Preparedness Grant Effectiveness Case Study: Washington
From the Overview: "In July 2020, the Federal Emergency Management Agency (FEMA) conducted a preparedness grant effectiveness case study of the State of Washington (the state). The purpose of the study was to understand the role that federal preparedness grants played in the state's coronavirus disease (COVID-19) pandemic response. FEMA examined how the state used grant funds to support core capabilities related to pandemics and broader emergency management capabilities and the impact those investments had on its COVID-19 pandemic response. This case study found that Homeland Security Grant Program (HSGP) and Emergency Management Performance Grant (EMPG) funds significantly contributed to the state's capability to train and staff positions critical to the COVID-19 pandemic response and also helped provide health care and emergency management staff with resources to safely deliver key services to the public during the COVID-19 pandemic."

Version 2.0 of the "Community Vaccination Centers Playbook" incorporates comments submitted from the previous version. From the Purpose and Summary: "This playbook establishes guidance for providing federal support to Community Vaccination Centers (CVCs), to include interagency coordination, resource support, facility setup, and other requirements. CVCs are essential to support States, Tribes and Territories (STT) vaccine administration efforts. This guidance is not meant to be proscriptive, and jurisdictions may need to adapt this guidance based on their particular requirements for federal support. [...] To date, the ongoing COVID-19 [coronavirus disease 2019] pandemic has claimed the lives of more than 430,000 Americans. While mitigation measures such as social distancing and the wearing of masks are effective tools in preventing the spread of COVID-19, an additional way to protect people and reduce the spread of this disease is with the widespread administration of COVID-19 vaccines. As part of a national effort to speed the pace of COVID-19 vaccination campaigns, the President has directed the federal government to establish new federally supported CVCs. As stated in the National Strategy for COVID-19 Response and Pandemic Preparedness, FEMA is charged with supporting the set-up and operations of such CVCs."

Texas Innovative Practice - Arkema

Texas Innovative Practice - County Radio Systems
From the Summary: "The City of Houston, Harris County and Montgomery County built a fully interoperable emergency management communication network. Montgomery County's network was built independently of the Houston/Harris County network, and all three governments coordinated to ensure that networks were interoperable and continue to rely on one another for increased operational effectiveness. Previous networks required responders to carry multiple radios to communicate across jurisdictional lines; otherwise, responders were unable to communicate outside of their jurisdiction. From the Overview: "In August 2020, the Federal Emergency Management Agency (FEMA) conducted a preparedness grants effectiveness virtual case study with the State of Idaho. The purpose of this case study was to understand the role of FEMA preparedness grants in Idaho's coronavirus (COVID-19) [coronavirus disease 2019] pandemic response. This case study relies on data gathered through two group interviews with emergency management professionals from the Idaho Office of Emergency Management (IOEM). This case study also draws from information Idaho provided through the Biannual Strategic Implementation Report (BSIR) and Threat and Hazard Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Review (SPR). FEMA examined how Idaho used preparedness grants to invest in capabilities that supported its COVID-19 pandemic response. In coordination with IOEM, FEMA focused on investments supporting geographic information systems (GIS) solutions and the state's Public Private Partnerships Program. FEMA then examined how these investments impacted Idaho's COVID-19 pandemic response efforts. This case study found that Homeland Security Preparedness Grants (HSGP) and Emergency Management Performance Grant (EMPG) funds that supported investments in GIS and promoted the Public Private Partnerships Program played a significant role in Idaho's COVID-19 pandemic response. Case study participants emphasized that without preparedness grant funds, Idaho would have been unable to maintain situational awareness and collect timely data to inform its COVID-19 pandemic response strategy, establish strong relationships with private sector entities, and develop a strategy to address personal protective equipment (PPE) supply chain issues."

Florida Case Study - WebEOC
From the Summary: "The Florida Department of Emergency Management (FDEM) used preparedness grant funds (EMPG) to expand its WebEOC crisis management system, a shared statewide communication software platform that can implement standard emergency management processes to maintain a common operating picture during large-scale events. Counties and local jurisdictions in Florida used various funding methods to fund WebEOC (SHSP [State Homeland Security Program], UASI [Urban Area Security Initiative], EMPG [Emergency Management Performance Grant], EMPA [Florida Emergency Management and Preparedness Assistance] and state and local funds). FDEM tested WebEOC integration during the 2018 hurricane exercise (HURREX), which was based on a Hurricane Irma-type scenario. Exercise participants used WebEOC to create and update missions, train new employees, and test the execution of emergency operations procedures consistent with the hurricane scenario."

Florida Case Study - All-Hazard Incident Management Teams
