  The Inspector General of the Department of Homeland Security (DHS) states the following about the contents of this DHS-OIG Report: "The American Recovery and Reinvestment Act of 2009 (Recovery Act) provided $787 billion to the federal government to stimulate the U.S. economy. Of that amount, the Department of Homeland Security received $2.75 billion for various projects run by the Office of the Under Secretary for Management, U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, Transportation Security Administration, the U.S. Coast Guard, and the Federal Emergency Management Agency. At the request of the Recovery Accountability and Transparency Board, we conducted a review to determine whether the department has established a process to perform limited data quality reviews of reports submitted by recipients of Recovery Act funds administered by the department to identify material omissions and/or significant reporting errors, and to notify the recipients of the need to make appropriate and timely changes. The department process for verifying the completeness and accuracy of data reported by recipients is evolving. The department issued general guidance on reviewing contractor reports on September 15, 2009. Also, four of five components developed approaches for substantiating the accuracy of recipient reporting. Later, the department headquarters developed a method to identify non-registrants and began providing that information to its components. However, the department has not yet issued detailed procedures for performing limited data quality reviews of recipient reporting to identify material omissions and significant reporting errors."

  The Inspector General of the Department of Homeland Security (DHS) states the following about the content of this DHS-OIG report: "The American Recovery and Reinvestment Act of 2009 (Recovery Act) allocated $240 million to the Coast Guard, including $142 million for the alteration or removal of obstructive bridges under the Truman-Hobbs Act of 1946, and $98 million for acquisition, construction, and improvements to the Coast Guard's shore facilities and vessels. As required by the Recovery Act, the Coast Guard issued two plans for expending the stimulus funds in both of these areas. We reviewed the expenditure plans to determine whether they were practical, thorough, comprehensive, and designed to meet the goals of the Recovery Act. Further, we evaluated the plans according to prudent management principles, such as risk mitigation and management control strategies. The Coast Guard generally developed practical, thorough, and comprehensive plans to spend Recovery Act funds to alter obstructive bridges and to acquire, construct, or improve its shore facilities and vessels. Although the plans were generally designed to meet the Recovery Act's goals, the Coast Guard's plans for shore facility and vessel projects and alteration or removal of obstructive bridges did not meet the Recovery Act's 'quick-start' goal of using 50% of the stimulus funds for activities that could be initiated by June 17, 2009. We are not making any recommendations in this report."

• Defense Health Care: Post-Deployment Health Reassessment Documentation Needs Improvement, Report to Congressional Addressees

  "The Department of Defense (DOD) implemented the post-deployment health reassessment (PDHRA), which is required to be administered to servicemembers 90 to 180 days after their return from deployment. DOD established the PDHRA program to identify and address servicemembers' health concerns that emerge over time following deployments. This report is the second in response to a Senate Armed Services Committee report directing GAO to review DOD's administration of the PDHRA, and to additional congressional requests. In this report, GAO examined (1) the extent to which DOD's central repository contains PDHRA questionnaires for active and Reserve component servicemembers who returned from deployment to Iraq or Afghanistan and (2) how DOD monitors the administration of the PDHRA to Reserve component servicemembers. To conduct this review, GAO performed a quantitative analysis using DOD deployment and PDHRA data, reviewed relevant PDHRA policies, and interviewed DOD officials. GAO recommends that DOD (1) ensure that PDHRA questionnaires for all servicemembers to whom the requirement applies are in DOD's central repository and (2) require that the information obtained when monitoring the PDHRA program is documented in a manner consistent with internal control standards. DOD concurred with the recommendations."

• Homeland Security Advisory Council: Southwest Border Task Force Recommendations

  "The Southwest Border Task Force (SWBTF) was chartered to provide the Homeland Security Advisory Council (HSAC) with recommendations to address issues facing the Southwest border. The Task Force convened in Albuquerque, NM in June 2009 and in El Paso, TX in August 2009, interspersed with conference calls, to address two important border issues. Led by Chairman Judge William Webster and Vice Chairs Ambassador Jim Jones and Sheriff Lupe Trevino, the Task Force divided the issues into two categories: commerce and border violence. Led by Ambassador Jones, the Commerce Subgroup developed a wide array of recommendations on how to maintain, increase, and ease the flow of commerce across the Southwest border. They call for the standardization of practices and technology at all ports of entry (POE); the creation of a 'best practices' team to study both the Mexican and Canadian borders; enhancing the Customs-Trade Partnership Against Terrorism; improving infrastructure and technology at POE; reviewing the Presidential permitting process; increasing funding for, and the hiring of, more Customs and Border Protection Officers at POE; and adopting Environmental Protection Agency requirements for drayage trucks. Sheriff Trevino and the Border Violence Subgroup members focused on recommendations to decrease border violence."

  "This is the Tenth release (Change 10) of the Northwest Area Contingency Plan (NWACP). This plan serves as both the Area Contingency Plan and the Regional Contingency Plan for the northwest states of Washington, Oregon, and Idaho, two US Coast Guard Captain of the Port Zones (Puget Sound and Portland), and the US Environmental Protection Agency's (EPA's) Inland Zone. Federal, state, tribal, and local government representatives as well as representatives from commercial, non-profit, and private concerns continue to drive this planning effort from the ground up. For Washington, this document continues to function as the Washington Statewide Master Plan for oil spill and hazardous substance release response. For Oregon, the Oregon Emergency Response System Council approved the NWACP in June 1996 as the State's oil and hazardous materials emergency response plan. (State of Oregon Emergency Management Plan, Volume II, Part 3). For Idaho, this plan has been incorporated by reference into the Idaho Hazardous Materials Incident Command and Response Support Plan, which is an appendix to the Idaho State Disaster Emergency Plan. All federal, state, tribal, and local response organizations that are members of Regional Response Team 10 or the Northwest Area Committee should use this plan for responses to oil and hazardous materials spills, drills, and exercises. This plan supersedes the July 2007 release. There are a few substantive changes and additions to this version of the plan. • Efficient and Effective Implementation of the Trust System for Power Grid Compartmentalization

  "The goal of this research is to show in a simulated environment that security of the network can be strengthened by first fielding the trust system and second, by dividing a network into smaller clusters, called domains, in order to isolate anomalies or intrusions detected. In order to show this, a mathematical model of the problem will be built and translated into a software tool that at the end will receive real-life-network data as input. This program uses real world power grid representative data, outputs a network configuration that has used the concepts described above of network compartmentalization and strategic placing of trust nodes. As a result, this new network configuration ensures safe day-to-day operations by minimizing the effects in case of an attack or equipment malfunction of the system by subdividing the network into domains. Each domain protected by a trust node(s) without violating timing constraints."

  "The Department of Homeland Security's (DHS) U.S. Visitor and Immigrant Status Indicator Technology (US-VISIT) program stores and processes biometric and biographic information to, among other things, control and monitor the entry and exit of foreign visitors. Currently, an entry capability is operating at almost 300 U.S. ports of entry, but an exit capability is not. GAO has previously reported on limitations in DHS's efforts to plan and execute its efforts to deliver US-VISIT exit, and made recommendations to improve these areas. GAO was asked to determine (1) the status of DHS's efforts to deliver a comprehensive exit solution and (2) to what extent DHS is applying an integrated approach to managing its comprehensive exit solution. To accomplish this, GAO assessed US-VISIT exit project plans, schedules, and other management documentation against relevant criteria, and it observed exit pilots. GAO is augmenting its prior recommendations to the Secretary of Homeland Security aimed at strengthening US-VISIT exit planning and execution by recommending that the Secretary ensure that an integrated master schedule for the department's Comprehensive Exit project be developed and maintained in accordance with the key practices embodied in relevant guidance. DHS concurred with GAO's recommendation."

The Federal Protective Service (FPS) within the Department of Homeland Security (DHS) is responsible for providing law enforcement and related security services for nearly 9,000 federal buildings under the control and custody of the General Services Administration (GSA). In 2004, GAO identified a set of key protection practices from the collective practices of federal agencies and the private sector that included: allocating resources using risk management, leveraging technology, and information sharing and coordination. As requested, GAO determined whether FPS's security efforts for GSA buildings reflected key practices. To meet this objective, GAO used its key practices as criteria, visited five sites to gain firsthand knowledge, analyzed pertinent DHS and GSA documents, and interviewed DHS, GSA, and tenant agency officials. [...] GAO is making three recommendations to the Secretary of Homeland Security. These include instructing FPS to report regularly to the Secretary on its new risk management and countermeasures programs, develop guidance for cost-effectively leveraging technology, and determine information sharing parameters with GSA. In 2004 GAO identified a set of key protection practices from the collective practices of federal agencies and the private sector, which included allocation of resources using risk management, strategic management of human capital, leveraging of technology, information sharing and coordination, and performance measurement and testing. This testimony is based on past reports and testimonies and discusses (1) limitations FPS faces in protecting GSA buildings and resulting vulnerabilities; and (2) actions FPS is taking. To perform this work, GAO used its key practices as criteria, visited a number of GSA buildings, surveyed tenant agencies, analyzed pertinent laws and DHS and GSA documents, conducted covert testing at 10 judgmentally selected high-security buildings in four cities, and interviewed officials from DHS, GSA, and tenant agencies, and contractors and guards. [...] GAO makes no new recommendations in this testimony. DHS concurred with GAO's past recommendations for FPS, but FPS has not completed many related corrective actions."

  "This Addendum provides guidance for catastrophic incident SAR (CIS). CIS consists of civil SAR operations carried out as all or part of the response to an emergency or disaster declared by the President, under provisions of the National Response Framework and its Emergency Support Function-9, Search and Rescue (ESF-9). Additionally, CIS is within the scope of the National Search and Rescue Plan (NSP) for which the National Search and Rescue Manual (NSM) and this Addendum to the NSM provide guidance. This Addendum is not intended to cover in any depth detailed information that should be included in other Federal agency or State SAR plans, or that is readily available elsewhere. Also, the material in this Addendum supplements, but does not supersede, provisions of the National Search and Rescue Plan (NSP) and the National Search and Rescue Manual (NSM). Depending on the nature of a catastrophic incident (i.e., earthquake, hurricane, terrorist attack, etc.), CIS operations may or may not be necessary; if CIS operations are conducted, operations may be minor, or a major aspect of the overall incident response. Also, State, local and tribal authorities may or may not be able to conduct CIS operations with their own resources. An effective response to a major catastrophic incident typically requires immediate, well-planned and closely coordinated large-scale actions and use of resources from multiple organizations."

  From Daniel Benjamin's January 13, 2010 keynote address at the CATO Institute: "Today I'm really pleased to have the opportunity to speak to you today about the threats we face today and the Obama administration's counterterrorism policies for confronting them. One of the critical tests of an administration's counterterrorism policies is to see how they emerge from contact with a genuine terrorist event. The attempted Christmas Day bombing nearly cost several hundred people their lives on Northwest Flight 253. We had a very close call. And we are extraordinarily fortunate that no lives were lost. The event was a stark reminder that we are in a constant, pitiless race to head off our foe's relentless technological advances and confront its ability to deploy a changing cast of recruits. The President has rightly taken us to task for some key failures -- above all in the realm of intelligence analysis and watch-listing. Other shortcomings are obvious -- we need to have on line the screening techniques and technologies for a new generation of explosive devices. We are working those issues aggressively now. Equally important, the events of Christmas day demonstrated that some of the understandings that underlay how we organized ourselves for counterterrorism needed updating. Other events in the latter half of 2009 have also underscored how some of our operating assumptions were no longer adequate."

  "The National Fire Data Center (NFDC) of the U.S. Fire Administration (USFA) periodically publishes Fire in the United States, a statistical overview of the fires in the United States with the focus on the latest year in which data were available at the time of preparation. This report is designed to equip the fire service and others with information that motivates corrective action, sets priorities, targets specific fire programs, serves as a model for State and local analyses of fire data, and provides a baseline for evaluating programs. This Fifteenth Edition covers the 5-year period of 2003 to 2007 with a primary focus on 2007. Only native National Fire Incident Reporting System (NFIRS) 5.0 data are used for NFIRS-based analyses. In 2007, the native NFIRS 5.0 data account for 98 percent of the fire incident data. The report addresses the overall national fire problem. Detailed analyses of the residential and non-residential fire problem, firefighter casualties, and other subsets of the national fire problem are not included.   "This report is part of a series of reports on technical rescue incidents across the United States. Technical rescue has become increasingly recognized as an important element in integrated emergency response. Technical rescue generally includes the following rescue disciplines: confined space rescue, rope rescue, Trench/colapse rescue, ice/water rescue, and agricultural arid industrial rescue. The intent of these reports is to share information about recent technical rescue incidents with rescuers across the country. The investigation reports, such its this one, provide detailed information about the magnitude and nature of the incidents themselves; how the response to the incidents was carried out and managed; the impact of these incidents on emergency rcsponders and the emergency response systems in the community; and the lessons learned. [...]At 0431 hours on January 17, 1994, a 6.7 magnitude earthquake struck the Los Angeles area. The epicenter was located within the Northridge area of the San Fernando Valley, approximately 20 miles east of downtown Los Angeles (see Appendix A). Many experts believe that because the earthquake occurred on a holiday morning, casualties were significantly lower than they would have been if the quake had happened at any other time. Over the following days, several aftershocks occurred that continued to damage structures as well as jeopardize the safety of rescue personnel. For firefighters and other emergency responders, the Northridge Earthquake was another in a long line of disasters that have challenged their resolve in recent years. Southern California has been walloped by major wildland fires, floods, mud slides, earthquakes, and riots."

  On June 8 and 9, 2009, National Institute of Standards and Technology [NIST] held a Cryptographic Key Management (CKM) Workshop in Gaithersburg, Maryland. "Key management has been identified as a major component of national cybersecurity initiatives that address the protection of information processing applications. Numerous problems have been identified in current key management methodologies, including the lack of guidance, inadequate scalability of the methods used to distribute keys, and user dissatisfaction because of the 'unfriendliness' of these methods. [...]. NIST conducted the workshop in order to: 1) identify future computing environments, the international enterprises likely to utilize them, the applications that will be performed in them, and an array of key management mechanisms and protocols that will be needed to provide appropriate security for the applications; 2) discuss the creation of a key management system design framework that will support the use of effective cryptographic mechanisms required to provide security for these environments and applications; and 3) lay a foundation for a comprehensive plan in developing, standardizing, and adopting scalable, usable, and secure key management practices. Presentations covered a broad spectrum of cryptography-based security issues, including CKM systems that are currently available but under-utilized because they lack user-friendly automated key management services; CKM systems that are under development but not reaching the marketplace because of financial, logistical, and support service problems; and new security mechanisms needed to support future computing environments, such as: 'cloud' computing, integrated international applications, and secure management of dynamic relationships among people, international organizations, and global applications."

  "Too many of our Nation's children are falling victim to pervasive violence. Even young people who do not bear the physical scars of domestic and societal violence are often emotional casualties. The tragic consequences to children of chronic exposure to violence are considerable. They include depression, anxiety, stress, and anger. Alcohol abuse, academic failure, and the increased likelihood of acting out in a violent manner are part of the costly legacy left by a climate of violence. Among them, what has taken place in Allegheny County, Pennsylvania, exemplifies a large-scale, comprehensive, and proactive effort to mobilize the community to achieve a collaborative and coordinated antiviolence approach. After 2 years, system improvements, including increased and coordinated services for juveniles at high risk of engaging in juvenile crime, have led to a corresponding reduction in juvenile crime, including violent crime. This Bulletin describes the background and the development of the communitywide collaborative process in Allegheny County, documents examples of the accomplishments resulting from this process, and examines the reasons for success.
