This Federal Emergency Management Agency (FEMA) webpages provides information on the Strategic Foresight Initiative (SFI). "The world is changing in ways that can have major effects on the emergency management community. Thinking more broadly and over a longer timeframe will help us understand these changes and their potential impacts. FEMA launched the Strategic Foresight initiative (SFI) to promote broader and longer term thinking on those changes and their effects. FEMA is only one member of the broad emergency management community. Therefore, the SFI engages all levels of government, non-profits, businesses and individuals. The diverse group improves our understanding of various issues. The SFI also serves as a tool to develop strategies and plans. By understanding the potential future environment, organizations will better understand and anticipate risk and take advantage of opportunities. For example, the SFI may identify new requirements and emerging capabilities. This could support decisions about investments, planning efforts, and exercises. The SFI can also help establish a research agenda for the field of emergency management."

Letter from William E. King to Roland Lickus Regarding the January 2007 Beaver Valley Power Station Radiological Emergency Response Plan (RERP) for Columbiana County, Ohio, August 7, 2007
This letter, dated August 7, 2007, from William E. King of the DHS/FEMA Regional Assistance Committee was sent to the U.S. Nuclear Regulatory Commission Chief, Roland Lickus, in regards to the January 2007 Beaver Valley Power Station Radiological Emergency Response Plan (RERP) for Columbiana County, Ohio. From the Letter: "We request that you review the material for conformity to Title 44, Code of Federal Regulations, Part 350, and the requirements in NUREG-0654 [Nuclear Regulatory Report-0654]. Please provide written comments regarding your review to DHS/FEMA, Region V, by September 10, 2007. Please retain the prior approved plan sections until all Regional Assistance Committee members have provided us with their review comments. At that time we will notify you of our findings concerning final approval, and provide updating instructions."

From the Document: "These topical reports are designed to explore facets of the U.S. fire problem as depicted through data collected in the U.S. Fire Administration's (USFA's) National Fire Incident Reporting System (NFIRS). Each topical report briefly addresses the nature of the specific fire or fire-related topic, highlights important findings from the data, and may suggest other resources to consider for further information. Also included are recent examples of fire incidents that demonstrate some of the issues addressed in the report or that put the report topic in context. [...] As part of a series of topical reports that address fires in types of residential buildings, this report addresses the characteristics of all residential building fires as reported to NFIRS. The focus is on fires reported from 2017 to 2019, the most recent data available at the time of the analysis. NFIRS data is used for the analyses throughout this report."

A Deficiency is defined by DHS/FEMA as an observed or identified inadequacy of organizational performance in an exercise that could cause a finding that offsite emergency preparedness is not adequate to provide reasonable assurance that appropriate protective measures can be taken in the event of a radiological emergency to protect the health and safety of the public living in the vicinity of a nuclear power plant."

After Action Report/ Improvement Plan: Comanche Peak Nuclear Power Plant [December 03, 2009]
From the Executive Summary: "On December 3, 2009, an out-of-sequence medical drill was conducted for the Comanche Peak Nuclear Power Plant (CPNPP), located near Glen Rose, Texas. Personnel from the U.S. Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) Region VI Office evaluated all activities. The purpose of the drill was to assess the level of preparedness of responders to react to a simulated medical emergency with a radiologically contaminated patient. [...] This report contains the final evaluation of this out-of-sequence drill."
