From the Executive Summary: "This Guide presents information project managers and decision-makers need to know to use a performance-based approach for seismic design and assessment. A building project that uses performance-based seismic design and assessment methods is essentially the same as a typical project, but with a few key differences. This Guide provides an overview of decisions, steps, and implications associated with using a performance-based approach. It covers: [1] When and why to use a performance-based approach; [2] How a performance-based approach varies from a conventional approach; [3] The types of projects a performance-based approach can be used for, and varying ways it can be used; [4] How to assemble a knowledgeable and effective team; [5] How to determine earthquake performance goals for a particular project; and [6] Cost implications of using a performance-based approach[.] This Guide focuses solely on performance-based methods for managing the earthquake risk of buildings, but similar approaches can be used for other threats, such as severe storms, flooding, or fire."

Seismic Performance Assessment of Buildings: Volume 1 - Methodology, Second Edition
From the Introduction: "This report describes a general methodology and recommended procedures to assess the probable seismic performance of individual buildings based on their unique site, structural, nonstructural, and occupancy characteristics. Performance is measured in terms of the probability of incurring casualties, repair and replacement costs, repair time, selected environmental impacts, and unsafe placarding. The methodology and procedures are applicable to new or existing buildings, and can be used to: (1) assess the probable performance of a building; (2) design new buildings to be capable of providing desired performance; or (3) design seismic upgrades for existing buildings to improve their performance. The general methodology and recommended procedures can be applied to seismic performance assessments of any building type, regardless of age, construction, or occupancy. Implementation of the methodology requires basic data on the vulnerability of structural and nonstructural components to damage (fragility), as well as estimates of potential casualties, repair costs, repair times, and environmental impacts (consequences) associated with this damage."

From the Introduction: "This 'Second Edition Implementation Guide' provides guidance on implementation and use of the methodology set forth in FEMA P-58-1, 'Seismic Performance Assessment of Buildings, Volume 1 - Methodology, Second Edition', (FEMA, 2018a) to assess the seismic performance of individual buildings based on their unique site, structural, nonstructural, and occupancy characteristics, expressed in terms of the probability of incurring casualties, repair and replacement costs, repair time, environmental impacts, and unsafe placarding. This 'Implementation Guide' contains examples illustrating the performance assessment process, including selected calculation and data generation procedures, as well user manuals for selected electronic tools provided in FEMA P-58-3, 'Seismic Performance Assessment of Buildings, Volume 3 - Supporting Electronic Materials and Background Documentation', (FEMA, 2018b)."

Cooking Fires in Residential Buildings (2014-2016)
From the Document: "Each year, from 2014 to 2016, fire departments responded to an estimated average of 188,800 cooking fires in residential buildings across the nation. These fires resulted in an annual average of 195 deaths, 3,800 injuries and $463 million in property loss. [...] From 2014 to 2016, cooking was, by far, the leading cause of all residential building fires and accounted for 50 percent of all residential building fires responded to by fire departments across the nation. Additionally, cooking was the leading cause of all residential building fire injuries."

Seismic Evaluation of Older Concrete Buildings for Collapse Potential
From the Foreword: "Although retrofitting criteria for seismically deficient non-ductile concrete buildings has been developed, the problem remains one of efficient identification of the most hazardous buildings. Not all pre-1970s concrete buildings are equally hazardous; generally, only those with columns that iv Foreword FEMA P-2018 would fail in shear and/or compression. It is often difficult to visually determine which of these buildings are collapse hazards and which are not. [...] This report, 'Seismic Evaluation of Older Concrete Buildings for Collapse Potential' (FEMA P-2018), provides a simplified methodology for evaluating collapse resistance using simplified estimates of drift demand. The calculations have been intentionally simplified; however, the underlying criteria are based on probabilistic concepts and structural reliability theory. Development of the procedures included testing of the methodology by practicing engineers in several rounds of trial evaluations, and vetting of the methodology in a series of annual workshops. All of this was used to adjust and improve the methodology throughout the development process."

Hurricane Irma in Florida: Building Performance Observations, Recommendations, and Technical Guidance, Mitigation Assessment Team Report
From the Executive Summary: "Hurricane Irma resulted in one of the largest evacuations (approximately 6.5 million people) and most extensively used sheltering operations for the State of Florida (Florida House of Representatives, 2018). Presidential disaster declarations were issued for Florida, Georgia, Puerto Rico, and the U.S. Virgin Islands following the storm (FEMA, 2018c). Hurricane Irma caused damage to buildings across the entire affected area, as well as widespread power outages and interruptions in utility service."

From the Introduction: "This report is the fifth in a series of volumes comprising the FEMA P-58, 'Seismic Performance Assessment of Buildings, Methodology and Implementation' (FEMA, 2012; 2018). This volume describes the work performed to quantify the seismic performance capability of typical buildings designed to current building code requirements, the resulting performance of code-conforming buildings in terms of FEMA P-58 probabilistic performance metrics, and a framework for future recommended performance objectives based on findings from this work."

Residential Building Electrical Fires (2014-2016)
"This topical report addresses the characteristics of electrical fires in residential buildings as reported to the National Fire Incident Reporting System (NFIRS) from 2014 to 2016, the most recent data available at the time of the analysis. The NFIRS data are used for the analyses presented throughout the report. For the purpose of the report, the terms 'residential fires,' 'electrical fires,' and 'nonelectrical fires' are synonymous with 'residential building fires,' 'residential building electrical fires' and 'residential building nonelectrical fires' respectively. 'Electrical fires' is used throughout the body of this report; the findings, tables, charts, headings and endnotes reflect the full category, 'residential building electrical fires.'"

After Action Report / Improvement Plan: Arkansas Nuclear One (September 27, 2018)
From the Executive Summary: "On September 27, 2018, Out of sequence Medical Services and Reception Center drills were conducted for St Mary's Medical Center, Pope County Emergency Medical Services (EMS)- St Mary's Station in Russellville and the Paris Reception Center in Paris, Arkansas. Personnel from the U.S. Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) Region VI, evaluated all activities. The drills were conducted to assess the level of preparedness of local responders to react to a simulated radiological emergency at Arkansas Nuclear One (ANO). [...] This report contains the final written evaluation of the out of sequence drills. The participants demonstrated knowledge of their emergency response plans and procedures and they adequately implemented them. There were no Level 1 Findings, and two Level 2 Findings identified which were corrected during the drill. There were no Plan Issues identified."

Winter Residential Building Fires (2014-2016)
"Each year, from 2014 to 2016, fire departments responded to an estimated 108,200 fires in residential buildings during the months of January, February and March across the nation. These fires resulted in an estimated annual average of 980 deaths, 3,575 injuries, and $1.9 billion in property loss. The residential building portion of the fire problem is of great national importance as it accounts for the vast majority of civilian casualties, and winter residential building fires account for a considerable portion of that."

Grant Effectiveness Case Study: Texas
From the Overview: "In 2018, the Federal Emergency Management Agency (FEMA) conducted a grant effectiveness case study in Texas to understand Texas' use of grant funds to increase its ability to respond to, recover from, and mitigate disaster impacts. Specifically, FEMA examined how Texas made investments using Federal, state, and local funds to address lessons learned from previous disasters by closing capability gaps and whether these investments resulted in improved preparedness ahead of Hurricane Harvey in 2017. FEMA also examined the processes that Texas and local jurisdictions use to prioritize and allocate FEMA grant investments. Additionally, FEMA solicited grant program feedback from Texas and local jurisdictions to make future improvements. Overall, the case study found that FEMA grant-funded investments positively impacted the response to Hurricane Harvey."

The most recent prior MS-1 Drill for this site was conducted on October 12, 2016. The purpose of the (TMI) MS-1 Drill was to assess the State and local offsite response organizations preparedness in responding to a radiological medical emergency. The Drill was held in accordance with FEMA's policies and guidance concerning the evaluation of State and local Radiological Emergency Response Plans (RERP) and procedures. [...] This report contains the final evaluation of the MS-1 Drill."

[...] The purpose of the exercise assessment is to assess local ORO level of preparedness in response to a radiological incident occurring at DCPP [Diablo Canyon Power Plant]. The exercise assessment is part of the Radiological Emergency Preparedness Program (REPP) to ensure that adequate capabilities exist to prevent, protect against, mitigate the effects of, respond to and recover from radiological incidents involving commercial nuclear power plants (NPP)."

In addition, out-of-sequence drills were conducted on May 23rd, June 18th, July 11th, August 7th, and August 15th, of 2018. The purpose of the exercise and drills was to assess the level of State and local preparedness in responding to a radiological emergency. The exercise and drills were held in accordance with FEMA's policies and guidance concerning the exercise of State and local radiological emergency response plans and procedures. [...] The state and local organizations demonstrated knowledge of their emergency response plans and procedures and adequately implemented them."

The participants demonstrated knowledge of their emergency response plans and procedures and adequately implemented them. There were no findings identified during the evaluation. There were also no planning issues identified."
