  This web site includes the managing hazardous material incidents (MHMI) series. The MHMI series is a three volume set (with a video) comprised of recommendations for on-scene (pre-hospital), and hospital medical management of patients exposed during a hazardous materials incidents. The MHMI series was developed to provide emergency medical services (EMS) personnel and hospital emergency departments (EDs) with the necessary guidance to plan for, and improve their ability to respond to, incidents that involve human exposure to hazardous materials. The guidelines inform emergency personnel how to appropriately decontaminate, treat, and recommend follow-up care to exposed persons, as well as take measures to protect themselves.

  The Federal Real Property Council identified security as its number one issue to address in 2002. The Federal Real Property Council (FRPC) is a group of senior level real property executives from more than 30 Federal agencies representing the global portfolio of all Federal real property assets. The Council provides a forum to address critical real estate and workplace issues challenging all Federal agencies. The FPRC identified security as its number one issue to address in 2002 and formed a work group of representatives from a cross section of Federal agencies. The work group began in March 2002 and quickly acknowledged that there was sufficient policy available or being created in other arenas and that its focus would be on how best to function in the day-to-day environment facing each agency. That led the group to concentrate on four major security areas: design and construction; Existing Space (leased and government-owned); Occupant Emergency Organizations; and Sharing Information/Valuable Resources. Through a series of meetings and featured speakers, the group acknowledged the need for improvement and, at the same time, identified the outstanding practices to be found in each agency. Many of the ideas and practices are simple measures that may appear obvious, but they are all worth repeating. Among the group members, each participant found many actions that would enhance their security programs, frequently with minimal effort and expense. In the hope that others will find these ideas and practices equally useful, the working group offers this Security Resource Guide.

The target audience of the workshops has been 2-year, 4- year college, and university-level educators who have responsibility for teaching curricula that are, or could be, related to Information Assurance issues. Participation by instructors from institutions serving under-represented groups was high. Attendance at the tutorials was maximized both years. The participants indicated that they benefited substantially from both the tutorials and the subsequent gathering of IA educators at the Workshop on Education in Computer Security (WECS)."

  "One of the most successful risk assessment tools is HAZUS, or Hazards U.S., a cutting edge software program developed by FEMA with the National Institute of Building Sciences (NIBS). HAZUS uses an engineering-based approach to estimate physical damage, economic losses, casualties, and other societal impacts from earthquakes. HAZUS-MH is a nationally applicable standardized methodology and software program that contains models for estimating potential losses from earthquakes, floods, and hurricane winds. HAZUS-MH was developed by the Federal Emergency Management Agency (FEMA) under contract with the National Institute of Building Sciences (NIBS). NIBS maintains committees of wind, flood, earthquake and software experts to provide technical oversight and guidance to HAZUS-MH development. Loss estimates produced by HAZUS-MH are based on current scientific and engineering knowledge of the effects of hurricane winds, floods, and earthquakes. Estimating losses is essential to decision-making at all levels of government, providing a basis for developing mitigation plans and policies, emergency preparedness, and response and recovery planning. HAZUS-MH uses state-of-the-art geographic information system (GIS) software to map and display hazard data and the results of damage and economic loss estimates for buildings and infrastructure. It also allows users to estimate the impacts of hurricane winds, floods, and earthquakes on populations. The latest release, HAZUS-MH MR1, is an updated version of HAZUS-MH that incorporates many new features which improve both the speed and functionality of the models. The summit between the two countries' presidents in February this year exemplifies the ongoing efforts of both countries to address matters of mutual concern. From trade to drug trafficking and energy to economic development, there are many issues that are important to the governments of the U.S. and Mexico. As President Fox declared prior to the U.S.-Mexico summit, however, 'the most pressing issue between [the U.S. and Mexico] is drug trafficking and drug consumption' (Sanchez, 2001). Across the globe, nations such as the United States and Mexico have forged partnerships to address the problems associated with illegal drugs. The complexity of the worldwide drug market and the vast resources available to narcotic producers and traffickers requires afflicted countries to collaborate if a successful end to the campaign against drugs is to be achieved. There are, perhaps, no two bordering nations that are more immersed in the drug campaign than the U.S. and Mexico, and leaders in both countries realize the debilitating effects of drugs - the former as a principal consumer and the latter as a primary supplier and transporter. • La Cosa Nostra in the United States

  La Cosa Nostra or LCN is an Italian-American organized crime group that has been operating in the United States since the 1920s. This paper describes the organizational structure, membership, violent operations, economic resources, political resources, and the response of law enforcement agencies to organized crime. "Law enforcement, and particularly federal law enforcement, has been tremendously successful in combating La Cosa Nostra over the past 10 years. Crime families have been infiltrated by informants and undercover agents, and special investigating grand juries have been employed in state and local jurisdictions. Especially effective use has been made of investigative and prosecutorial techniques that were designed specifically for use against organized crime, and in particular against La Cosa Nostra. These latter techniques include electronic surveillance, the witness protection program, and the Racketeer-Influenced and Corrupt Organizations Act (RICO). The RICO statute has clearly been the single most powerful tool against the LCN. There are now state RICO statutes as well as the federal one. RICO enables law enforcement to attack the organizational structure of organized crime and to levy severe criminal and civil penalties, including forfeitures. It is the threat of these penalties that has convinced many made members of the LCN to become informants and/or to seek immunity from prosecution in return for becoming a cooperating witness. They are then placed in the witness protection program. Civil remedies have included the court-appointment of monitors and trustees to administer businesses and unions that had been taken over by the LCN, to insure that these enterprises remain cleansed of corrupt influences."

  "The purpose of this book is to share Army special operations soldier stories with the general American public to show them what various elements accomplished during the war to drive the Taliban from power and to destroy al-Qaeda and Taliban strongholds in Afghanistan as part of the global war on terrorism. The purpose of the book is not to resolve Army special operations doctrinal issues, to clarify or update military defi nitions, or to be the 'defi nitive' history of the continuing unconventional war in Afghanistan. The purpose is to demonstrate how the war to drive the Taliban from power, help the Afghan people, and assist the Afghan Interim Authority (AIA) rebuild the country afterward was successfully accomplished by majors, captains, warrant offi cers, and sergeants on tactical teams and aircrews at the lowest levels. If Army special operations forces (ARSOF) operations and the operational employment of teams in Afghanistan by various Joint Special Operaions Task Forces (JSOTFs) create doctrinal debate, the appropriate venue within which to resolve those issues is at the U.S. Army Special Warfare Center and School. Combat operations in Afghanistan remain classifi ed by the U.S. Central Command (CENTCOM). This is a carefully 'sanitized' rendering of selected combat operations, and used pseudonyms for military personnel in the grade of lieutenant colonel and below (unless the individuals had received so much media exposure that this simple security measure would be meaningless). Likewise, the 'eyes' of ARSOF personnel below the grade of colonel have been 'blacked-out' in the photos for operational security (OPSEC) reasons."

  "Reporting and technical details surrounding the malware used in the March 20, 2013, attack on South Korean assets have been varied and inconsistent. However, there are some commonalities reported across multiple organizations that provide some level of insight into the malware, dubbed DarkSeoul. The common attributes of the attack campaign are the following: [1] The malicious file wipes the master boot record (MBR) and other files. [2] The malware was hard coded with a specific execution date and time and searches machines for credentials with administrative/root access to servers. [3] The malware is written to specifically target South Korean victims. [4] The attack is effective on multiple operating systems. [5] The design is low sophistication -- high damage. When assessing the potential risk to U.S. Critical Infrastructure and Key Resources (CIKR), it is important to understand that DarkSeoul appears to have been coded for a specific target in this case and designed to evade typical South Korean antivirus processes.
