From the Document: "To rebuild our economy and strengthen the middle class, we must create an America where everyone gets a fair shot, everyone does their fair share, and everyone plays by the same set of rules. We need to win a race to the top for good jobs that pay well and offer middle-class security. That means investing in areas like education, innovation, and infrastructure that are critical to giving every American an opportunity at success and creating a strong economy that is built to last. […] It will take making difficult decisions about reducing funding or ending programs that are laudable, but that in this fiscal environment cannot be funded at desired levels. In the Cuts, Consolidations, and Savings volume, the Administration details the 210 cuts, consolidations, and savings measures that are proposed in the 2013 Budget. These proposals total more than $24 billion in 2013, and $520 billion through 2022. […] Cutting waste and finding administrative savings is not an exercise limited to the Budget process; they are part of a sustained effort--the Campaign to Cut Waste--that the Administration launched this past year to root out misspent tax dollars across the Federal Government. As part of this effort to build a more accountable Government, the Administration already has moved to cut wasteful spending and programs that do not work, strengthen and streamline what does work, leverage technology to transform Government operations to save money and improve performance, and make Government more open and responsive to the needs of the American people."

Cuts, Consolidations, and Savings: The Budget for Fiscal Year 2015
From the Document: "As part of the President's Management Agenda, the Administration will build upon the successful efforts started in the first term to maximize the value of every taxpayer dollar while increasing productivity and the quality of services. The Budget continues efforts from the President's first-term Campaign to Cut Waste, such as reducing administrative overhead, cutting improper payments, saving on real estate costs, reforming military acquisition, and consolidating data centers. Further detail on these initiatives is provided in the Creating a 21st Century Government chapter. […] In each of the President's first three Budgets, the Administration identified, on average, more than 150 terminations, reductions, and savings proposals, totaling nearly $25 billion each year. In the 2013 and 2014 Budgets, the Administration detailed more than 200 cuts, consolidations, and savings proposals, again totaling roughly $25 billion each year. This year's Budget shows the tradeoffs and choices the Administration is making to adhere to the funding levels established in the Bipartisan Budget Act of 2013. It includes 136 cuts, consolidations, and savings proposals, which are projected to save nearly $17 billion in 2015. The cuts, consolidation, and savings proposals this year reflect the deep spending reductions that occurred in 2013, some of which have continued in 2014, and the fact that many of the Administration's previous cuts, consolidations, and savings proposals have now been implemented."

From the Document: "As part of the President's Management Agenda, the Administration will continue to build upon successful efforts to maximize the value of every taxpayer dollar by enhancing productivity and efficiency and achieving cost savings across the Government. Consistent with the Management Agenda, the Budget continues efforts such as reducing administrative overhead, increasing the use of shared services, increasing strategic sourcing and category management, cutting improper payments, saving on real estate costs, reforming military acquisition, and consolidating data centers. The Budget also continues efforts to reorganize and consolidate Federal programs to reduce duplication and improve efficiency. The President is renewing his request for the Congress to revive the reorganization authority given to nearly every President from Herbert Hoover to Ronald Reagan. In effect, the President is asking to have the same authority that any business owner has to reorganize or streamline operations to meet changing circumstances and customer demand. The Budget outlines a set of ambitious cross-Government consolidations intended to serve as a blueprint for reorganizing and reforming Government, including consolidating the six primary business and trade agencies into a single agency responsible for fostering economic growth; combining the two largest food-safety related agencies into a single agency responsible for inspections, enforcement, and outbreak prevention; and continuing efforts to streamline science, technology, engineering, and mathematics (STEM) programs across Government."

From the Document: "Whether the Budget is in surplus or deficit, wasting taxpayer dollars on programs that are outdated, ineffective, or duplicative is wrong. Given the current fiscal environment, it is critical that we redouble our efforts to scour the Budget for waste and make tough decisions about reducing funding for or ending programs that are laudable, but not essential. This exercise is difficult but necessary, and it builds on efforts the Administration has undertaken since the President first took office. […] In each of the President's first three Budgets, he identified, on average, more than 150 terminations, reductions, and savings proposals, totaling nearly $25 billion each year. In last year's Budget, the Administration detailed 210 cuts, consolidations, and savings proposals, totaling more than $24 billion in 2013. This year, the Budget includes a total of 215 cuts, consolidations, and savings proposals, which are projected to save more than $25 billion in 2014, and $539 billion through 2023."

OMB Sequestration Update Report to the President and Congress for Fiscal Year 2015
From the transmittal letter from Shaun Donovan, Director, Office of Management and Budget (OMB): "This report updates information contained in the OMB preview report regarding enforcement of the discretionary spending caps for both 2014 and 2015, including information about the discretionary spending limits for defense and non-defense programs, the status of OMB scoring of the latest House and Senate action on discretionary appropriations bills, comparisons with the estimates provided by the Congressional Budget Office in its August update report, and OMB's preview estimate of the 2015 adjustment for disaster relief. OMB must issue a final sequestration report after the Congress adjourns. To date, emergency supplemental appropriations have been enacted for 2014, which necessitates an adjustment to the 2014 defense cap. However, no 2015 appropriations bills have been enacted into law and, therefore, no changes are reflected to the current 2015 caps. If the 2015 discretionary caps remain unchanged, this report estimates that, if enacted, the actions by the Senate would result in a sequestration of $34 million in the defense category."

Statistical Programs of the United States Government: Fiscal Year 2015
From the Document: "This report fulfills a responsibility of the Office of Management and Budget (OMB) under the Paperwork Reduction Act of 1995 (PRA, 44 U.S.C. 3504(e)(2)) to prepare an annual report on statistical program funding. The annual report provides Congress with a consolidated source for key budgetary and programmatic information about the Federal statistical system. The report has four chapters. Chapter 1 discusses the value of Federal statistics, describes the structure of the Federal statistical system, and provides a summary of the budget for statistical programs, including purchases and reimbursements, for Fiscal Years (FY) 2013-2015. Chapter 2 provides details about principal statistical agency programs, highlights the effect of congressional action on FY 2013 and 2014 budget requests, and identifies major program changes planned for FY 2015. Chapter 3 describes other significant statistical programs of Federal agencies and identifies major program changes anticipated in FY 2015. Chapter 4 describes ongoing efforts to maintain and improve Federal statistical programs, including the development and periodic revision of statistical standards and guidelines, selected interagency initiatives to improve the quality and usefulness of the Nation's statistical products, and various collaborations among Federal statistical agencies. In addition to data on budgetary resources, the appendices include information on staffing levels for the principal statistical agencies."

Four Years of Broadband Growth
"Broadband access is an essential part of our economy. Given the reliance of so many American businesses and families on this basic technology, it's easy to overlook that just 15 years ago broadband barely existed for consumers. To create jobs and grow wages at home, and to compete in the global information economy, the delivery of fast, affordable and reliable broadband service to all corners of the United States must be a national imperative. The build-out of broadband infrastructure itself is a major driver of American investment and job creation, but even more significant are the ways that connectivity is transforming a range of industries, from education to entertainment to agriculture to travel. High-speed wired and wireless networks place the United States at the center of a digital economy that is one of the brightest parts of our short-term recovery and long-term competitiveness. This report highlights (1) the status of broadband development in the United States in 2013, including both progress made in achieving greater availability to broadband as well as the significant remaining challenges of timely and affordable deployment of broadband to all Americans; (2) several important contributions of the Obama Administration over the last four years that have accelerated the growth of broadband technology; and (3) two key opportunities for further action."

National HIV/AIDS Strategy for the United States: Updated to 2020
From the Executive Summary: "The Nation's first comprehensive National HIV/AIDS Strategy for the United States (Strategy) was released in 2010, and in the subsequent five years, people and organizations have joined together around its vision and goals. […] This is the first update of the Strategy (Update), which is designed to look ahead to 2020. The Update reflects the hard work accomplished and the lessons learned since 2010. Moreover, it incorporates the scientific advances that could one day bring the United States, and the world, closer to virtually eliminating new HIV infections, effectively supporting all people living with HIV to lead long and healthy lives and eliminating the disparities that persist among some populations. The Strategy remains a steady foundation on which to build future efforts. As such, this Update retains its vision and four main goals through 2020. At the same time, the Strategy is also a living document, designed to be updated. The Update includes the following changes: 1.) The Steps and Recommended Actions under each of the goals have been revised to reflect past progress and activities to meet the Strategy goals (see 'At-A-Glance' summaries on pages 8-11). 2.) The Update has 10 quantitative indicators-some of which are new additions, and some of which are revised-to better monitor progress and ensure that the Nation is constantly moving in the right direction to achieve its goals (see list on page 12 and detailed information in the Indicator Development and Progress Appendix). In addition, three areas have been identified as priorities for developing indicators: PrEP [Pre-Exposure Prophylaxis], stigma, and HIV among transgender persons."

National Near-Earth Object Preparedness Strategy

The Strategy seeks to improve our Nation's preparedness to address the hazard of near-Earth object (NEO) impacts by enhancing the integration of existing national and international assets and adding important capabilities that are currently lacking. This will be done by preventing initiates to drug use, providing treatment services leading to long-term recovery for those suffering from addiction, and aggressively reducing the availability of illicit drugs in America's communities.' This 'Strategy' consists of three interconnected lines of effort designed to achieve the President's strategic outcome of building and fostering a stronger, healthier, and drug-free society: prevention; treatment and recovery; and reducing the availability of drugs in America. National Southwest Border Counternarcotics Strategy [2016]
"Criminal activity along the Southwest Border (SWB) poses a significant national security threat for the United States. The almost 2,000-mile border that separates the United States and Mexico includes major population centers, transportation hubs, and large tracts of uninhabited desert. Criminal organizations have used that vast area to engage in cross-border drug trafficking, human smuggling, weapons trafficking, money laundering, and other associated illegal activities. The U.S.-Mexico border is the primary entry point into the United States for all major illicit drugs, with the exception of controlled prescription drugs and certain new synthetic drugs. Mexican Transnational Criminal Organizations (TCOs) operating primarily on the Mexican side of the U.S.-Mexico border supply the majority of the heroin, methamphetamine, cocaine, and foreign-produced marijuana available in U.S. illicit drug markets. These drugs are also smuggled into the United States across other land, sea, and air frontiers, but not on the same scale as the substances transported across the SWB."

National Research and Development Strategy for Microbial Forensics
From the Document: "The purpose of the National Strategy to Support Microbial Forensic Research is to guide and focus the research efforts of the US Government to advance the discipline of microbial forensics and provide the nation with the most scientifically sound and statistically defensible capability to provide scientific data to support attribution investigations of a potential or actual biological attack. The Strategy has three primary goals: I. Develop a strategic microbial forensics research agenda that will produce a national microbial forensic capability that is ultimately capable of high confidence, robust detection, characterization and comparison of biological agents in forensic samples. II. Promote interagency communication, coordination and information sharing on microbial forensics research and development efforts. III. Develop effective interagency education and training on microbial forensics designed to inform policymakers and scientific and technical personnel. This Strategy shall form the framework of an interagency implementation plan that will begin to address research and interagency communications issues that are required for an enduring national capability in microbial forensics."

National Drug Control Strategy: FY 2007 Budget Summary
From the Document: "The President's Fiscal Year (FY) 2007 Budget provides resources for reducing illegal drug use in the United States. Reducing drug use requires an investment in programs that discourage the use of drugs that help those in need of treatment and law enforcement programs that target those trying to supply illicit drugs to the marketplace. The proposed funding levels support the three key priorities of the National Drug Control Strategy (Strategy). Priority I--Stopping Use Before it Starts: Education and Community Action--receives support for effective programs to help communities obtain a drug-free environment and encourage young people to reject drug use. Priority II--Intervening and Healing America's Drug Users--continues to focus on ensuring that treatment is available for those who need it. This budget expands access and choice to a wider array of innovative treatment options including those services offered by faith-based organizations. The Strategy's Priority III--Disrupting the Market--targets individuals and organizations profiting from trafficking in illegal drugs. The budget provides resources to strengthen and focus market disruption efforts while at the same time dedicating new resources for emerging threats."

Federal Cloud Computing Strategy [June 24, 2019]
From the Key Actions: "The Chief Information Officers Council (CIO Council) has developed a list of action items to execute the Cloud Smart strategy. These actions will constitute a work plan aimed at creating and updating programs, policies, and resources that the whole of Government will use to advance the Cloud Smart agenda. Additionally, all Federal agencies will rationalize their application portfolios to drive Federal cloud adoption. The rationalization process will involve reducing an application portfolio by 1) assessing the need for and usage of applications; and 2) discarding obsolete, redundant, or overly resource-intensive applications. Decreased application management responsibilities will free agencies to focus on improving service delivery by optimizing their remaining applications. To support these rationalization efforts, the CIO Council will develop best practices and other resources. Furthermore, while the initial Cloud Smart work plan will be executed over an eighteen-month period, its actions will be refreshed continuously as needed to keep up with the changing cloud market and emerging technologies."

Community Connected Health Stakeholder Engagement Summary Report
From the Document: "The COVID-19 [coronavirus disease 2019] pandemic illuminated continuing, substantial limitations in the U.S. healthcare systems, including profound disparities in access to health care and associated poorer health outcomes within certain communities. Yet the pandemic has also provided an opportunity for innovation in health care delivery across the U.S. and internationally, particularly in community-based settings. As part of the Biden-Harris Administration's effort to address long-standing barriers to achieving health equity and OSTP's [Office of Science and Technology Policy] mission to maximize the benefits of science and technology to advance health and its charge to drive innovation in health care and improve health for all Americans, OSTP launched the 'Community Connected Health' initiative in January 2022 with a series of stakeholder engagements. The goal of the Community Connected Health initiative is to combine community-based approaches to health care, with the power of digital health technologies, to lower the barriers to health care access and provide healthier lives for all Americans, especially those currently underserved."

Report to the President Outlining a Strategy to Expedite Deployment of Gun Safety Technology
From the Introduction: "For more than two decades, the federal government and the private sector have grappled with a basic question of firearm engineering: Can modern technology make guns safer--or 'smarter'--without sacrificing the reliability, durability, and accuracy that owners expect from their firearms? The technology holds great promise. By incorporating electronic systems into a firearm's design, manufacturers can give gun owners greater control over how a weapon is used, both by limiting who can fire the gun ('user-authorization technology') and by making a gun easier to retrieve if it is lost or stolen ('electronic recovery technology'). As noted in the President's January 4, 2016, Memorandum on Promoting Smart Gun Technology, these innovations have the potential to reduce accidental and unauthorized firearm discharges, in turn making our country and its citizens safer. To achieve these changes, the federal government must develop a research and development strategy to expedite real-world deployment of such technology for use in practice."
