Except where specifically stated otherwise, assistance is subject to PA [public assistance] Program requirements as defined in Version 4 of the 'Public Assistance Program and Policy Guide' (PAPPG) and the 'Fire Management Assistance Grant Program Guide.'"

Hazard Mitigation Assistance Division 2019 Year in Review
From the Document: "The FEMA Hazard Mitigation Assistance (HMA) Division includes more than 200 dedicated staff across the country who work closely with federal partners and support states, local communities, tribes, and territories (SLTTs) to reduce nationwide vulnerability to disasters and natural hazards. [...] The HMA Division oversees the delivery of four grant programs to provide SLTTs with mitigation funding: the Hazard Mitigation Grant Program (HMGP), Hazard Mitigation Post Fire Grant Program (HMGP Post Fire), Flood Mitigation Assistance Grant Program (FMA), and Pre-Disaster Mitigation Grant Program (PDM). Examples of hazard mitigation projects funded by FEMA HMA grant programs include acquiring repeatedly flooded properties, elevating structures, and building safe rooms. In 2019, HMA approved 1,229 grants in our combined programs, totaling over $850 million in funding from FEMA. In addition, HMA is working to enhance coordination with FEMA's Public Assistance (PA) Division, which supports communities' recovery from major disasters by providing mitigation funding opportunities to restore and strengthen public infrastructure."

Crisis Counseling Assistance and Training Program: Award Alternatives for a Federally Recognized Indian Tribal Government
From the Document: "FEMA funds the Crisis Counseling Assistance and Training Program (CCP) to support disaster-related mental health assistance and training activities in areas that have received a Presidential major disaster declaration for Individual Assistance with CCP. Funding is provided through a federal award (e.g. grant or cooperative agreement) after the submission of an approvable application. When requested by state, tribal, or territorial governments under the approved declaration, the federal award may be used to provide crisis counseling services or contract with local mental health service entities familiar with the affected community. The CCP does not have a cost share. The U.S. Department of Health and Human Services' Center for Mental Health Services, within the Substance Abuse and Mental Health Services Administration (SAMHSA), works in partnership with FEMA to provide technical assistance, consultation, grant administration, program oversight and training for state, tribal, and territorial designated mental health authorities."

Clarification of Applicability of OMB Memorandum M-20-20 to FEMA's Non-Disaster Grants
From the Document: "On April 29, 2020, the Federal Emergency Management Agency (FEMA) issued a memorandum explaining FEMA's implementation of the Office of Management and Budget's (OMB's) Memorandum M-20-20, 'Repurposing Existing Federal Financial Assistance Programs and Awards to Support the Emergency Response to the Novel Coronavirus (COVID-19).' M-20-20 provided a class exception under the authority of 2 C.F.R. § 200.102(a), 'Exceptions,' that allows federal awarding agencies to repurpose federal grant awards in whole or in part to support the COVID-19 response, as consistent with applicable laws, by donating medical equipment, other resources, or funds to support COVID-19 response. Any donations or repurposing of funds must comply with all legal requirements associated with such funding, including but not limited to compliance with the purpose of the appropriation used for the award and any restrictions in programmatic statutes, appropriations, and fiscal laws. In its April 29, 2020, memorandum, FEMA advises that the ability to donate or repurpose funds is limited for its grants and assistance programs; this memorandum serves as an update."

Disaster Relief Fund: Monthly Report as of May 31, 2020 (Fiscal Year 2020 Report to Congress)
From the Background: "P.L. 116-93 requires that the FEMA Administrator provide a report by the fifth business day of each month on the Disaster Relief Fund (DRF) that includes a funding summary, a table delineating DRF funding activities each month by state and event, a summary of the funding for the catastrophic events, and the fund exhaustion date, or end-of-fiscal-year balance.
