Pre-Disaster Recovery Planning Guide for Tribal Governments
From the Document: "'The Pre-Disaster Recovery Planning Guide for Tribal Governments' provides a basic framework and guidance for tribal leadership and stakeholders as they plan for recovery and recognizes that different tribes have different levels of capacity and different ways of planning. This guidance is applicable to both federally recognized and state recognized tribes and is appropriate preparation for all incidents with or without a Presidential Disaster Declaration. FEMA acknowledges the sovereignty of federally recognized tribes and is committed to helping tribal governments build more resilient communities. [...] Pre-disaster recovery planning helps ensure that if a natural or man-made disaster strikes, tribes will be prepared to address recovery after the incident even if the incident does not rise to the level of a federal declaration. [...] Recovery planning will put tribes in a better place to address pre-existing community needs, take advantage of available resources, think differently about how their resources can be adapted to new purposes, and seize opportunities to rebuild in a resilient way. Effective planning and preparation for potentially harmful events, both large and small, will save both time and money because roles and responsibilities will be clearly identified, and resources will be directed where they are needed most."

From the Purpose: "The August 24, 2014 South Napa earthquake (FEMA DR‐4193) has reinforced past observations that wood‐ frame dwellings with flexible wood foundation walls (known as cripple walls) and inadequate anchorage (bolting) to the foundation are vulnerable to damage from earthquake shaking. [...] This Recovery Advisory Addresses: [1] Installation of pre‐engineered plywood bracing and foundation anchorage details intended to improve the performance of cripple walls in wood‐frame dwellings in future earthquakes. FEMA Section 504 Implementation Plan
From the Executive Summary: "The Rehabilitation Act of 1973 is the federal statute that prohibits discrimination on the basis of disability. Under Section 504, FEMA, as a department or agency within the Federal government, must ensure nondiscrimination on the basis of disability in all its programs and activities. [...] FEMA's Section 504 Implementation Plan sets forth concrete steps to strengthen the Agency's approach to providing equal access to individuals with disabilities under Section 504 of the Rehabilitation Act. The Plan is based on data collected during a six-month self-evaluation process that assessed FEMA's public-facing programs and activities and their compliance with Section 504."

Disaster Relief Fund: Monthly Report as of July 31, 2019 (Fiscal Year 2019 Report to Congress)
From the Background: "P.L. 116-6 requires that the FEMA Administrator provide a report by the fifth business day of each month on the Disaster Relief Fund (DRF) that includes a funding summary, a table delineating DRF funding activities each month by state and event, a summary of the funding for the catastrophic events, and the fund exhaustion date, or end-of-fiscal-year balance. Consequently, the following report elements are included: 1. Appendix A is an appropriations summary that includes a synopsis of the amount of appropriations made available by source, the transfers executed, the previously allocated funds recovered, and the commitments, allocations,and obligations. 2. Appendix B presents details on the DRF funding activities delineated by month. 3. Appendix C presents obligations and estimates by spending category for Hurricanes Sandy, Harvey, Irma, and Maria and declarations since August 1, 2017. 4. Appendix D presents funding summaries for the current active catastrophic events including the allocations, obligations, and expenditures. 5. Appendix E presents the fund exhaustion date, or end-of-fiscal-year balance. 6. Appendix F presents a bridge table that provides explanation for the monthly and baseline change for all activities to include details for catastrophic events."

Resilience is the backbone of emergency management. The Nation's ability to weather storms and disasters without experiencing loss significantly reduces our risk. In 2018, through the Threat and Hazard Identification and Risk Assessment (THIRA) process and Stakeholder Preparedness Review (SPR), 50% of states and territories and 40% or tribal participants identified chemical and radiological hazardous material releases as a hazard of concern. This represents the most frequent technological hazard identified by the respondents; 27% identified radiological hazardous materials, the second highest technological hazard of concern. This document compiles information on existing resources and training developed by FEMA and other Federal and whole community partners. It is intended to provide basic, high-level guidance and identifies additional resources and trainings from widely accepted authoritative sources on hazardous materials incidents."

Fire-Related Firefighter Injuries Reported to the National Fire Incident Reporting System (2015-2017)
From the Document: "Annually, from 2015 to 2017, there were an estimated 63,000 firefighter injuries resulting from all types of fire department duties. Of these injuries, 25,975 occurred on the fireground or were considered to be fire related (includes structure fires, vehicle fires, outside fires, etc.). An additional 4,525 injuries occurred while responding to or returning from an incident, which includes, but is not limited to, fires. While the majority of injuries are minor, a significant number are debilitating and career ending. These injuries exact a great toll on the fire service. [...] This topical report addresses the details of firefighter injuries sustained at, responding to or returning from a fire incident, focusing on data as reported to the NFIRS [National Fire Incident Reporting System] from 2015 to 2017, the most recent data available at the time of the analysis."

Business Process Analysis and Business Impact Analysis User Guide
From the Document: "Conducting a BPA [Business Process Analysis] and a BIA [Business Impact Analysis] are critical steps in developing a comprehensive continuity plan. If a natural or man-made crisis occurs that forces an organization to perform its mission with fewer people and from a place different than where it normally operates, a solid plan is needed to accomplish that action successfully. Once the organization has identified its EFs [essential functions], the organization performs a BPA to determine and understand the processes necessary to perform organizational functions and requirements. Wildland Urban Interface Fire Operational Requirements and Capability Analysis: Report of Findings
From the Executive Summary: "In December of 2017, the Federal Emergency Management Agency (FEMA) Administrator requested the Department of Homeland Security (DHS) Science and Technology (S&T) research new and emerging technology that could be applied to wildland fire incident response, given the loss of life that occurred in California during the fall of 2017 in Santa Rosa and Ventura. [...] As a result, S&T formed an Integrated Project Team (IPT) and initiated the WUI [wildland urban interface] Fire Operational Requirements and Technology Capability Analysis Project. Over the course of the project, the IPT identified areas of innovation in wildland fire incident relating to wildland fire preparedness and mitigation and enhanced wildland fire suppression practices, including resistant infrastructure planning, building materials, and building codes."
