From the Document: "The goal of this National Action Plan on Women, Peace, and Security is as simple as it is profound: to empower half the world's population as equal partners in preventing conflict and building peace in countries threatened and affected by war, violence, and insecurity. Achieving this goal is critical to our national and global security. Deadly conflicts can be more effectively avoided, and peace can be best forged and sustained, when women become equal partners in all aspects of peace-building and conflict prevention, when their lives are protected, their experiences considered, and their voices heard. From the Executive Summary: "Artificial intelligence (AI) is a transformative technology that holds promise for tremendous societal and economic benefit. AI has the potential to revolutionize how we live, work, learn, discover, and communicate. AI research can further our national priorities, including increased economic prosperity, improved educational opportunities and quality of life, and enhanced national and homeland security. Because of these potential benefits, the U.S. government has invested in AI research for many years. Yet, as with any significant technology in which the Federal government has interest, there are not only tremendous opportunities but also a number of considerations that must be taken into account in guiding the overall direction of Federally-funded R&D [Research and Development] in AI. On May 3, 2016,the Administration announced the formation of a new NSTC [National Science and Technology Council] Subcommittee on Machine Learning and Artificial intelligence, to help coordinate Federal activity in AI. This Subcommittee, on June 15, 2016, directed the Subcommittee on Networking and Information Technology Research and Development (NITRD) to create a National Artificial Intelligence Research and Development Strategic Plan. A NITRD Task Force on Artificial Intelligence was then formed to define the Federal strategic priorities for AI R&D, with particular attention on areas that industry is unlikely to address. This 'National Artificial Intelligence R&D Strategic Plan' establishes a set of objectives for Federally- funded AI research, both research occurring within the government as well as Federally-funded research occurring outside of government, such as in academia. The ultimate goal of this research is to produce new AI knowledge and technologies that provide a range of positive benefits to society, while minimizing the negative impacts."

Incorporating Renewables Into the Electric Grid: Expanding Opportunities for Smart Markets and Energy Storage
From the Document: "The cost of renewable energy has been quickly dropping and renewable energy generation has been rapidly growing in the United States, spurred by state and federal policies and technological advances. Moreover, projections going forward suggest ever increasing penetration of renewables into the electricity grid. The two most rapidly growing renewable energy sources, wind and solar, provide variable energy output that depends on the time of day, location, season, weather, and other factors. Integrating high levels of these renewables onto the grid will require a reimagining of the management of the grid. It will increase the demand for grid management services, opening up a new set of important opportunities for promising technologies and approaches. This report examines economic and technical considerations related to increasing integration of variable renewable energy resources onto the existing electric grid, which highlight the importance of emerging technologies and approaches in smart markets and energy storage that can help smooth this transition. Smart markets use new communications technologies to develop integrated approaches allowing for electricity demand to respond during times of high value. Energy storage technologies allow the temporary storage of electricity so it can be released during times of high value."

Transitioning from High-Activity Radioactive Sources to Non-Radioisotopic (Alternative) Technologies: A Best Practices Guide for Federal Agencies
From the Document: "Radioactive sources commonly used in medical, research, and industrial applications in the United States and elsewhere pose a security concern due to their potential for use in radiological dispersal devices (dirty bombs) or radiological exposure devices. The U.S. Government is considering how to reduce this security risk by adopting non-radioisotopic alternatives. Though existing radioactive technologies have a proven record of reliability and effectiveness, some non-radioisotopic alternatives that have emerged in recent decades demonstrate marked improvement in reliability, operability, viability, and availability. In certain cases, these alternatives offer a means for permanently reducing risk and cost by minimizing storage and final disposition charges. In accordance with its charter, the interagency Working Group on Alternatives to High=Activity Radioactive Sources (GARS) developed this guide to provide Federal departments and agencies with background information and recommendations on best practices for transitioning to non-radioisotopic technologies in cases where those technologies meet users' technical, operations, and cost requirements. The guide focuses on transitioning to non-radioisotopic technologies in medical applications, but many of these best practices could be broadly applicable to other uses of high-activity radioactive source."

National Electric Grid Security and Resilience Action Plan
From the Document: "The 'Joint United States-Canada Electric Grid Security and Resilience Strategy' (Strategy) is a collaborative effort between the Federal Governments of the United States and Canada and is intended to strengthen the security and resilience of the U.S. and Canadian electric grid from all adversarial, technological, and natural hazards and threats. The Strategy, released concurrently with this 'National Electric Grid Security and Resilience Action Plan' (Action Plan), details bilateral goals to address the vulnerabilities of the respective and shared electric grid infrastructure of the United States and Canada, not only as an energy security concern, but for reasons of national security. The implementation of the Strategy requires continued action of a nationwide network of governments, departments and agencies (agencies), and private sector partners. This Action Plan details the activities, deliverables, and timelines that will be undertaken primarily by U.S. Federal agencies for the United States to make progress toward the Strategy's goals. The security and resilience of the integrated U.S. and Canadian electric grid is dynamic. New threats, hazards, and vulnerabilities emerge even as the two countries work to prevent, protect against, and mitigate their potential consequences and to improve their ability to respond to, and recover from, disruptive incidents. Secure and reliable electricity is essential for safe and continued operation of infrastructure owned by businesses, governments, schools, hospitals, and other organizations."

From the Document: "When I took office on January 20, 2021, I looked out at a Nation that was in the midst of the COVID-19 [coronavirus disease 2019] pandemic and experiencing a weak and uneven economic recovery. There were roughly 4 million workers who had been unemployed for more than 6 months. The Congressional Budget Office and private sector forecasters predicted a slow decrease in the unemployment rate throughout 2021. Our Nation needed an economic policy that was nimble enough to meet the significant and evolving challenges required to defeat a pandemic and recover from the severe economic disruptions it had caused. Recovery had to be swift and robust; it was not sufficient to return to where we had been, we also had to build toward a better future. Today, we look out at a markedly different America. Over 200 million Americans have been fully vaccinated and are now protected from the worst of COVID-19. Businesses have been able to resume activity. Schools and childcare centers are open again. Our Nation's economic recovery has been strong, marked by dramatic increases in employment and GDP [Gross Domestic Product]. Moreover, our progress has been achieved with a $360 billion decline in the Nation's deficit in fiscal year (FY) 2021 and a historic $1.3 trillion projected decrease in FY22. This success was not preordained. It is the result of well-designed and well-administered policies."

Solar Progress Report: Advancing Toward a Clean Energy Future
From the Document: "Solar energy is a vital component of the Administration's all-of the above energy strategy. Supported by historic investments in research, development, and deployment, the price of solar technologies has decreased and the U.S. solar market has experienced rapid growth since President Obama took office. Last year was a record-breaking year for new solar installations, and the amount of solar power installed in the United States has increased nearly eleven fold -- from 1.2 gigawatts in 2008 to an estimated 13 gigawatts today, which is enough to power more than 2.2 million American homes." America Built to Last: President Obama's Agenda and the Hispanic Community
From the Document: "Over the last three and a half years since taking office, the President and his Administration have worked to lay the groundwork for an America that is built to last, stopping the free-fall of the economy and working to restore the middle class. Every issue the President and this Administration take on is of vital importance to the Latino community: from promoting job creation, to making sure that every American has access to quality health care, to reforms that strengthen education for all Americans, to fighting for comprehensive immigration reform while standing up for the civil rights of all Americans. To this end, the President has taken a series of steps to spur economic growth, put Americans back to work, and restore middle class security. As a result, over the last 29 months 4.5 million private sector jobs have been created putting Americans back to work and restoring economic security to Latino families struggling because of the economic crisis. And while still unacceptably high, the Hispanic unemployment has dropped to 10.3 percent from a high of more than 13 percent. President Obama has also taken key steps to restore responsibility and accountability to our immigration system, and to work toward building a new 21st century immigration system that meets our Nation's economic and security needs despite the failure of Congress to Act. As a part of these efforts, the President announced in June 2012 that the Department of Homeland Security would take steps to lift the shadow of deportation from children who were brought to this country as children who are low-enforcement priorities."

From the Document: "Information technology (IT) drives the modern world. Nearly 80 percent of the households in the developed world have access to the Internet, and nearly half of the world is connected. Nearly every device -- be it a car, a kitchen appliance, a device on the manufacturing floor, or a child's toy -- is enhanced by IT. IT empowers scientific inquiry, space and Earth exploration, teaching and learning, consumer buying and selling, informed decision-making, national security, transportation, advanced manufacturing, and protection of the environment. The Bureau of Labor Statistics projects that more than half of all new science, technology, engineering, and mathematics (STEM) jobs will be related to information technology. It is difficult today to imagine a major economic sector, governmental function, or societal activity that does not directly or indirectly benefit from advances in information technology. Today's advances rest on a strong base of research and development (R&D) created over many years of government and private investment. Because of these investments, the United States has a vibrant academia-industry-government ecosystem to support research and innovation in IT and to bring the results into practical use. It is essential that the Nation continue to invest in IT R&D and to steward those investments wisely in order to address important national goals in areas such as defense, economic prosperity and inclusion, health and human safety, education, and quality of life."
