Joint Task Force Civil Support (JTFCS) [website]
Joint Task Force Civil Support plans and integrates DoD support to the designated Lead Federal Agency for domestic Chemical, Biological, Radiological, Nuclear and high yield Explosive (CBRNE) consequence management operations. When directed by the Commander of U.S. Northern Command, JTF-CS will deploy to the incident site, establish command and control of designated DoD forces, and provide military assistance to civil authorities to save lives, prevent injury and provide temporary critical life support.

"Joint Task Force North (JTF North), based at Biggs Army Airfield, Fort Bliss, Texas, is a joint service command comprised of active duty and reserve component Soldiers, Sailors, Airmen, Marines, and Department of Defense civilian employees and contracted support personnel. JTF North, formerly known as Joint Task Force Six, is the Department of Defense organization tasked to support our nations federal law enforcement agencies in the interdiction of suspected transnational threats within and along the approaches to the continental United States. Transnational threats are those activities conducted by individuals or groups that involve international terrorism, narco-trafficking, weapons of mass destruction, and the delivery systems for such weapons that threaten the national security of the United States. JTF Norths new homeland defense support role is articulated in its mission statement: Detect, monitor and support the interdiction of suspected transnational threats within and along the approaches to CONUS; fuse and disseminate intelligence, contribute to the common operating picture; coordinate support to lead federal agencies; and support security cooperation initiatives in order to secure the homeland and enhance regional security."

Bi-National Planning Group: Final Report on Canada and the United States (CANUS) Enhanced Military Cooperation
"The findings and recommendations contained in this Final Report provide great insight into key areas of Canada-United States military cooperation. The Bi-national Planning Group's (BPG) efforts are intended to be a catalyst in defining and strengthening future CANUS relationships. We recommend that its functions be moved to the appropriate strategic and operational levels of the Canadian and United States agencies responsible for the defense and security of our shared continent. The BPG's mandate covered a critical period in the evolving defense and security relationship of the United States and Canada, a time during which both countries responded to the new threat environment after the terrorist attacks of September 11, 2001. Over the course of its mandate, extended until May 2006, the BPG exceeded expectations. It conducted reviews of existing Canada-U.S. defense plans and military assistance protocols; drafted new bi-national contingency plans to respond to threats, attacks and other major emergencies in Canada or the U.S.; analyzed information sharing practices; designed and participated in exercises and joint training; and established coordination mechanisms with relevant Canadian and U.S. Federal departments and agencies."

Bi-National Planning Group: Interim Report on Canada and the United States Enhanced Military Cooperation
"In 2003, the Bi-national Planning Group (BPG) began a formal analysis on enhanced military cooperation. The aim was to determine the changes in concepts, policies, authorities, organization or technology needed to facilitate improved military cooperation between Canada and the United States (CANUS)...This study addresses each of the tasks assigned to the BPG. Chapter 1 introduces an overview of the tasks as defined by the BPG Terms of Reference. The groups focus and research methodology are also presented. Chapter 2 focuses on the review of all CANUS plans. The state of each operational plan is examined and an update of BPG initiatives is presented. Chapter 3 proposes definitions for Maritime Domain Awareness and Global Domain Awareness; and it further addresses the need for closer CANUS cooperation in maritime surveillance. Chapter 4 addresses exercises, training and validation of plans within the context of Canadian Joint Task List and the U.S. Universal Joint Task List. Chapter 5 describes and discusses four levels of cooperation. Chapter 6 provides closing comments and additional areas recommended for BPG study."

United States Northern Command: Our Role in Defense of Civil Authorities [powerpoint]
This presentation describes NORAD (North American Air Defense) Missions: Monitor all man-made objects in space; detect, validate and warn of attack against North America, whether by aircraft, missiles or space vehicles; includes support to U.S. commands designated responsible for missile defense of North America. In regards to aerospace control, it provides surveillance and control of the airspace of Canada and the United States. In regards to maritime warning, it provides situational awareness. The USNORTHCOM Mission: Conduct military operations to: deter, prevent and defeat threats to the United States, its territories and interests within assigned area of responsibility, and provide civil support and other assistance to US civil authorities as directed. "ARDENT SENTRY-NORTHERN EDGE 07 (AS-NE 07) is a Joint Chiefs of Staff-directed, U.S. Northern Command (USNORTHCOM) sponsored homeland defense and Defense Support of Civil Authorities (DSCA) exercise that is taking place 30 April - 17 May 2007. The Homeland Security Council has designated ARDENT SENTRY-NORTHERN EDGE (and associated exercises VIGILANT GUARD, ALASKA SHIELD, INDIANA SENTRY, BLUE FLAG, POSITIVE RESPONSE, and the 2007 National Hurricane Preparedness Exercise) as a National Level Exercise for 2007. This exercise includes Canada Command as a full partner, and is the largest (number of personnel, length of exercise, number of venues, and cost) and most complex exercise undertaken in the exercise series."

"The Commander, US Northern Command (CDRUSNORTHCOM) provides Title 10 resources, and coordinates with the National Guard (NG) Title 32 forces, to the National Interagency Fire Center (NIFC) in support of Wildland Firefighting (WFF) operations in the continental United States (CONUS), the U.S. Virgin Islands, Puerto Rico, and Alaska (AK). […] NIFC coordinates the federal response to wildland fires and support to other disasters and is the nation's logistical and support center. NIFC is a consortium of federal agencies consisting of the US Department of Agriculture's (USDA) US Forest Service (USFS), Department of the Interior members including the Bureau of Land Management (BLM), Bureau of Indian Affairs (BIA), National Park Service (NPS), National Weather Service (NWS), and Fish & Wildlife Service (FWS), it also includes the U.S. Fire Administration (USFA), and National Association of State Foresters (NASF). NIFC relies on civilian land and aerial firefighting capability as a primary means of support and requests DOD assistance when additional support is needed. NG, Reserve, and Active Duty forces have historically provided firefighting support when requested."
