Mitigation Assessment Team Report, Hurricane Harvey in Texas: Building Performance Observations, Recommendations, and Technical Guidance
From the Document: "In response to a request for technical support from the Federal Emergency Management Agency's (FEMA's) Joint Field Office in Austin, TX, FEMA deployed a Mitigation Assessment Team (MAT) to Texas in November and December of 2017 to evaluate building performance during Hurricane Harvey. The MAT was deployed to Harris County to assess flood performance issues, and to Aransas, Nueces, Refugio, and San Patricio Counties to assess wind performance issues. MAT members evaluated building systems to determine the effectiveness of various design and construction practices and ascertain the effect of code adoption and enforcement on reducing flood and wind damage. To improve resiliency in future events, the lessons learned from MAT deployments and reports can either be incorporated into best practices for future retrofits or new hazard-resistant building design."

Guidance for Flood Risk Analysis and Mapping: Determination of Wave Characteristics
From the Overview and Purpose: "Wind generated waves create a significant flood hazard as they dissipate their energy at or near the coastline. This type of flood hazard can result in direct impacts such as beach erosion, high-velocity currents, wave runup, wave setup and overtopping, all of which put buildings and infrastructure along developed shorelines at risk. This document provides guidance on determining the wave characteristics that are required for a coastal hazard analysis. In this case, the coastal hazard analysis is part of a FEMA Flood Insurance Study (FIS) performed to help communities understand their coastal flood risks. The FIS applies engineering judgement and analysis to calculate the coastal hazards and create a Flood Insurance Rate Map (FIRM). It is part of the document series 'Guidance for Flood Risk Analyses and Mapping,' which supports the Federal Emergency Management Agency's (FEMA's) Risk Mapping, Assessment, and Planning (Risk MAP) program. This guidance focuses on wave determination associated to a FIS but the same should be applicable to any other type of project that relates to FEMA mapping."

From the Overview: "To promote delivery of high quality products in compliance with FEMA's Flood Insurance Rate Map (FIRM) Database standards, in December 2009, FEMA integrated the FIRM Database Verification Tool (DVT) into the Mapping Information Platform (MIP) to check the quality of FIRM Database submittals. DVT provides embedded quality control checks that Mapping Partners should pass to promote standardization and consistency within the Draft, Preliminary and Final FIRM database deliverables. [...] This document provides information about the FIRM DVT checks and ways to resolve some common errors found during quality assurance reviews."

Guidance for Flood Risk Analysis and Mapping: Summary of Map Actions and Revalidation Letters
From the Introduction: "A National Flood Insurance Program Flood Insurance Rate Map (FIRM) panel may be revised by physically altering the mapped data or by other administrative means established by the Department of Homeland Security's Federal Emergency Management Agency (FEMA). When a revised FIRM panel becomes effective, all previous map actions for that panel are superseded and, therefore, all previously issued valid Letter of Map Change (LOMC) actions (i.e., Letters of Map Amendment [LOMA], Letters of Map Revision [LOMR] and Letter of Map Revision based on Fill [LOMR-F]) on a revised FIRM panel must be re-evaluated to identify the effect of the FIRM panel revisions on these LOMCs. [...] The mechanism for categorizing LOMCs against a revised FIRM during these milestone stages is done through the Summary of Map Actions (SOMAs) process, which includes the utilization of the SOMA workbench via FEMA's Mapping Information Platform (MIP). [...] The purpose of this guidance document is to provide an overview of the SOMA and Revalidation process, as well as production and distribution of the SOMA and Revalidation Letter."

Guidance for Flood Risk Analysis and Mapping: Physical Map Revision (PMR)
From the Overview: "The objective of the Physical Map Revision (PMR) is to update the regulatory flood hazard data and ensure that the most current and up-to-date flood hazard data, including all new studies and Letters of Map Revision (LOMRs), are incorporated into the National Flood Hazard Layer (NFHL). PMRs are processed by FEMA when a portion of a community's flood hazards need to be revised and updating the full countywide regulatory products is not necessary. As a result, the updated flood hazard data will be used to create revised Flood Insurance Rate Map (FIRM) panels and a PMR FIRM Database. Outlined in this guidance document is the process that Mapping Partners should follow when preparing and submitting PMRs. The roles and responsible parties for each phase are listed and the details of each responsibility are listed sequentially. A graphical representation of multiple LOMR scenarios and how to address each of them is provided in Section 3.0. A summary of the PMR scenarios is provided in Section 4.0."

From the Background: "FEMA's flood hazard mapping program has undergone dramatic positive change by implementing new digital mapping standards and scientific methodologies. In the course of continuously updating our mapping inventory through prioritization of need, we have a mapping stock covering a wide spectrum of standards and it can be difficult for the end user to easily understand the standards employed during development of a specific product by simply relying on the printed date of a map or report. As products age, the problem is further compounded when the specification for the customer's product has been revised several times, therefore making it difficult to understand the standards that govern a specific product. FEMA's production workflows are also affected during the quality review process. [...] To solve these issues, FEMA is implementing the Risk MAP [Mapping, Assessment, and Planning] Versioning System to be applied to FEMA's Guidelines and Standards for Flood Risk Analysis as well as most of the products, such as the digital Flood Insurance Rate Map (FIRM) paper map, Geographic Information System (GIS) databases, Flood Insurance Study (FIS) reports, and the like."

Guidance for Flood Risk Analysis and Mapping: Mapping Base Flood Elevations on Flood Insurance Rate Maps
From the Background: "Water-surface elevations of the 1-percent annual chance (base) flood are called Base Flood Elevations (BFEs). These BFEs may be designated on the Flood Insurance Rate Map (FIRM) using BFE lines or at Cross Section lines with the appropriate elevation labels. BFEs are placed on the FIRM to assist users in determining the elevation of the 1-percent-annual-chance flood elevation anywhere within the floodplain. For more detailed information on BFE determinations, users should reference the base flood profile in the Flood Insurance Study report, where applicable."

Guidance for Flood Risk Analysis and Mapping: Technical Support Data Notebook and Flood Elevation Determination Docket
From the Introduction: "The Department of Homeland Security's Federal Emergency Management Agency (FEMA) is mandated to manage and document flood studies for the National Flood Insurance Program (NFIP). This documentation is used to support future flood study updates, amendments and revisions to effective maps, Freedom of Information Act (FOIA) requests, Congressional inquiries, and governmental policy. It is therefore extremely important that all data associated with these studies are complete and readily accessible through the submittal of the Technical Support Data Notebook (TSDN). Additionally, in accordance with the NFIP regulations cited in the Code of Federal Regulations (CFR) at Title 44, Chapter 1, Section 67.3 (44 CFR 67.3), FEMA is required to establish and maintain a Flood Elevation Determination Docket (FEDD) file for each community affected by a newly created or updated Flood Insurance Rate Map (FIRM). The documentation in the FEDD file is evidence that FEMA has provided due process to communities impacted by new or updated flood hazard information and is a component of the overall TSDN. The purpose of this guidance document is to identify the various data components, both technical and administrative, and provide a consistent structure for submittal and archiving of the TSDN and FEDD file so that study materials are searchable and discoverable via the Mapping Information Platform (MIP) File explorer and/or Flood Risk Study Engineering Library in the MIP."

"The first goal of the Federal Emergency Management Agency's (FEMA's) 2018-2022 Strategic Plan is to 'Build a Culture of Preparedness'. Preparedness strategies to date have increased first responder and government capabilities, but individual and community progress towards enhanced levels of preparedness has been limited. Achieving the 2018-2022 Strategic Plan's vision of enhanced preparedness requires a bottom-up approach to close these gaps. After Action Report: Susquehanna Steam Electric Station [October 16, 2018]
From the Executive Summary: "On October 16, 2018, a full-scale Plume Exposure Pathway exercise was conducted and evaluated for the 10 Mile Emergency Planning Zone (EPZ) around the Susquehanna Steam Electric Station (SSES) by the Federal Emergency Management Agency (FEMA), Region III. [...] The purpose of the Exercise and Out-of-Sequence demonstrations was to assess the capabilities of State, counties, and local jurisdictions to implement Radiological Emergency Plans and Procedures (RERP) to protect the property and lives of residents and transients in the event of an emergency at SSES. The findings in this report are based on the evaluations of the Federal evaluation team, with final determinations made by the FEMA, Region III Regional Assistance Committee (RAC) Chairperson, and approved by FEMA Headquarters."

Disaster Relief Fund: Monthly Report as of November 30, 2018 (Fiscal Year 2019 Report to Congress)
"P.L. 115-72 requires that the Federal Emergency Management Agency (FEMA) Administrator submit to the Appropriations Committees a report for Hurricanes Harvey, Irma, and Maria, not later than 5 days after the first day of the month beginning in the month after enactment, and to publish on the Web site the estimate or, if available, actual amount, of categories of spending for public assistance, individual assistance, operations, mitigation, administrative, and any other relevant category (including emergency measures and disaster resources) not later than 10 days after the first day of each such month. P.L. 115-141 requires that the FEMA Administrator provide a report by the fifth business day of each month on the Disaster Relief Fund (DRF) that includes a funding summary, a table delineating the DRF funding activities each month by state and event, a summary of the funding for the catastrophic events, and the funds exhaust date, or end-of-fiscal-year balance."

The purpose of this volume is to provide guidance to structural engineers on implementation of performance-based seismic design of buildings using the FEMA P-58 methodology.
