"Good afternoon, good morning and welcome to the DHS Headquarters and FEMA Private Sector Partners Flood Awareness Conference Call. The time is now 1:08 and will begin the teleconference. Thanks for your patience as we wanted to ensure the majority of folks would join before we started. The agenda for today - today's call is as follows: we'll start with opening comments from Mr. Douglas Smith, Assistant Secretary from the DHS Private Sector Office, we'll then receive a critical infrastructure update from Mr. Chris Keene, Deputy Ops Manager of the DHS National Infrastructure Coordinating Center, from there we'll turn it over to Mr. Dan Stoneking, Director of the FEMA Private Sector Division for introductory comments, and he'll turn it over to Mr. David Javier from the FEMA Mitigation Directorate for the FEMA Flood Awareness briefing and then we'll move to Q & A Discussion. The call is scheduled for 45 minutes so we ask that all comments and questions be concise in the interest of maximizing our allotted time and the operator will limit each person to one question. Crawlspace Construction for Buildings Located in Special Flood Hazard Areas: National Flood Insurance Program Interim Guidance
"Crawlspace foundations are commonly used to elevate the lowest floors of residential buildings located in Special Flood Hazard Areas (SFHAs) above the Base Flood Elevation (BFE). This Technical Bulletin provides guidance on crawlspace construction and supports a recent policy decision to allow construction of crawlspaces with interior grades up to 2 feet below the lowest adjacent exterior grade (LAG), referred to as below-grade crawlspaces, provided that other requirements are met. Prior to that decision, below-grade crawlspaces were considered basements under the National Flood Insurance Program (NFIP) Floodplain Management Regulation definitions at 44 CFR 59.1 and were not permitted below the BFE. […].This Technical Bulletin presents NFIP minimum requirements for crawlspace construction in the SFHA, including (1) requirements for all crawlspace construction and (2) requirements for belowgrade crawlspace construction that may extend 1 or 2 feet below grade in the SFHA. This Technical Bulletin also provides a best practices approach for preferred and below-grade crawlspace construction, illustrated in Figures 1 and 2, including design limitations, water accumulation and drainage considerations, and use of flood-resistant materials. While communities may now allow below-grade crawlspace construction in the SFHA, this type of construction is not the recommended construction method, because of the increased likelihood of problems with water accumulation, moisture damage, and drainage. The use of crawlspace construction with the interior grade at or above the LAG minimizes the occurrence of these problems. This interim guidance on residential crawlspace construction is based on conclusions from the recently completed review and analyses."

Flood Damage-Resistant Materials Requirements for Buildings Located in Special Flood Hazard Areas in accordance with the National Flood Insurance Program
"Protecting buildings that are constructed in special flood hazard areas (SFHAs) from dam¬age caused by flood forces is an important objective of the National Flood Insurance Program (NFIP). In support of this objective, the NFIP regulations include minimum building de¬sign criteria that apply to new construction, repair of substantially damaged buildings, and substantial improvement of existing buildings in SFHAs. The base flood is used to delineate SFHAs on Flood Insurance Rate Maps (FIRMs) prepared by the NFIP. The base flood is the flood that has a 1-percent chance of being equaled or exceed¬ed in any given year (commonly called the '100-year' flood). Certain terms used in this Technical Bulletin are defined in the Glossary. The NFIP regulations require the use of construction mate¬rials that are resistant to flood damage. The lowest floor of a residential building must be elevated to or above the base flood elevation (BFE), while the lowest floor of a non-resi¬dential building must be elevated to or above the BFE or dry floodproofed to the BFE. All construction below the BFE is susceptible to flooding and must consist of flood damage-resistant building materials. The purpose of this Technical Bulletin is to provide current guid¬ance on what constitute 'materials resistant to flood damage' and how and when these materials must be used to improve a building's ability to withstand flooding."

"This User's Guide is intended to assist those using the Technical Bulletins issued by the Fed¬eral Emergency Management Agency (FEMA), Mitigation Directorate. This guide includes a Key Word/Subject Index that identifies topics addressed in the Technical Bulletins regarding the National Flood Insurance Program (NFIP). Reference sources and information about or¬dering additional NFIP publications are also provided. […] The Technical Bulletins provide guidance concerning the building performance standards of the NFIP, which are contained in Title 44 of the U.S. Code of Federal Regulations at Section 60.3. The bulletins are intended for use primarily by State and local officials responsible for in¬terpreting and enforcing NFIP regulations and by members of the development community, such as design professionals and builders. New bulletins, as well as updates of existing bul¬letins, are issued periodically as needed. The bulletins do not create regulations, rather they provide specific guidance for complying with the minimum requirements of existing NFIP regulations."

NEHRP Recommended Seismic Provisions for New Buildings and Other Structures (FEMA P-750)
"One of the goals of the Federal Emergency Management Agency (FEMA) and the National Earthquake Hazards Reduction Program (NEHRP) is to encourage design and building practices that address the earthquake hazard and minimize the resulting risk of damage and injury. Publication of the 2009 edition of the NEHRP Recommended Seismic Provisions for New Buildings and Other Structures (FEMA P-750) reaffirms FEMA's ongoing support of efforts to achieve this goal. First published in 1985, the 2009 edition of the Provisions marks the seventh in a series of updates to the document and several complementary publications. FEMA is proud to have sponsored this project conducted by the Building Seismic Safety Council (BSSC) of National Institute of Building Sciences (NIBS) and continues to encourage the widespread dissemination and voluntary use of this state-of-art consensus resource document. In contrast to the earlier editions of the Provisions which resulted from three-year update projects, the 2009 edition is the first resulting from a five-year update effort that allowed the BSSC's Provisions Update Committee (PUC) to make some major changes in both the substance and the format of the Provisions document. The most significant change involves the adoption by reference of the national consensus design loads standard, ASCE/SEI 7-05, Minimum Design Loads for Buildings and Other Structures, including the related consensus standards referenced therein and Supplements 1 and 2. Part 1 of this document includes consensus-approved modifications of the seismic requirements in the standard."

Help After a Disaster: Applicant's Guide to the Individuals & Households Program
"PURPOSE: When disasters take place, the Individuals and Households Program (IHP) provides money and services to people in the disaster area when losses are not covered by insurance and property has been damaged or destroyed. This program guide provides information that will help you understand IHP and explains how to apply. You must meet specific eligibility conditions to qualify for help. IHP is designed to help you with critical expenses that cannot be covered in other ways. LIMITATIONS: IHP will not cover all of your losses from damage to your property (home, personal property, household goods) that resulted from the disaster. IHP is not intended to restore your damaged property to its condition before the disaster. In some cases, IHP may only provide enough money, up to the program limits, for you to return an item to service. IHP does not cover business‐related losses that resulted from the disaster. By law, IHP cannot provide money to you for losses that are covered by your insurance."
