Strengthening Our Military Families
From the Document: "The President has made the care and support of military families a top national security policy priority. We recognize that military families come from the active duty Armed Forces, the National Guard, and the Reserves. They support and sustain troops fighting to defend the Nation, they care for our wounded warriors, and they survive our fallen heroes. The well-being of military families is an important indicator of the well-being of the overall force. At a time when America is at war and placing considerable, sustained demands on its troops and their families, it is especially important to address the family, home, and community challenges facing our all-volunteer force. For years to come, military families and Veterans will continue to face unique challenges, and at the same time will also have great potential to continue contributing to our communities and country. […] Since September 11, 2001, more than two million troops have been deployed to Iraq and Afghanistan. Fifty five percent of the force is married and 40 percent have two children. Only 37 percent of our families live on military installations; the remaining 63 percent live in over 4,000 communities nationwide. Multiple deployments, combat injuries, and the challenges of reintegration can have far-reaching effects on not only the troops and their families, but also upon America's communities as well. These challenges should be at the forefront of our national discourse."

OMB Report Pursuant to the Sequestration Transparency Act of 2012 (P.L. 112-155)
From the Document: "The Sequestration Transparency Act of 2012 (STA) (P.L. 112-155) requires the President to submit to Congress a report on the potential sequestration triggered by the failure of the Joint Select Committee on Deficit Reduction to propose, and Congress to enact, a plan to reduce the deficit by $1.2 trillion, as required by the Budget Control Act of 2011 (BCA). In response, the Office of Management and Budget (OMB) is issuing this report based on assumptions required by the STA. The report provides Congress with a breakdown of exempt and non-exempt budget accounts, an estimate of the funding reductions that would be required across non-exempt accounts, an explanation of the calculations in the report, and additional information on the potential implementation of the sequestration. In August 2011, bipartisan majorities in both the House and Senate voted for the threat of sequestration as a mechanism to force Congress to act on further deficit reduction. The specter of harmful across-the-board cuts to defense and nondefense programs was intended to drive both sides to compromise. Congress can and should take action to avoid it by passing a comprehensive and balanced deficit reduction package. As the Administration has made clear, no amount of planning can mitigate the effect of these cuts. Sequestration is a blunt and indiscriminate instrument. It is not the responsible way for our Nation to achieve deficit reduction. The President has already presented two proposals for balanced and comprehensive deficit reduction. It is time for Congress to act. Members of Congress should work together to produce a balanced plan that achieves at least the level of deficit reduction agreed to in the BCA that the President can sign to avoid sequestration. The Administration stands ready to work with Congress to get the job done."

National Maritime Domain Awareness Plan for the National Strategy for Maritime Security [2013]
From the Document: "Maritime Domain Awareness (MDA) is the effective understanding of anything associated with the maritime domain that could impact the security, safety, economy, or environment of the United States. The Maritime Domain is all areas and things of, on, under, relating to, adjacent to, or bordering on a sea, ocean, or other navigable waterway, including all maritime-related activities, infrastructure, people, cargo, vessels, and other conveyances. This Plan provides the context to understand the importance of MDA to maritime security and why it is imperative to enhance MDA. It will empower the U.S. Government to understand the characteristics of the current maritime domain, identify the strategic approach we seek to employ, clarify our strategic and foundational priorities, and develop an implementation plan to improve MDA that enables decision-makers to perform their responsibilities consistent with Presidential Policy Directive 18 (PPD-18) and the National Strategy for Maritime Security (NSMS). This Plan promotes sustaining favorable conditions for global maritime security and prosperity. This is accomplished through the effective understanding of the maritime domain and by improving our ability to appropriately share maritime information, including intelligence, law enforcement information, and all-source data from the public and private sectors. The concept of maritime intelligence integration serves as a foundational and, therefore, necessary priority for the effective understanding of the maritime domain. This Plan serves to unify and support efforts to enhance domain awareness, advance decision-making, and provide the best possible setting to make maritime information appropriately available to all members of the Global Maritime Community of Interest (GMCOI). Additionally, this Plan acknowledges fiscal constraints and establishes priorities of effort consistent with those constraints."

National Security Decision Directive 108: Soviet Camouflage, Concealment and Deception
From the Document: "The Soviet Union has developed a doctrine of 'maskirovka' which calls for the use of camouflage, concealment and deception (CC&D) in defense-related programs and in the conduct of military operations. They define maskirovka as a set of measures to deceive, or mislead, the enemy with respect to Soviet national security capabilities, actions, and intentions. These measures include concealment, simulation, diversionary actions and disinformation. […] Integral to development and deployment of strategic and tactical weapons systems, is establishment and execution of a plan for maskirovka. A Soviet Directorate for strategic maskirovka has been established and its directives are carried out by numerous elements of the Soviet government. Additionally, the Soviets have established a program to counter western signal and imagery intelligence collection. The Soviets may be attempting to deceive the West regarding the intent and purpose of basic policies, e.g., arms control. […] Several recent discoveries reveal that the Soviet maskirovka program has enjoyed previously unsuspected success and that it is apparently entering a new and improved phase. Many of these discoveries resulted only after concentrated and intensive examination of intelligence accumulated over many years."

Federal Food Safety Working Group Progress Report, December 2011
From the Document: "The federal government has taken important steps to protect an increasingly complex food supply. In March 2009, President Obama created the Food Safety Working Group (FSWG), a central coordinating mechanism for the federal government's food safety activities that is led by the Department of Health and Human Services (HHS) and the U.S. Department of Agriculture (USDA).The FSWG's core mission is to strengthen federal efforts and develop short-term and long-term strategies to improve food safety. Partner agencies include HHS's Food and Drug Administration (FDA), USDA's Food Safety and Inspection Service (FSIS), and HHS's Centers for Disease Control and Prevention (CDC), as well as the Environmental Protection Agency (EPA), Department of Homeland Security, Department of Commerce, Department of State, and the Office of the United States Trade Representative. The White House Domestic Policy Council convenes the FSWG. The premise underlying the FSWG's creation is that coordination among federal agencies is essential to protect consumers in our highly diverse, global food system. Coordination and cooperation are necessary through every stage of the production and consumption process--'from farm to table.' FSWG member departments and agencies thus share information and experience about all aspects of food safety. Such coordination strengthens the scientific and technical infrastructure to support a modern food safety system."

National Security Decision Memorandum 82: Revision of the U.S. Port Security Program
From the Document: "National security interests require that measures be taken for the protection of vessels, harbors, ports and waterfront facilities of the United States from threats of espionage; sabotage; intelligence collection operations directed against sensitive U.S. defense facilities from foreign vessels; and, related subversive activities including the introduction into the United States of persons or materials in the pursuance of such activities. It is also in our national interest to insist that entries of Soviet and East European vessels into U.S. ports be permitted only in direct reciprocity for the admissions of U.S. vessels to ports of the Soviet bloc countries. With a view to fulfilling these national requirements, the Secretary of Transportation is hereby assigned the responsibility for the promulgation - in consultation with the Departments of State, Defense, and Justice, and the Director of Central Intelligence - of a U.S. port security program."

From the Introduction: "'Recognizing that global water security is essential to U.S. national security, this Action Plan lays out an innovative, whole-of-government approach to this challenge.' It identifies key pillars of this approach that address the full scope of global water issues and will mobilize departments and agencies around concrete actions to achieve our vision of a water-secure world. The Action Plan will be operationalized through the U.S. Global Water Strategy (GWS), mandated by the Congress in the Senator Paul Simon Water for the World Act of 2014; the next revision of the GWS will be submitted to the Congress in early fall 2022 as directed. The approach emphasizes the need to explicitly link water security to national security to improve global resilience; elevate data-driven methods; use resources more efficiently; and work in partnership with states, Tribes, local governments, and Indigenous peoples, as well as non-governmental entities including the private sector."

Drought Resilience Interagency Working Group 1-Year Summary Report
From the Document: "In April 2021, the Biden-Harris Administration launched the Drought Resilience Interagency Working Group (IWG) to address worsening drought conditions in the United States and to support farmers, ranchers, Tribes, and communities impacted by ongoing water shortages. The Drought Resilience IWG reports to the National Climate Task Force and is one of five White House Resilience IWGs tackling climate impacts. [...] The Bipartisan Infrastructure Law (BIL) provides historic investments of over $13 billion to help communities meet water supply demands through a wide variety of infrastructure improvements; this funding follows-through on the President's promise to build climate resilience, and focus on water efficiency, storage, conveyance, recycling, and watershed protection. In particular, the Drought Resilience IWG members are working to effectively deploy the $8.3 billion in BIL funds for the Department of Interior's Bureau of Reclamation's to increase water resilience and the $918 million BIL investment in USDA's Natural Resources Conservation Service for watershed infrastructure projects. The IWG also has coordinated drought relief activities in hard-hit watersheds including the Klamath, Rio Grande, California's Central Valley and the Colorado River Basin, and has launched a Federal-State task force with the Western Governors' Association to advance drought and soil monitoring systems. This report provides a summary of the work that is proceeding under the auspices of the Drought Resilience IWG."

Internal Review Concerning April 27, 2009 Air Force One Flight [May 5, 2009]
This memorandum summarizes the findings of an internal review concerning the "flyover of lower Manhattan [New York City, New York] by an aircraft used as Air Force One on April 27, 2009." The report was conducted by Jim Messina, deputy chief of staff and found that ". In conclusion the memorandum state "our review suggests that structural and organizational ambiguities exist within WHMO that at times affect the organization's ability to operate effectively. These ambiguities include the reporting relationship of the PAG [Presidential Airlift Group] to the White House and to the Air Force. For example, neither the PAG nor any other Air Force component notifies the White House about routine training exercises. And there are no clear procedures governing the approval process for the use of PAG aircraft, including Air Force One, for operations other than Presidential support. As a result, unusual missions such as the April 27 New York City flyover can be subject to confusion." The memorandum continued "[w]e believe that WHMO's general structure-and specifically, the reporting relationship of WHMO's operational units (such as the PAG) to the White House and to the Military Service Branches-should be examined. We recommend a comprehensive study resulting in recommendations to the President regarding these structural issues."

"The Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction ('CWC' or 'Convention'); which entered into force for the United States on April 29, 1997; imposes a number of obligations on the United States. The Chemical Weapons Convention Implementation Act of 1998 ('the Act'), enacted on October 21, 1998, Executive Order 13128, and associated Chemical Weapons Convention Implementation Policy Guidance elaborate many of these obligations and assign some specific responsibilities within the Executive Branch. Among the specific responsibilities is the designation of the Department of State as United States National Authority for the purposes of the Convention and the Act. This document specifies agency and departmental responsibilities."

From the Executive Summary: "In October and November 1986, two secret US. Government operations were publicly exposed, potentially implicating Reagan Administration officials in illegal activities. These operations were the provision of assistance to the military activities of the Nicaraguan contra rebels during an October 1984 to October 1986 prohibition on such aid, and the sale of U.S. arms to Iran in contravention of stated U.S. policy and in possible violation of arms-export controls. In late November 1986, Reagan Administration officials announced that some of the proceeds from the sale of U.S. arms to Iran had been diverted to the contras. [...] The investigations and prosecutions have shown that high-ranking Administration officials violated laws and executive orders in the Iran/contra matter."

Role of Opioid Prices in the Evolving Opioid Crisis
From the Executive Summary: "The Council of Economic Advisers (CEA) has previously estimated that the annual economic cost of the opioid crisis is substantially higher than previously thought, at over half a trillion dollars in 2015. In order to better understand the spread of the crisis and mitigate its large costs, it is crucial to understand all the factors underlying it. In this report, the CEA describes and analyzes two separate waves of the crisis--the first wave, from 2001 to 2010, which was characterized by growing overdose deaths involving the misuse of prescription opioids; and the second wave, from 2010 to 2016, which was characterized by growing overdose deaths involving illicitly manufactured opioids (heroin and fentanyl). We find that in the first wave, prescription opioid prices fell in conjunction with expanded government health care coverage and a rising market share of generic opioids. In the second wave, supply expansions of illicit opioids reduced their prices."

National Ocean Policy: 2016 Annual Work Plan
"In April 2013, the National Ocean Council (NOC) published the National
Ocean Policy (NOP) Implementation Plan. The Implementation Plan aligned the efforts of the
Federal government under five major themes: Ocean Economy, Safety and Security, Coastal and
Ocean Resilience, Local Choices, and Science and Information. Since then, Federal agencies
have made tremendous progress in carrying out actions described in the Implementation Plan. In
March 2015, the NOC released the 'Report on the Implementation of the National Ocean
Policy,' providing the status of all 214 actions described in the Implementation Plan. The Implementation Plan provides a solid foundation for enhanced agency collaboration and
effectiveness, and resulted in meaningful, beneficial results. The many accomplishments
realized through the original Implementation Plan set the stage for a targeted approach to future
NOP implementation. As many of the actions in the current Implementation Plan are completed,
progress on the NOP will continue under Annual Work Plans to focus on pressing issues in a
defined timeframe. A longer-term, higher-level implementation guide
(Guide) based on the
original Implementation Plan themes will provide the overarching context and vision for crafting
the Annual Work Plans and implementing the NOP in future years."

PREVENTS: The President's Roadmap to Empower Veterans and End a National Tragedy of Suicide
From the Overview: "The vision of PREVENTS [The President's Roadmap to Empower Veterans and End a National Tragedy of Suicide] is to prevent suicide, which requires culture change, seamless access to care, a connected research ecosystem, and robust community engagement. To achieve these ambitious goals, an integrated action plan is needed to develop, implement, and evaluate programs, research, policies, and a communication campaign. Ten recommendations have been created to guide the direction of the action plan. Over 150 subject matter experts from more than 15 Federal agencies have (1) identified the most critical problems for existing suicide prevention efforts, (2) carefully studied existing background information to understand the current state, (3) conducted detailed analysis of potential solutions, and (4) recommended next steps for solving each problem. Because an integrated, comprehensive approach is essential to effective suicide prevention, each recommendation requires a combination of programs, research, policies, and communication strategies to ensure effective execution and coordinated action among and between Federal agencies."

New Strategy to Combat an Evolving Threat
This White House Blog written by Eric H. Holder, Jr. discusses the release of the new Strategy to Combat Transnational Organized Crime by the National Security Council on July 25, 2011. The new Strategy acknowledges the sophistication of today's 21st Century criminal organizations and involves cooperative efforts between government agencies and law enforcement. Priority Agenda: Enhancing the Climate Resilience of America's Natural Resources
From the Executive Summary: "In November 2013, a few days after the first anniversary of Hurricane Sandy, President Obama issued Executive Order 13653 calling on Federal agencies to work with states, tribes, and local governments to improve preparedness for the impacts of a changing climate. […] Through the first half of 2014, the CNRWG [Climate and Natural Resources Working Group] conducted an interagency process to inventory and assess current policies, programs, and regulations, as directed by the Executive Order. A variety of stakeholders were informally consulted throughout the process, including close collaboration with the State, Local, and Tribal Leaders Task Force for Climate Preparedness and Resilience. This work considered several existing interagency strategies addressing climate change adaptation and natural resources, particularly the 'National Ocean Policy,' the 'National Action Plan: Priorities for Managing Freshwater Resources in a Changing Climate,' and the 'National Fish,' 'Wildlife and Plants Climate Adaptation Strategy.' This document, the 'Priority Agenda for Enhancing the Climate Resilience of America's Natural Resources,' is the result of this deliberation. The Agenda builds upon the robust climate change adaptation work already accomplished by Federal agencies and identifies significant actions moving forward."

From the Introduction: "Having steered the economy back from the brink of a depression, the Administration is committed to moving the Nation from recession to recovery by sparking job creation to get millions of Americans back to work, and building a new foundation for the long-term prosperity for all American families. To do this, the 2011 Budget makes critical investments in the key areas that will help to reverse the decline in economic security that American families have experienced over the past decade with investments in education, clean energy, infrastructure, and innovation. [...] In addition, this volume highlights steps that agencies are taking to save money that come from the President's SAVE [Securing Americans Value and Efficiency] Award competition. Recognizing that the best ideas often are not found in Washington, the President launched the SAVE Award in the fall of 2009 to solicit suggestions to make the Federal Government more effective and efficient, directly from front-line employees. In just three weeks, the Administration received more than 38,000 suggestions. The winning idea, as promised, is included in this volume as well as 14 other SAVE entries that agencies can implement without further action by the Congress. From the Document: "As part of the President's Management Agenda, the Administration has focused on improving Government efficiency to maximize the value of Federal spending. The Budget invests in concentrating the delivery of administrative functions through shared services, simplifying Federal contracting, continuing the use of benchmarking to inform data-driven Federal management, implementing new transparency efforts, and shrinking the Federal real property footprint. Further detail on all of these initiatives is provided in the chapter titled A Government of the Future. The Budget continues efforts to reorganize or consolidate Federal programs to reduce duplication and identify cost savings to allow the Government to invest more in productive activities. The President is again asking the Congress to restore fast-track authority to the President to submit proposals to reorganize the Executive Branch. Previous Presidents have been granted this authority for almost the entire period from 1932 through 1984. In effect, the President is asking that the next President have the same authority that any business owner has to reorganize or streamline operations to meet changing circumstances and customer demand. […] Discretionary and mandatory cuts, consolidations, and savings proposals in this year's Budget are detailed on the following tables. Savings from the Administration's program integrity proposals, totaling $119 billion through 2026, are detailed in the Budget Process chapter of the Analytical Perspectives volume."
