The students will participate in a walkthrough activity followed by one or more small group, scenario-driven activities for each area covered. 'AUDIENCE, SCOPE AND COURSE PURPOSE'[:] The DMICO course is appropriate for newly appointed COs, firefighters who may have acting CO responsibilities, and firefighters who want to become COs. Students should possess the ability to read and comprehend standard construction plot plans, have pre-existing knowledge of building construction types and National Fire Protection Association (NFPA) codes. 'GRADING METHODOLOGY'[:] Grading methodology is assessed through a Final Examination with a passing score of 80 percent."

By bringing together representatives from diverse organizations, EOCs facilitate the flow of resources and information across organizational lines. EOCs vary widely--some support multiple disciplines in a single jurisdiction, and some support a single discipline across multiple jurisdictions. All operate under varying authorities, with diverse resources and missions. EOC Skillsets provide a flexible approach to EOC qualifications, letting you, as an EOC leader, build position qualifications according to your organization's needs and resources. [...] This 'EOC Skillsets User Guide' is for use by EOC leaders at any level of government and within the private sector and nongovernmental organizations (NGO). Assessing Seismic Performance of Buildings with Configuration Irregularities: Calibrating Current Standards and Practices
From the Document: "This report summarizes work conducted under the ATC [Applied Technology Council]-123 Project to quantitatively evaluate current building code triggers, the influence of structural irregularities on seismic building performance (in terms of collapse probability), and the effectiveness of relevant code provisions. The objective of the studies conducted under this project was to inform and improve U.S. codes and standards so that structures with configuration irregularities have a level of safety against collapse in an earthquake that is comparable to that for regular structures. The project focuses primarily on design requirements for new buildings, with limited consideration of the treatment of irregularities for existing buildings."

K-12 School Shooting Database: Research Methodology
"To answer the question 'How many school shootings have occurred' and address the void of centralized and available data, the K-12 School Shooting Database (K-12 SSDB) has been created as a research product of the Center for Homeland Defense and Security. The product is a filtered, deconflicted, and cross-referenced database of more than 1,300 K-12 school shootings from 1970 to the time of publication (updates will be made as new incidents occur) collated from the previously referenced sources as well as new and continued research by the authors. The K-12 SSDB includes detailed information about each incident, a reliability score that quantifies the dependability of the information, and the verified primary source citation(s) (e.g., newspaper article, court records, interviews, police reports) to allow for further academic research."

Fire Risk in 2016
"The risk of death or injury from fire is not the same for everyone. In 2016, 3,515 deaths and 14,650 injuries in the U.S. were caused by fires. These casualties were not equally distributed across the U.S. population, and the resulting risk of death or injury from fire is not uniform -- it is more severe for some groups than for others. Much can be learned from understanding why different segments of society are at a heightened risk from the fire problem. This topical fire report explores fire risk as it applies to fire casualties in the U.S. population and is an update to 'Fire Risk in 2015,' Volume 18, Issue 6. Risk is a factor, element or course of action involving uncertainty. It is an exposure to some peril, and it often implies a probability of occurrence, such as investment risk or insurance risk. In terms of the fire problem, risk is the potential for injury to or death of a person, or damage to or loss of property, as a result of fire. This topical report focuses on how fire risk, specifically the risks of death and injury, varies with age and how other demographic and socioeconomic factors weigh upon that risk."

Firefighter Fatalities in the United States in 2017
"For 41 years, the U.S. Fire Administration (USFA) has tracked the number of firefighter fatalities and conducted an annual analysis. Through the collection of information on the causes of firefighter deaths, the USFA is able to focus on specific problems and direct efforts toward finding solutions to reduce the number of firefighter fatalities in the future. This information is also used to measure the effectiveness of current programs directed toward firefighter health and safety. [...] The specific objective of this study is to identify all on-duty firefighter fatalities that occurred in the U.S. and its territories in 2017 and to analyze the circumstances surrounding each occurrence. The study is intended to help identify approaches that could reduce the number of firefighter deaths in future years."

1 October After-Action Report [Las Vegas Shooting]
"On October 1, 2017, over 22,000 people attended the Route 91 Harvest Festival in Las Vegas, Nevada. On the third and final night of the festival, a lone gunman opened fire into the crowd from the 32nd floor of the Mandalay Bay Resort and Casino. The gunfire continued for over ten minutes, resulting in the deaths of 58 people and injuring more than 850, including first responders. Two local police officers responding to the incident were among those wounded by gunfire. As the shooter engaged in this horrific act of mass violence, first responders made quick decisions, acting with bravery and professionalism to secure the scene and save lives. The cooperation between local fire departments, law enforcement agencies, and local private ambulance companies at the scene was exceptional. Off-duty public safety personnel also assisted in the response, providing valuable surge support for local responders. The Las Vegas community as a whole came together in response to this unprecedented situation to assist the survivors and responders of the shooting. In the wake of this incident, it is important to evaluate the strengths and areas for improvement observed during the response--both to enhance the internal response capabilities of the Clark County Fire Department (CCFD) and the Las Vegas Metropolitan Police Department (LVMPD), as well as to share the knowledge gained from this incident with public safety agencies from across the country to assist in their preparedness efforts."

Disaster Relief Fund: Monthly Report as of July 31, 2018
"P.L. [Public Law] 115-72 requires that the Federal Emergency Management Agency (FEMA) Administrator submit to the Appropriations Committees a report for Hurricanes Harvey, Irma, and Maria, not later than 5 days after the first day of the month beginning in the month after enactment, and to publish on the Web site the estimate or, if available, actual amount, of categories of spending for public assistance, individual assistance, operations, mitigation, administrative, and any other relevant category (including emergency measures and disaster resources) not later than 10 days after the first day of each such month. [...] Consequently, the following report elements are included: [1] Appendix A is an appropriations summary that includes a synopsis of the amount of appropriations made available by source, the transfers executed, the previously allocated funds recovered, and the commitments, allocations, and obligations; [2] Appendix B presents details on the DRF funding activities delineated by month; [3] Appendix C presents Hurricanes Sandy, Harvey, Irma, and Maria obligations and estimates by spending categories; [4] Appendix D presents funding summaries for the current active catastrophic events including the allocations, obligations, and expenditures; [5] Appendix E presents the fund exhaustion date, or end-of-fiscal-year balance; [6] Appendix F presents a bridge table that provides explanation for the monthly and baseline change for all activities to include details for catastrophic events."

From the Executive Summary: "On July 10, 2018 a Medical Services (MS-1) Drill was conducted for the 10-mile Plume Exposure Pathway, Emergency Planning Zone (EPZ) around the Three Mile Island (TMI) Nuclear Generating Station by the Department of Homeland Security (DBS), Federal Emergency Management Agency (FEMA) Region III. The most recent prior MS-1 Drill for this site was conducted on June 23, 2016. The purpose of the (TMI) MS-1 Drill was to assess the State and local off site response organizations preparedness in responding to a radiological medical emergency. The Drill was held in accordance with FEMA's policies and guidance concerning the evaluation of State and local Radiological Emergency Response Plans (RERP) and procedures. [...] This report contains the final evaluation of the MS-1 Drill."

Final After Action Report: Vogtle Electric Generating Plant [May 15, 2018]
From the Executive Summary: "On May 15, 2018, the United States Department of Homeland Security, Federal Emergency Management Agency Region IV Radiological Emergency Preparedness Program staff evaluated a plume-exposure-pathway exercise in the 10-mile emergency planning zone for the Vogtle Electric Generating Plant. The Vogtle Electric Generating Plant is operated by the Southern Nuclear Operating Company, Southern Company's nuclear energy operating company. The plant is located in east central Georgia on the Savannah River, approximately twelve miles east of Waynesboro, Georgia. The 10-mile emergency planning zone encompasses portions of Burke County, Georgia; and portions of Aiken, Allendale, and Barnwell counties in South Carolina. A portion of the Department of Energy's Savannah River Site is also in the 10-mile emergency planning zone. Officials and representatives from participating agencies and organizations demonstrated knowledge of their emergency response plans and procedures and successfully implemented them during the exercise. The evaluation of out of sequence reception center and congregate care activities conducted in Aiken County on April 25 are included in this report. All jurisdictions met their exercise objectives and successfully demonstrated the corresponding core capabilities identified in Section 2.2 of this report. The Federal Emergency Management Agency evaluation team did not identify any level 1 or level 2 findings during this exercise."

Topical Fire Report Series, August 2018, Volume 19, Issue 5--Fire Department Overall Run Profile as Reported to the National Fire Incident Reporting System (2016)
"The findings from this issue of the Topical Fire Report Series include: [1] In 2016, fire departments responded to 25,693,300 incident calls that were reported to the National Fire Incident Reporting System (NFIRS); [2] Almost two-thirds (64 percent) of the reported calls to fire departments required Emergency Medical Services (EMS) and rescue services; [3] Only 5 percent of all reported fire department runs were fire related; [4] In 2016, fire departments responded to more severe weather calls reported on Saturdays than any other day of the week; [5] About half (52 percent) of the reported calls were to residential properties; [6] Only 3 percent of these were fire related; [7] Approximately 9 percent of reported runs involved mutual or automatic aid."

From the Introduction: "The National Flood Insurance Program (NFIP) is administered by the Federal Emergency Management Agency (FEMA). FEMA identifies and maps areas that are subject to flooding under certain conditions, establishes minimum criteria for development in identified floodprone areas, and underwrites flood insurance coverage. The purpose of the NFIP is to reduce future flood damage and to break the cycle of repetitive flood damage by encouraging communities to adopt and enforce floodplain management regulations and by providing affordable insurance to property owners, renters, and businesses. The NFIP regulations are found in Title 44 of the Code of Federal Regulations (CFR) § 59.1, Definitions, and 44 CFR § 60.3, Flood plain management criteria for floodprone areas. The purpose of this booklet is to answer questions about the minimum NFIP regulations. It also summarizes FEMA's guidance and policies on substantial improvement and substantial damage (SI/SD) and what it means to bring structures into compliance with the minimum requirements for new construction."

2017 Hurricane Season FEMA After-Action Report
"The 2017 Atlantic Hurricane Season was one of the most active seasons in U.S. history, causing widespread damage to, or destruction of, critical infrastructure, livelihoods, and property. The hurricane season was accompanied by devastating wildfires in California that burned for months. Between April and November there were 17 named storms, of which 10 became hurricanes [...]. This After-Action Report focuses on three of these storms that made landfall as major hurricanes in the United States in quick succession. Specifically, this report focuses on the response and initial recovery from August 25 to November 30, 2017."
