and Gaza. This report examines (1) the status of ESF assistance and projects provided to the West Bank and Gaza for fiscal years 2015 and 2016, including project assistance and payments to P A creditors , and (2) the extent to which USAID conducted required vetting of PA [Palestinian Authority] creditors to ensure that this assistance would not support entities or individuals associated with terrorism and assessed PA ministries' capacity to use ESF assistance as intended. Modeling Insider Threat from the Inside and Outside: Individual and Environmental Factors Examined Using Event History Analysis
From the abstract: "Insider threat is an ongoing concern for the Department of Defense (DoD). Within the past 8 years, incidents of violence, such as the Fort Hood and Navy Yard shootings, as well as massive unauthorized disclosure of classified information to Wikileaks by Private Manning have caused serious harm to personnel and national security. In addition to policy and procedural changes and implementing programs for improved physical security and continuous evaluation, there have been several attempts at predictive modeling of insider threat events. For this study, analyses focused on individual factors (e.g., marital status and education) combined with environmental factors (e.g., the property crime rate in an individual's city) in relation to insider threat outcomes that may precede high-impact events. Results demonstrated that event history analysis is a viable approach to examining insider threat behavior using a combination of individual and environmental factors."

From the Highlights: "According to a U.S. government study, increased U.S. energy trade with Canada and Mexico--two of the United States' top energy trade partners--is viewed as a major contributor to U.S. economic prosperity and energy security. In recent years, North American energy production has experienced changes. For example, the United States has become the world's top oil producer, Canada has substantially increased its oil outputs, and Mexico has implemented energy reforms. To address energy production and trade issues, the public sector and private sector stakeholders have advocated for further integration of the three North American countries' energy sectors. GAO [Government Accountability Office] was asked to review the role of U.S. agencies in supporting energy integration in North America. This report examines (1) ways in which the U.S., Canadian, and Mexican governments cooperate on North American energy integration; (2) U.S. agencies' activities to facilitate North American energy integration; (3) U.S. agencies' efforts to coordinate among themselves on North American energy integration; (4) ways in which U.S. agencies receive feedback from U.S. industry and civil society regarding North American energy integration; and (5) steps that U.S., Canadian, and Mexican officials suggested to further facilitate North American energy integration. GAO reviewed bilateral and trilateral cooperation activities and mechanisms; surveyed U.S. agencies involved in energy integration; and interviewed U.S., Canadian, and Mexican energy officials. Nonimmigrant Visas: Outcomes of Applications and Changes in Response to 2017 Executive Actions, Report to Congressional Requesters
"Previous attempted and successful terrorist attacks against the United States have raised questions about the security of the U.S. government's process for adjudicating NIVs [nonimmigrant visas], which are issued to foreign nationals, such as tourists, business visitors, and students, seeking temporary admission into the United States. [...] In 2017, the President issued executive actions directing agencies to improve visa screening and vetting, and establishing nationality-based visa entry restrictions, which the Supreme Court upheld in June 2018. GAO [U.S. Government Accountability Office] was asked to review NIV screening and vetting. This report examines (1) outcomes and characteristics of adjudicated NIV applications from fiscal years 2012 through 2017, and (2) key changes made to the NIV adjudication process in response to executive actions taken in 2017. GAO analyzed State NIV adjudication data for fiscal years 2012 through 2017, the most recent and complete data available. GAO visited seven consular posts selected based on visa workload and other factors. GAO reviewed relevant executive orders and proclamations, and documents related to implementing these actions."

Critical Infrastructure Protection: DHS Should Take Actions to Measure Reduction in Chemical Facility Vulnerability and Share Information with First Responders, Report to Congressional Committees
"Facilities that produce, use, or store hazardous chemicals could be targeted or used by terrorists to inflict mass casualties, damage, and fear. DHS [Department of Homeland Security] established the CFATS [Chemical Facility Anti-Terrorism Standards] program to assess the risk posed by these facilities and inspect them to ensure compliance with DHS standards. DHS places high-risk facilities in risk-based tiers and is to conduct inspections after it approves their security plans. Under the CFATS Act of 2014, authorization for the CFATS program expires in January 2019. GAO [Government Accountability Office] assessed the extent to which DHS has (1) enhanced the process for identifying high- risk facilities and assigning them to tiers, (2) conduct ed facility inspections and measured facility security, and (3) ensured that information is shared with emergency responders to prepare them for incidents at high- risk facilities. GAO reviewed DHS reports and data on compliance inspections and interviewed DHS officials. GAO also obtained non-generalizable information from 11 trade associations representing chemical facilities regarding DHS outreach and from 15 emergency planning committees about their awareness of CFATS and the chemicals it covers"

"Zika virus is spread to people primarily through the bite of an infected Aedes species mosquito. Most people never know that they have been infected with the virus. It is estimated that four out of five people with Zika virus infections have no symptoms at all. When symptoms do occur, the most common symptoms are fever, rash, joint pain, and conjunctivitis (red eyes). Even in those who develop symptoms, the illness is usually mild, with symptoms lasting from several days to a week"

"The findings from this issue of the Topical Fire Report Series include: [1] In 2016, fire departments responded to 25,693,300 incident calls that were reported to the National Fire Incident Reporting System (NFIRS); [2] Almost two-thirds (64 percent) of the reported calls to fire departments required Emergency Medical Services (EMS) and rescue services; [3] Only 5 percent of all reported fire department runs were fire related; [4] In 2016, fire departments responded to more severe weather calls reported on Saturdays than any other day of the week; [5] About half (52 percent) of the reported calls were to residential properties; [6] Only 3 percent of these were fire related; [7] Approximately 9 percent of reported runs involved mutual or automatic aid."

2020 CENSUS: Continued Management Attention Needed to Address Challenges and Risks with Developing, Testing, and Securing IT Systems, Report to Congressional Requesters
"One of the Bureau's most important functions is to conduct a complete and accurate decennial census of the U.S. population. The decennial census is mandated by the Constitution and provides vital data for the nation. The Bureau plans to significantly change the methods and technology it uses to count the population with the 2020 Census, such as by offering an option for households to respond to the survey via the Internet. In preparation for the 2020 Census, the Bureau is conducting a test of all key systems and operations (referred to as the 2018 End-to-End Test), which began in August 2017 and runs through April 2019. GAO (Government Accountability Office) was asked to review the Bureau's IT readiness for the 2020 Census. This report (1) determines the Bureau's progress in developing and testing systems for the 2018 End-to -End Test and (2) describes the challenges and risks that the Bureau has faced in implementing and securing these systems. To do this, GAO reviewed key documentation, including plans for system development and testing, and outcomes of key IT milestone reviews and security assessments."

From the Introduction: "The National Flood Insurance Program (NFIP) is administered by the Federal Emergency Management Agency (FEMA). FEMA identifies and maps areas that are subject to flooding under certain conditions, establishes minimum criteria for development in identified floodprone areas, and underwrites flood insurance coverage. The purpose of the NFIP is to reduce future flood damage and to break the cycle of repetitive flood damage by encouraging communities to adopt and enforce floodplain management regulations and by providing affordable insurance to property owners, renters, and businesses. The NFIP regulations are found in Title 44 of the Code of Federal Regulations (CFR) § 59.1, Definitions, and 44 CFR § 60.3, Flood plain management criteria for floodprone areas. The purpose of this booklet is to answer questions about the minimum NFIP regulations. It also summarizes FEMA's guidance and policies on substantial improvement and substantial damage (SI/SD) and what it means to bring structures into compliance with the minimum requirements for new construction."

"In 2014, the United States and Mexico experienced a surge in unauthorized migration from Central America, a region that has overtaken Mexico as the primary source for immigrants apprehended at the U.S.-Mexican border. With U.S. support, Mexico has since increased its immigration control efforts. From 2015 to 2017, Mexico apprehended more than 450,000 migrants and asylum seekers from the 'northern triangle' countries. As at the U.S. southwest border, Mexico's apprehensions of migrants from the northern triangle fell in 2017 but increased by 57% in the first half of 2018 as compared to that period last year."

Military Readiness: Air Force Plans to Replace Aging Personnel Recovery Helicopter Fleet, Report to Congressional Committees
From the Highlights: "Since the 1980s, the Air Force has used its HH-60G Pave Hawk helicopters to conduct life-saving missions, including for personnel recovery and medical evacuations. The aging HH-60G inventory has shrunk over the years as a result of mishaps. As the inventory was declining, the Air Force began efforts to replace its fleet with the new Combat Rescue Helicopter. The National Defense Authorization Act for fiscal year 2018 includes a provision for GAO [Government Accountability Office] to review HH-60G replacement programs. This report examines: (1) the maintenance condition and service life of the Air Force's HH-60G Pave Hawk helicopters; (2) the Air Force's schedule for fielding the new Combat Rescue Helicopter in the active and reserve components; and (3) any training challenges the Air Force has identified related to this schedule. GAO analyzed flight hour and availability data and contracts and fielding schedule for new and refurbished personnel recovery helicopters for the Air Force. GAO also analyzed documentation, and interviewed officials from the Air Force Headquarters, the Air Force major commands, including the Air National Guard and Air Force Reserve, and training and test and evaluation units to discuss challenges the Air Force expects to face as it fields its new helicopters."
