The ceiling shall be construed as a maximum not to be exceeded and not a minimum to be achieved. Our goal is to ensure a more resilient Nation--one in which individuals, communities, and our economy can adapt to changing conditions as well as withstand and rapidly recover from disruption due to emergencies. During National Preparedness Month, we underscore the responsibility of individuals, families, and communities--including the private and nonprofit sectors--to do their part before an emergency. I urge all Americans to take time to prepare an emergency supply kit and a family emergency plan, and to educate themselves about potential disasters. I also ask Americans to work within their own communities to coordinate emergency preparedness efforts. All Americans share this responsibility, and we must all work together to safeguard the Nation from harm. The Federal Emergency Management Agency (FEMA) supports and promotes citizen education and grassroots preparedness efforts.   "In order to foster greater resolve to address trafficking in persons (TIP), specifically in punishing acts of trafficking and providing protections to the victims of these crimes, consistent with the Trafficking Victims Protection Act of 2000, as amended (the 'Act') (22 U.S.C. 7101 et seq.), it is in the interests of the United States to restrict the international travel and to suspend entry into the United States, as immigrants or nonimmigrants, of certain senior government officials responsible for domestic law enforcement, justice, or labor affairs who have impeded their governments' antitrafficking efforts, have failed to implement their governments' antitrafficking laws and policies, or who otherwise bear responsibility for their governments' failures to take steps recognized internationally as appropriate to combat trafficking in persons, and whose governments have been ranked more than once as Tier 3 countries, which represent the worst anti-TIP performers, in the Department of State's annual Trafficking in Persons Report, and for which I have made a determination pursuant to section 110(d)(1)-(2) or (4) of the Act. The Act reflects international antitrafficking standards that guide efforts to eradicate this modern-day form of slavery around the world. NOW, THEREFORE, I, GEORGE W. App. 2401 et seq.). Because the Export Administration Act has not been renewed by the Congress, the national emergency declared on August 17, 2001, must continue in effect beyond August 17, 2009.   "The Transportation Security Administration (TSA) is altering and re-publishing the complete system of records, DHS/TSA 019, under the Privacy Act of 1974, known as 'Secure Flight Records', for a passenger screening program known as Secure Flight. TSA originally established this system of records and published the system of records notice (SORN) in the Federal Register on August 23, 2007 (Part III, 72 FR 48392). TSA received and considered public comments on the SORN and is altering the system of records to reflect the deletion of an exemption previously claimed under 5 U.S.C. 552a(k)(1). The Secure Flight program implements a mandate of the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA) and is consistent with TSA's authority under the Aviation and Transportation Security Act (ATSA). Section 4012(a)(1) of the IRTPA requires TSA to assume from air carriers the comparison of passenger information for domestic flights to the consolidated and integrated terrorist watch list maintained by the Federal Government. Further, section 4012(a)(2) of IRTPA similarly requires the DHS to compare passenger information for international flights to and from the United States against the consolidated and integrated terrorist watch list before departure of such flights. The SORN is being altered to reflect TSA's determination that the system will not contain classified material, and TSA will not claim an exemption under 5 U.S.C. 552a(k)(1)."

App. 2401 et seq.). Because the Export Administration Act has not been renewed by the Congress, the national emergency declared on August 17, 2001, must continue in effect beyond August 17, 2011.
