This Fact Sheet accompanies the White House press release, "Building a 21st Century Infrastructure: Modernizing Infrastructure Permitting" of May 14, 2014. "A Roadmap for Growth, Opportunity, and Fiscal Responsibility: The President's Budget provides a roadmap for accelerating economic growth, expanding opportunity for all Americans, and ensuring fiscal responsibility. It invests in infrastructure, job training, preschool, and pro-work tax cuts, while reducing deficits through health, tax, and immigration reform. Builds on Bipartisan Progress: The Budget adheres to the 2015 spending levels agreed to in the Bipartisan Budget Act and shows the choices the President would make at those levels. But it also shows how to build on this progress to realize the nation's full potential with a fully paid for $56 billion Opportunity, Growth, and Security Initiative, split evenly between defense and non-defense priorities."

Solar Progress Report: Advancing Toward a Clean Energy Future
From the Document: "Solar energy is a vital component of the Administration's all-of the above energy strategy. Supported by historic investments in research, development, and deployment, the price of solar technologies has decreased and the U.S. solar market has experienced rapid growth since President Obama took office. Last year was a record-breaking year for new solar installations, and the amount of solar power installed in the United States has increased nearly eleven fold -- from 1.2 gigawatts in 2008 to an estimated 13 gigawatts today, which is enough to power more than 2.2 million American homes." This report provides a progress report on the implementation of solar programs and technology in the United States. The main accomplishments cited in the report are the steep decline in solar technology costs, deployment of solar on public lands and buildings, and the creation of solar jobs.

Not Alone: The First Report of the White House Task Force to Protect Students From Sexual Assault
"This report was prepared by the 'White House Task Force to Protect Students From Sexual Assault.' The Task Force is Co-Chaired by the Office of the Vice President and the White House Council on Women and Girls." From the Executive Summary: "One in five women is sexually assaulted in college. Most often, it's by someone she knows -- and also most often, she does not report what happened. Many survivors are left feeling isolated, ashamed or to blame. Although it happens less often, men, too, are victims of these crimes. The President created the Task Force to Protect Students From Sexual Assault to turn this tide. As the name of our new website -- NotAlone.gov -- indicates, we are here to tell sexual assault survivors that they are not alone. And we're also here to help schools live up to their obligation to protect students from sexual violence. Over the last three months, we have had a national conversation with thousands of people who care about this issue. Today, we offer our first set of action steps and recommendations."

Cuts, Consolidations, and Savings: The Budget for Fiscal Year 2015
From the Document: "As part of the President's Management Agenda, the Administration will build upon the successful efforts started in the first term to maximize the value of every taxpayer dollar while increasing productivity and the quality of services. The Budget continues efforts from the President's first-term Campaign to Cut Waste, such as reducing administrative overhead, cutting improper payments, saving on real estate costs, reforming military acquisition, and consolidating data centers. Further detail on these initiatives is provided in the Creating a 21st Century Government chapter. […] In each of the President's first three Budgets, the Administration identified, on average, more than 150 terminations, reductions, and savings proposals, totaling nearly $25 billion each year. In the 2013 and 2014 Budgets, the Administration detailed more than 200 cuts, consolidations, and savings proposals, again totaling roughly $25 billion each year. This year's Budget shows the tradeoffs and choices the Administration is making to adhere to the funding levels established in the Bipartisan Budget Act of 2013. It includes 136 cuts, consolidations, and savings proposals, which are projected to save nearly $17 billion in 2015. The cuts, consolidation, and savings proposals this year reflect the deep spending reductions that occurred in 2013, some of which have continued in 2014, and the fact that many of the Administration's previous cuts, consolidations, and savings proposals have now been implemented."

Climate Action Plan: Strategy to Reduce Methane Emissions
From the Document: "Reducing methane emissions is a powerful way to take action on climate change; and putting methane to use can support local economies with a source of clean energy that generates revenue, spurs investment, improves safety, and leads to cleaner air. That is why in his Climate Action Plan, President Obama directed the Administration to develop a comprehensive, interagency strategy to cut methane emissions. This document lays out that strategy -- summarizing the sources of methane and trends in emissions; setting forth a plan to reduce both domestic and international methane emissions through incentive-based programs and the Administration's existing authorities; and, outlining the Administration's efforts to improve measurement of these emissions. This strategy also highlights examples of technologies and industry-led best practices that are already helping to cut methane emissions."

National Strategy for Combating Wildlife Trafficking
From the Document: "Like other forms of illicit trade, wildlife trafficking undermines security across nations. Well-armed, well-equipped, and well-organized networks of criminals and corrupt officials exploit porous borders and weak institutions to profit from trading in poached wildlife. Record high demand for wildlife products, coupled with inadequate preventative measures and weak institutions has resulted in an explosion of illicit trade in wildlife in recent years. That trade is decimating iconic animal populations. Today, because of the actions of poachers, species like elephants and rhinoceroses face the risk of significant decline or even extinction. But it does not have to be that way. We can take action to stop these illicit networks and ensure that our children have the chance to grow up in a world with and experience for themselves the wildlife we know and love. Addressing these challenges requires a U.S. strategy that is proactive, recognizes immediate imperatives, and balances our strengths and expertise to address challenges comprehensively over the long term. This is a global challenge requiring global solutions. So we will work with foreign governments, international organizations, nongovernmental organizations, and the private sector to maximize our impacts together. Our efforts will aim to strengthen enforcement, reduce demand, and increase cooperation to address these challenges. The entire world has a stake in protecting the world's iconic animals, and the United States is strongly committed to meeting its obligation to help preserve the Earth's natural beauty for future generations."

Suitability and Security Processes Review: Report to the President
From the Introduction: "In the Fall of 2013, the President directed the Office of Management and Budget (OMB) to conduct a 120-day review of Federal employee suitability and contractor fitness determinations as well as security clearance procedures. This Review complimented related efforts of the Department of Defense (DoD) with respect to physical and personnel security and of the National Security Council (NSC) and OMB on access to and security of classified information. […] The Review addressed suitability and security investigations for civilian, military, and contractor personnel. The same investigative and adjudicative standards apply to both Federal employees and contractors who receive clearances, as the work to protect our national security is no less critical when the work is performed by contractors. The Review also examined the work performed by each group in conducting these investigations. The current practice of utilizing contract investigators to collect relevant information is an appropriate practice and consistent with regulations, provided the necessary oversight, metrics, and controls are in place. Our recommendations include improvements in the areas of contractor oversight, accountability, and quality metrics going forward. This Report presents a set of recommendations that establish new priorities for reform, while accelerating efforts already underway. These priorities include improving access to relevant information, especially state and local law enforcement records, and accelerating the shift to a continuous evaluation model across government; improving risk management approaches to reduce vulnerabilities in our current processes, including reduction of the total number of clearance holders and the backlog of periodic reinvestigations; and improving enterprise operations, to include strengthening oversight and government-wide implementation efforts while effectively managing limited resources. As part of its ongoing responsibilities, the PAC [Performance Accountability Council] will be accountable for driving these changes and holding agencies accountable for implementing approved recommendations."

Fact Sheet: Suitability and Security Review Recommendations
This fact sheet accompanies a separate White House report titled, "Suitability and Security Processes Review: Report to the President." From the Document: "Following the September 2013 Navy Yard shooting, the President directed the Office of Management and Budget (OMB) to lead a review of suitability and security clearance procedures for Federal employees and contractors. The Administration today is releasing a report detailing the findings of this review. The report identifies 13 recommendations to improve how the Government performs suitability determinations and security clearances, thereby ensuring the safety of Federal workers and the protection of our nation's most sensitive information. […] The Review assessed Government policies, programs, processes, and procedures involving determinations of federal employee suitability, contractor fitness, and personnel security. The interagency working group also evaluated the collection, sharing, processing, and storage of information used to make suitability, credentialing, and security decisions. The Review found the need for better information sharing, increased oversight over background investigations, and consistent application of standards and policies for both Federal employees and contractors."

Presidential Policy Directive 28: Signals Intelligence Activities
From the Document: "The collection of signals intelligence is necessary for the United States to advance its national security and foreign policy interests and to protect its citizens and the citizens of its allies and partners from harm. At the same time, signals intelligence activities and the possibility that such activities may be improperly disclosed to the public pose multiple risks. These include risks to: our relationships with other nations, including the cooperation we receive from other nations on law enforcement, counterterrorism, and other issues; our commercial, economic, and financial interests, including a potential loss of international trust in U.S. firms and the decreased willingness of other nations to participate in international data sharing, privacy, and regulatory regimes; the credibility of our commitment to an open, interoperable, and secure global Internet; and the protection of intelligence sources and methods." […] This directive outlines the manner in which signals intelligence is authorized to be collected: it must be adherent to privacy and civil liberties, "in accordance with the Constitution and applicable statutes, Executive Orders, proclamations, and Presidential directive"; it shall not be for the "purpose of suppressing or burdening criticism or dissent, or for disadvantaging persons based on their ethnicity, race, gender, sexual orientation, or religion";it shall be "exclusive to where there is a foreign intelligence or counterintelligence purpose to support national and departmental missions and not for any other purposes." Signals intelligence shall not be used to, "collect such information to afford a competitive advantage to U.S. companies and U.S. business sectors commercially."

Year of Action: A Final Progress Report on the Obama Administrations's Actions to Help Create Opportunity for all Americans

Open Government Partnership: Second Open Governement National Action Plan for the United States of America
From the Document: "'In support of these principles domestically, the Obama Administration in 2011 launched the first U.S. Open Government National Action Plan (NAP) -- a set of 26 commitments that have increased public integrity, enhanced public access to information, improved management of public resources, and given the public a more active voice in the U.S. Government's policymaking process. The Administration continues to make progress in all 26 areas, with 24 of the initial commitments already completed. A notable example of the progress made since the release of the first NAP is the successful launch of 'We the People,' the White House petitions platform that gives Americans a direct line to voice their concerns to the Administration via online petitions. In two years, more than 10 million users have generated over 270,000 petitions on a diverse range of topics , including gun violence , which received a video response from the President, and unlocking cell phones for use across provider networks, which led directly to policy action. […] This document will serve as a roadmap for the next two years as the Administration work s in partnership with the public and civil society organizations to carry forth these Open Government efforts. This report, however, is not representative of all U.S. Government efforts to further openness. The process of opening government is a continuing work-in-progress. Under the President's leadership, the Administration will continue to generate and implement Open Government policies and reforms, as well as continue to seek input from outside groups and citizens about how to create a more Open Government."

Beyond the Border Implementation Report [December 2013]

We have the largest bilateral trading relationship in the world, with two-way trade in goods and services of over $700 billion in 2012, supporting millions of jobs in each country. National Maritime Domain Awareness Plan for the National Strategy for Maritime Security [2013]
From the Document: "Maritime Domain Awareness (MDA) is the effective understanding of anything associated with the maritime domain that could impact the security, safety, economy, or environment of the United States. The Maritime Domain is all areas and things of, on, under, relating to, adjacent to, or bordering on a sea, ocean, or other navigable waterway, including all maritime-related activities, infrastructure, people, cargo, vessels, and other conveyances. This Plan provides the context to understand the importance of MDA to maritime security and why it is imperative to enhance MDA. It will empower the U.S. Government to understand the characteristics of the current maritime domain, identify the strategic approach we seek to employ, clarify our strategic and foundational priorities, and develop an implementation plan to improve MDA that enables decision-makers to perform their responsibilities consistent with Presidential Policy Directive 18 (PPD-18) and the National Strategy for Maritime Security (NSMS). This Plan promotes sustaining favorable conditions for global maritime security and prosperity. This is accomplished through the effective understanding of the maritime domain and by improving our ability to appropriately share maritime information, including intelligence, law enforcement information, and all-source data from the public and private sectors. The concept of maritime intelligence integration serves as a foundational and, therefore, necessary priority for the effective understanding of the maritime domain. This Plan serves to unify and support efforts to enhance domain awareness, advance decision-making, and provide the best possible setting to make maritime information appropriately available to all members of the Global Maritime Community of Interest (GMCOI). Additionally, this Plan acknowledges fiscal constraints and establishes priorities of effort consistent with those constraints."

National Space Transportation Policy
From the Introduction: "Space activities are critical to the Nation's technological advancement, scientific discovery, security, and economic growth. As outlined in the 'National Space Policy,' the utilization of space has transformed every aspect of society, and the United States remains committed to maintaining its role as the leading space-faring nation. Space transportation capabilities play a vital role in enabling these space activities by providing the United States with access to diverse regions of space. The U.S. space transportation sector is undergoing a period of change as new actors and capabilities emerge and nontraditional public-private partnerships are established. At the same time, the sector faces challenges to include increased proliferation concerns and international competition. To assure continued leadership in this arena, it is essential that the United States foster more efficient and capable space transportation systems and approaches that can address such challenges and enable new activities and discoveries in and from space. Maintaining an assured capability to meet United States Government needs, while also taking the necessary steps to strengthen U.S. competitiveness in the international commercial launch market, is important to ensuring that U.S. space transportation capabilities will be reliable, robust, safe, and affordable in the future. Among other steps, improving the cost effectiveness of U.S. space transportation services could help achieve this goal by allowing the United States Government to invest a greater share of its resources in other needs such as facilities modernization, technology advancement, scientific discovery, and national security. Further, a healthier, more competitive U.S. space transportation industry would facilitate new markets, encourage new industries, create high technology jobs, lead to greater economic growth and security, and would further the Nation's leadership role in space."

Impacts and Costs of the October 2013 Federal Government Shutdown
From the Document: "The October 2013 Federal government shutdown was the second longest since 1980 and the most significant on record, measured in terms of employee furlough days. Outside experts estimate that the shutdown will reduce fourth quarter Gross Domestic Product (GDP) growth by 0.2-0.6 percentage points. The Council of Economic Advisers estimates that the combination of the government shutdown and debt limit brinksmanship may have resulted in 120,000 fewer private-sector jobs created during the first two weeks of October. This report examines the economic, budgetary, and programmatic costs of the government shutdown. These costs include economic disruption, Federal employee furloughs, programmatic impacts, other costs to the Federal budget, and impacts on the Federal workforce."

Fact Sheet: Executive Order on Climate Preparedness
From the Document: "Today, President Obama established a Task Force on Climate Preparedness and Resilience to advise the Administration on how the Federal Government can respond to the needs of communities nationwide that are dealing with the impacts of climate change. The Task Force members include state, local and tribal leaders from across the country who will use their first-hand experiences in building climate preparedness and resilience in their communities to inform their recommendations to the Administration. The President signed an Executive Order that directs Federal agencies to take a series of steps to make it easier for American communities to strengthen their resilience to extreme weather and prepare for other impacts of climate change. President Obama has said that we have a moral obligation to our children and future generations to leave them a planet that is not polluted or damaged. That is why in June, the President launched a Climate Action Plan to cut carbon pollution, prepare communities for the impacts of climate change, and lead international efforts to address this global challenge. The Climate Action Plan recognizes that even as we act to curb the carbon pollution that is driving climate change, we must also improve our ability to prepare for the climate impacts we are already seeing across the country. Across America, states, cities, and communities are taking steps to protect themselves from extreme weather and other climate impacts by updating building codes, adjusting the way they manage natural resources, investing in more resilient infrastructure, and planning for rapid recovery from damages that nonetheless occur."

Open Government Partnership: Second Open Government National Action Plan for the United States of America: A Preview Report
From the Document: "Throughout his Administration, President Barack Obama has prioritized making government more open and accountable and has taken substantial steps to increase citizen participation, collaboration, and transparency in government. […] Building upon these efforts to create a more efficient, effective, and accountable government, the Administration will issue the second Open Government National Action Plan [NAP] for the United States of America in the coming weeks. The new plan will include a wide range of actions the Administration plans to take over the next two years, including commitments that build upon past successes, as well as several new initiatives. Among these are ambitious new commitments to modernize the administration of the Freedom of Information Act (FOIA) and to significantly expand Open Data initiatives across the Federal government to increase transparency and fuel entrepreneurship, innovation, and economic growth. This report provides an overview of new Open Data and FOIA modernization commitments, as well as highlights of additional proposals that the Administration plans to announce in greater detail in the second NAP, which will be released in December 2013."

Presidential Proclamation - Critical Infrastructure Security and Resilience Month, 2013
From the Document: "Over the last few decades, our Nation has grown increasingly dependent on critical infrastructure, the backbone of our national and economic security. America's critical infrastructure is complex and diverse, combining systems in both cyberspace and the physical world -- from power plants, bridges, and interstates to Federal buildings and the massive electrical grids that power our Nation. During Critical Infrastructure Security and Resilience Month, we resolve to remain vigilant against foreign and domestic threats, and work together to further secure our vital assets, systems, and networks. As President, I have made protecting critical infrastructure a top priority. Earlier this year, I signed a Presidential Policy Directive to shore up our defenses against physical and cyber incidents. In tandem with my Executive Order on cybersecurity, this directive strengthens information sharing within my Administration and between the Federal Government and its many critical infrastructure partners, while also ensuring strong privacy protections. Because of the interconnected nature of our critical infrastructure, my Administration will continue to work with businesses and industry leaders and build on all the great work done to date. With these partners, and in cooperation with all levels of government, we will further enhance the security and resilience of our critical infrastructure. We must continue to strengthen our resilience to threats from all hazards including terrorism and natural disasters, as well as cyber attacks. We must ensure that the Federal Government works with all critical infrastructure partners, including owners and operators, to share information effectively while jointly collaborating before, during, and after an incident. This includes working with infrastructure sectors to harden their assets against extreme weather and other impacts of climate change."

Four Years of Broadband Growth
"Broadband access is an essential part of our economy. Given the reliance of so many American businesses and families on this basic technology, it's easy to overlook that just 15 years ago broadband barely existed for consumers. To create jobs and grow wages at home, and to compete in the global information economy, the delivery of fast, affordable and reliable broadband service to all corners of the United States must be a national imperative. The build-out of broadband infrastructure itself is a major driver of American investment and job creation, but even more significant are the ways that connectivity is transforming a range of industries, from education to entertainment to agriculture to travel. High-speed wired and wireless networks place the United States at the center of a digital economy that is one of the brightest parts of our short-term recovery and long-term competitiveness. This report highlights (1) the status of broadband development in the United States in 2013, including both progress made in achieving greater availability to broadband as well as the significant remaining challenges of timely and affordable deployment of broadband to all Americans; (2) several important contributions of the Obama Administration over the last four years that have accelerated the growth of broadband technology; and (3) two key opportunities for further action."

Report to the President: Rebuilding America's Infrastructure: Cutting Timelines and Improving Outcomes for Federal Permitting and Review of Infrastructure Projects
From the Executive Summary: "Building 21st Century resilient infrastructure is vital to American competitiveness, regional economic growth and development, and local jobs. Accordingly, you made a commitment in your 2012 State of the Union Address to 'cut the red tape that can slow down construction' of infrastructure projects. To fulfill this commitment, you signed Executive Order 13604, 'Improving Performance of Federal Permitting and Review of Infrastructure Projects,' on March 22, 2012. This launched a Government-wide initiative to cut review and permit decision-making timelines, while improving outcomes for communities and the environment. […] Since we launched this comprehensive effort, agencies have expedited the review and permitting of 50 major infrastructure projects, including bridges, transit projects, railways, waterways, roads, and renewable energy generation projects, with time savings ranging from several months to several years. These include 14 priority projects that were identified per your memorandum of August 31, 2011 ('Speeding Infrastructure Development through More Efficient and Effective Permitting and Environmental Review'), and an additional 36 projects of National or Regional significance, identified in line with EO [Executive Order] 13604. […] Agencies have also identified a set of best practices that should become the standard for how the Federal Government conducts infrastructure permitting and review. This report describes those best practices, which range from expansion of IT [information technology] tools to strategies for improving collaboration and integrating processes across Federal agencies. The report also presents case studies that show how different federal agencies successfully employed best practices."

"Through this 'National Strategy for the Arctic Region', we seek to guide, prioritize, and synchronize efforts to protect U.S. national and homeland security interests, promote responsible stewardship, and foster international cooperation. This strategy articulates three priority lines of effort. It also identifies guiding principles as a foundation for Arctic region activities. Through a deliberate emphasis on the priority lines of effort and objectives, it aims to achieve a national unity of effort that is consistent with our domestic and international legal rights, obligations, and commitments and that is well coordinated with our Arctic neighbors and the international community. These lines of effort identify common themes where specific emphasis and activities will be focused to ensure that strategic priorities are met. The three lines of effort, as well as the guiding principles are meant to be acted upon as a coherent whole."

From the Document: "Whether the Budget is in surplus or deficit, wasting taxpayer dollars on programs that are outdated, ineffective, or duplicative is wrong. Given the current fiscal environment, it is critical that we redouble our efforts to scour the Budget for waste and make tough decisions about reducing funding for or ending programs that are laudable, but not essential. This exercise is difficult but necessary, and it builds on efforts the Administration has undertaken since the President first took office. "Improvised explosive devices (IEDs) remain one of the most accessible weapons available to terrorists and criminals to damage critical infrastructure and inflict casualties, as was demonstrated in the attempted bombing of Northwest Flight 253 on December 25, 2009, the October 2010 air cargo plot, and the wars in Iraq and Afghanistan. The tactics used in IED attacks continue to evolve as our adversaries seek to overcome countermeasures. This Administration is expanding and broadening its counter-IED focus, building upon existing policy and strategy, which establish and implement measures to discover, prevent, protect against, respond to, recover from, and mitigate IED attacks and their consequences at home or abroad."

Proactive and coordinated efforts are necessary to strengthen and maintain secure, functioning, and resilient critical infrastructure -- including assets, networks, and systems -- that are vital to public confidence and the Nation's safety, prosperity, and well-being. The Nation's critical infrastructure is diverse and complex. It includes distributed networks, varied organizational structures and operating models (including multinational ownership), interdependent functions and systems in both the physical space and cyberspace, and governance constructs that involve multi-level authorities, responsibilities, and regulations. Critical infrastructure owners and operators are uniquely positioned to manage risks to their individual operations and assets, and to determine effective strategies to make them more secure and resilient. Critical infrastructure must be secure and able to withstand and rapidly recover from all hazards. Achieving this will require integration with the national preparedness system across prevention, protection, mitigation, response, and recovery. This directive establishes national policy on critical infrastructure security and resilience. This endeavor is a shared responsibility among the Federal, state, local, tribal, and territorial (SLTT) entities, and public and private owners and operators of critical infrastructure (herein referred to as 'critical infrastructure owners and operators'). This directive also refines and clarifies the critical infrastructure-related functions, roles, and responsibilities across the Federal Government, as well as enhances overall coordination and collaboration. From the Introduction: "Emerging trends indicate that the pace of economic espionage and trade secret theft against U.S. corporations is accelerating. There appears to be multiple vectors of attack for persons and governments seeking to steal trade secrets. Foreign competitors of U.S. corporations, some with ties to foreign governments, have increased their efforts to steal trade secret information through the recruitment of current or former employees. Additionally, there are indications that U.S. companies, law firms, academia, and financial institutions are experiencing cyber intrusion activity against electronic repositories containing trade secret information. Trade secret theft threatens American businesses, undermines national security, and places the security of the U.S. economy in jeopardy. These acts also diminish U.S. export prospects around the globe and put American jobs at risk.
