  From the Document: "As the coronavirus pandemic spread from China to Europe, the United States, and the rest of the world, all governments scrambled to try to contain it or at least slow it down to avoid healthcare services becoming overwhelmed as they have in some places. While these efforts are still playing out and the pandemic will remain a global challenge for months at least, the repercussions for international politics are being hotly discussed. One key part of this discussion is a battle of narratives about whether authoritarian or democratic political systems are best suited for dealing with the pandemic. Below GMF [German Marshall Fund] experts on China, on Russia, and on authoritarian disinformation give their views on how these two authoritarian powers--one where the coronavirus originated and one where the authorities initially tried to downplay the threat--are attempting to shape the international narratives about the pandemic to their advantage."

  From the Introduction: "Two years ago, the Cambridge Centre for the Future of Democracy published its inaugural 'Global Satisfaction with Democracy 2020' report. This study analysed a global, novel data set combining 25 data sources, 3,500 country surveys, and 4 million respondents between 1973 and 2020, and found widespread democratic disillusionment, in particular in developed democracies. In a follow-up report in October, we found evidence of a growing inter-generational divide, as younger generations were not only less satisfied with the performance of democracy than older age cohorts, but also less satisfied than their elders had been at the same stage in life. The purpose of the current report is to examine how the global coronavirus pandemic has upended our prior findings. Our first report was published just two months before the World Health Organisation declared a global pandemic in March of 2020. In the two years since, societies have faced a once-in-a-generation event that has disrupted working lives, the role of government, economic conditions, and social relations across the planet. An established body of literature in the study of public opinion suggests that major life events, such as war, revolution, or natural disaster, can have profound and lasting effects upon lifetime beliefs and attitudes. Yet as societies gradually return to normal life in 2022, we are still far from understanding what this legacy may be. If there is a 'COVID-19 [coronavirus disease 2019] generation,' similar to the '1945' or '1968' generations of the past, what may be its defining attitudes and beliefs? Does the post-pandemic era offer the prospect of more of the same - or will it prove to be a 'great reset' event that completely changes the landscape of public opinion and salient societal and political trends?"

• Federal Rulemaking: Agencies Could Take Additional Steps to Respond to Public Comments, Report to Congressional Requesters

  "Agencies publish thousands of rules each year, with significant benefits and costs. Before issuing a final rule, agencies are generally required to publish an NPRM [notice of proposed rulemaking] in the Federal Register. Agencies must then respond to public comments when issuing final rules. Agencies may use exceptions in certain circumstances to forgo this NPRM process to expedite rulemaking. The Office of Management and Budget (OMB) has authority to provide guidance on regulatory issues. GAO was asked to provide information on the rulemaking process. This report addresses (1) how often agencies issued final rules without an NPRM; (2) which exceptions agencies used to do this; and (3) whether agencies took certain actions when issuing major rules without an NPRM, including voluntarily requesting and responding to public comments. GAO [ Government Accountability Office] reviewed a generalizable random sample of 1,338 final rules published during calendar years 2003 through 2010. The sample contained rules by 52 agencies, including all cabinet departments issuing regulations. GAO completed more detailed analyses of 123 major rules without an NPRM, including every such rule published from 2007 through 2010, to obtain additional information to answer the objectives. [...] GAO recommends that OMB issue guidance to encourage agencies to respond to comments on final major rules, for which the agency has discretion, that are issued without a prior NPRM. OMB disagreed that guidance would offer substantial benefits. GAO believes the recommendation remains valid, as further discussed in the report."

  From the Document: "Social Security spousal benefits were established in the 1930s to help support wives who are financially dependent on their husbands. It has since become more common for both spouses in a couple to work, with the result that, in more cases, both members of a couple are entitled to Social Security or other government pensions based on their own work records. Social Security does not provide both a full retired-worker and a full spousal benefit to the same individual. Two provisions are designed to reduce the Social Security spousal benefits of individuals who are not financially dependent on their spouses because they receive benefits based on their own work records. These are [1] the 'dual entitlement' rule, which applies to spouses who qualify for both (1) Social Security spousal benefits based on their spouses' work histories in Social Security-covered employment and (2) their own Social Security retired- or disabled-worker benefits, based on their own work histories in Social Security-covered employment; and [2] the Government Pension Offset (GPO), which applies to spouses who qualify for both (1) Social Security spousal benefits based on their spouses' work histories in Social Security-covered employment and (2) their own government pensions, based on their own work in government employment that was not covered by Social Security. The GPO reduces Social Security spousal or widow(er)'s benefits by two-thirds of the pension from non-covered government employment. The GPO does not reduce the benefits of the spouse who was covered by Social Security."

• How to Lose a Constitutional Democracy

  From the Abstract: "Is the United States at risk of democratic backsliding? And would the Constitution prevent such decay? To many, the 2016 election campaign and the conduct of newly installed President Donald Trump may be the immediate catalyst for these questions. But structural changes to the socioeconomic environment and geopolitical shifts are what make the question a truly pressing one. Eschewing a focus on current events, this Article develops a taxonomy of different threats of democratic backsliding, the mechanisms whereby they unfold, and the comparative risk of each threat in the contemporary moment. By drawing on comparative law and politics experience, we demonstrate that there are two modal paths of democratic decay. We call these 'authoritarian reversion' and 'constitutional retrogression.' A reversion is a rapid and near-complete collapse of democratic institutions. Retrogression is a more subtle, incremental erosion to three institutional predicates of democracy occurring simultaneously: competitive elections; rights of political speech and association; and the administrative and adjudicative rule of law. We show that over the past quarter-century, the risk of reversion in democracies around the world has declined, whereas the risk of retrogression has spiked. The United States is neither exceptional nor immune from these changes. We evaluate the danger of retrogression as clear and present here (and elsewhere), whereas we think reversion is much less likely. We further demonstrate that the constitutional safeguards against retrogression are weak. The near-term prospects of constitutional liberal democracy hence depend less on our institutions than on the qualities of political leadership, popular resistance, and the quiddities of partisan coalitional politics."

The Navy wants to acquire these large UVs as part of an effort to shift the Navy to a new fleet architecture (i.e., a new combination of ships and other platforms) that is more widely distributed than the Navy's current fleet architecture. The Navy's proposed FY2022 budget requests $434.1 million in research and development funding for these large UVs and their enabling technologies. The issue for Congress is whether to approve, reject, or modify the Navy's acquisition strategies and funding requests for these large UVs. The Navy's proposals for developing and procuring them pose a number of oversight issues for Congress. Congress's decisions on these issues could substantially affect Navy capabilities and funding requirements and the shipbuilding and UV industrial bases. In addition to the large UVs covered in this report, the Navy also wants to develop and procure smaller USVs and UUVs, as well as unmanned aerial vehicles (UAVs) of various sizes. Other U.S. military services are developing, procuring, and operating their own types of UVs. Separate CRS [Congressional Research Service] reports address some of these efforts."
