  "By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to strengthen the efforts of the Department of Justice, in conjunction with Federal, State, tribal, territorial, and local agencies, to investigate and prosecute significant financial crimes and other violations relating to the current financial crisis and economic recovery efforts, recover the proceeds of such crimes and violations, and ensure just and effective punishment of those who perpetrate financial crimes and violations, it is hereby ordered as follows: Section 1. Establishment. There is hereby established an interagency Financial Fraud Enforcement Task Force (Task Force) led by the Department of Justice. Sec. 2. Membership and Operation. The Task Force shall be chaired by the Attorney General and consist of senior-level officials from the following departments, agencies, and offices, selected by the heads of the respective departments, agencies, and offices in consultation with the Attorney General:"

On July 28, 1998, the President issued Executive Order 13094 amending Executive Order 12938 to respond more effectively to the worldwide threat of weapons of mass destruction proliferation activities. On June 28, 2005, the President issued Executive Order 13382 that, inter alia, further amended Executive Order 12938 to improve our ability to combat proliferation. The proliferation of weapons of mass destruction and the means of delivering them continues to pose an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States; therefore, the national emergency first declared on November 14, 1994, and extended in each subsequent year, must continue. In accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency declared in Executive Order 12938, as amended."

  This Executive Order establishes the National Commission on the BP Deepwater Oil Spill and Offshore Drilling. From the document: "There is established the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling (the 'Commission'). (a) The Commission shall be composed of not more than 7 members who shall be appointed by the President. The members shall be drawn from among distinguished individuals, and may include those with experience in or representing the scientific, engineering, and environmental communities, the oil and gas industry, or any other area determined by the President to be of value to the Commission in carrying out its duties. (b) The President shall designate from among the Commission members two members to serve as Co-Chairs. The Commission shall: (a) examine the relevant facts and circumstances concerning the root causes of the Deepwater Horizon oil disaster; (b) develop options for guarding against, and mitigating the impact of, oil spills associated with offshore drilling, taking into consideration the environmental, public health, and economic effects of such options, including options involving: (1) improvements to Federal laws, regulations, and industry practices applicable to offshore drilling that would ensure effective oversight, monitoring, and response capabilities; protect public health and safety, occupational health and safety, and the environment and natural resources; and address affected communities; and (2) organizational or other reforms of Federal agencies or processes necessary to ensure such improvements are implemented and maintained. (c) submit a final public report to the President with its findings and options for consideration within 6 months of the date of the Commission's first meeting."

  This interim rule implements certain provisions of the Bunning-Bereuter-Blumenauer Flood Insurance Reform Act of 2004 to provide new incentives for States and communities to mitigate the effects of flood damage to severe repetitive loss properties by creating the Severe Repetitive Loss program (SRL), and through reduced cost-share requirements in the existing Flood Mitigation Assistance program (FMA). In addition, the rule ensures that the FMA planning requirements are consistent with other applicable regulations, and streamlines the planning requirements for Indian tribal governments. It also describes requirements for the acquisition of property for open space with mitigation funds, including under SRL and FMA. Finally, this interim rule makes technical changes to clarify current practices and implements conforming amendments to reflect current authorities, including the recent change to the standard amount of authorized Hazard Mitigation Grant Program assistance.

  "A combination of American entrepreneurship and innovation, private investment, and smart policy has positioned the United States as the global leader in wireless broadband technologies. Expanding the availability of spectrum for innovative and flexible commercial uses, including for broadband services, will further promote our Nation's economic development by providing citizens and businesses with greater speed and availability of coverage, encourage further development of cutting-edge wireless technologies, applications, and services, and help reduce usage charges for households and businesses. We must continue to make additional spectrum available as promptly as possible for the benefit of consumers and businesses. At the same time, we must ensure that Federal, State, local, tribal, and territorial governments are able to maintain mission critical capabilities that depend on spectrum today, as well as effectively and efficiently meet future requirements. In my memorandum of June 28, 2010 (Unleashing the Wireless Broadband Revolution), I directed the Secretary of Commerce, working through the National Telecommunications and Information Administration (NTIA), to collaborate with the Federal Communications Commission (FCC) to make 500 MHz of Federal and nonfederal spectrum available for wireless broadband use within 10 years. Executive departments and agencies (agencies), including NTIA, have done an excellent job of pursuing the twin goals of advancing their agency missions and promoting innovation and economic growth. Although existing efforts will almost double the amount of spectrum available for wireless broadband, we must make available even more spectrum and create new avenues for wireless innovation. One means of doing so is by allowing and encouraging shared access to spectrum that is currently allocated exclusively for Federal use. Where technically and economically feasible, sharing can and should be used to enhance efficiency among all users and expedite commercial access to additional spectrum bands, subject to adequate interference protection for Federal users, especially users with national security, law enforcement, and safety-of-life responsibilities. In order to meet growing Federal spectrum requirements, we should also seek to eliminate restrictions on commercial carriers' ability to negotiate sharing arrangements with agencies. To further these efforts, while still safeguarding protected incumbent systems that are vital to Federal interests and economic growth, this memorandum directs agencies and offices to take a number of additional actions to accelerate shared access to spectrum."

  "Our Nation's electric transmission grid is the backbone of our economy, a key factor in future economic growth, and a critical component of our energy security. Countries that harness the power of clean, renewable energy will be best positioned to thrive in the global economy while protecting the environment and increasing prosperity. In order to ensure the growth of America's clean energy economy and improve energy security, we must modernize and expand our electric transmission grid. Modernizing our grid will improve energy reliability and resiliency, allowing us to minimize power outages and manage cyber-security threats. By diversifying power sources and reducing congestion, a modernized grid will also create cost savings for consumers and spur economic growth. Modernizing our Nation's electric transmission grid requires improvements in how transmission lines are sited, permitted, and reviewed. As part of our efforts to improve the performance of Federal siting, permitting, and review processes for infrastructure development, my Administration created a Rapid Response Team for Transmission (RRTT), a collaborative effort involving nine different executive departments and agencies (agencies), which is working to improve the efficiency and effectiveness of transmission siting, permitting, and review, increase interagency coordination and transparency, and increase the predictability of the siting, permitting, and review processes. In furtherance of Executive Order 13604 of March 22, 2012 (Improving Performance of Federal Permitting and Review of Infrastructure Projects), this memorandum builds upon the work of the RRTT to improve the Federal siting, permitting, and review processes for transmission projects. Because a single project may cross multiple governmental jurisdictions over hundreds of miles, robust collaboration among Federal, State, local, and tribal governments must be a critical component of this effort."

  From the statement of President Obama: "A few months ago, in response to too many tragedies, including the shootings of a United States Congresswoman, Gabby Giffords, who's he re today, and the murder of 20 innocent schoolchildren and their teachers, this country took up the cause of protecting more of our people from gun violence. Families that know unspeakable grief summoned the courage to petition their elected leaders, not just to honor the memory of their children, but to protect the lives of all of our children. A few minutes ago, a minority in the United States Senate decided it wasn't worth it. They blocked commonsense gun reforms even while these families looked on from the Senate gallery. By now, it's well known that 90 percent of the American people support universal background checks that make it harder for a dangerous person to buy a gun. We're talking about convicted felons, people convicted of domestic violence, people with a severe mental illness. Ninety percent of Americans support that idea. Most Americans think that's already the law. And a few minutes ago, 90 percent of Democrats in the Senate voted for that idea. But it's not going to happen, because 90 percent of Republicans in the Senate just voted against that idea. A majority of Senators voted yes to protecting more of our citizens with smarter background checks. But by this continuing distortion of Senate rules, a minority was able to block it from moving forward. Now, I'm going to speak plainly and honestly about what's happened here, because the American people are trying to figure out: How can something have 90 percent support and yet not happen? We had a Democrat and a Republican--both gun owners, both fierce defenders of our Second Amendment, with A grades from the NRA--come together and work together to write a commonsense compromise on background checks. And I want to thank Joe Manchin and Pat Toomey for their courage in doing that. That was not easy given their traditional strong support for Second Amendment rights."

After a vicious attack on their city, Bostonians responded with resolve and determination. They did their part as citizens and partners in this investigation. Boston police and State police and local police across the Commonwealth of Massachusetts responded with professionalism and bravery over 5 long days. And tonight, because of their determined efforts, we've closed an important chapter in this tragedy. I've been briefed earlier this evening by FBI Director Mueller. After the attacks on Monday, I directed the full resources of the Federal Government to be made available to help State and local authorities in the investigation and to increase security as needed. And over the past week, close coordination among Federal, St ate, and local officials--sharing information, moving swiftly to track down leads-- has been critical to this effort. They all worked as they should, as a team. And we are extremely grateful for that. We owe a tremendous debt of gratitude to all our outstanding law enforcement professionals. These men and women get up every day, they put on that uniform, they risk their lives to keep us safe, and as this week showed, they don't always know what to expect. So our thoughts are with those who were wounded in pursuit of the suspects, and we pray for their full recovery."

I've just been brie fed by my national security team, including FBI Director Mueller, Attorney General Holder, Secretary Napolitano, and my Counterterrorism and Homeland Security Adviser Lisa Monaco, on the attacks in Boston. We continue to mobilize and deploy all appropriate law enforcement resources to protect our citizens and to investigate and to respond to this attack. Obviously, our first thoughts this morning are with the victims, their families, and the city of Boston. We know that two explosions gravely wounded dozens of Americans and took the lives of others, including a 8-year-old boy. This was a heinous and cowardly act. And given what we now know about what took place, the FBI is investigating it as an act of terrorism. Any time bombs are used to target innocent civilians, it is an act of terror. The American people will say a prayer for Boston tonight, and Michelle and I send our deepest thoughts and prayers to the families of the victims in the wake of this senseless loss. We don't yet have all the answers. But we do know that multiple people have been wounded, some gravely, in explosions at the Boston Marathon. I've spoken to FBI Director Mueller and Secretary of Homeland Security Napolitano, and they're mobilizing the appropriate resources to investigate and to respond. I've updated leaders of Congress in both parties, and we reaffirmed th at on days like this, there are no Republicans or Democrats; we are Americans, united in concern for our fellow citizens. I've also spoken with Governor Patrick and Mayor Menino and made it clear that they have every single Federal resource necessary to care for the victims and counsel the families. And above all, I made clear to them that all Americans stand with the people of Boston. Boston police, firefighters, and first responders, as well as the National Guard, responded heroically and continue to do so as we speak. It's a reminder that so many Americans serve and sacrifice on our behalf every single day, without regard to their own safety, in dangerous and difficult circumstances. And we salute all those who assisted in responding so quickly and professionally to this tragedy. We still do not know who did this or why. And people shouldn't jump to conclusions before we have all the facts. But make no mistake, we will get to the bottom of this. And we will find out who did this; we'll find out why they did this. Any responsible individuals, any responsible groups will feel the full weight of justice."

Katerina, as you just heard, lost one of her most promising students in Virginia Tech, the shootings there that took place 6 years ago. And she and dozens of other moms and dads, all victims of gun violence, have come here today from across the country, united not only in grief and loss, but also in resolve, and in courage, an d in a deep determination to do whatever they can, as parents and as citizens to protect other kids and spare other families from the awful pain that they have endured. As any of the families and friends who are here today can tell you, the grief doesn't ever go away. That loss, that pain sticks with you. It lingers on in places like Blacksburg and Tucson and Aurora. That anguish is still fresh in Newtown. It's been barely 100 days since 20 innocent children and 6 brave educators were taken from us by gun violence, including Grace McDonnell and Lauren Rousseau and Jesse Lewis, whose families are here today. That agony burns deep in the families of thousands--thousands--of Americans who have been stolen from our lives by a bullet from a gun over these last 100 days, including Hadiya Pendleton, who was killed on her way to school less than 2 months ago and whose mom is also here today. Everything they lived for and hoped for, taken away in an instant. We have moms on this stage whose children were killed as recently as 35 days ago."

And finally, I want to thank all of you for participating in this National Conference on Mental Health. We wanted to bring together folks who've suffered from mental illness and families who've supported them. We wanted to bring together advocates and educators, faith leaders, veterans, local officials. All of you have shown an extraordinary commitment to what is a critical goal, and that is to make sure that people aren't suffering in silence and that we have the capacity to pull together all the resources and support and love that's out there to go after an extraordinary challenge in our society. The main goal of this conference is not to start a conversation; so many of you have spent decades waging long and lonely battles to be heard. Instead, it's about elevating that conversation to a national level and bringing mental illness out of the shadows. We want to let people living with mental health challenges know that they are not alone, and we've got to be making sure that we're committed to support those fellow Americans, because struggling with a mental illness or caring for someone who does can be isolating. And I think everybody here who's experienced this--the issue in one way or another understands that.
