  "Law enforcement agencies devote much time and energy to the tangible things that can be improved--better-equipped squad cars, more efficient technology systems, new police headquarters and firearms ranges, ballistic shields, energy-conducted weapons, and handgun and rifle rotations. These projects often take away the focus from equally important intangibles, such as how police officers treat others. How they regard people, from coworkers and citizens to the individuals they arrest, is crucial to law enforcement's reputation and corresponds to officer safety. To make a law enforcement organization outstanding requires assistance and commitment from everyone through a carefully determined, consistent approach, one interaction at a time. The first steps toward becoming a top-notch police agency are harnessing the power of trust, improving control that comes from confidence, and capitalizing on the positives of respectful relationships with the public. Law enforcement has a strong foundation in its mission statement: To Protect, Serve, and Lead the Community to a Safer Tomorrow. The Leadership Test, a document posted at the Boise, Idaho, Police Department, provides a daily reminder of police values by asking, 'Are we doing the right thing…at the right time…in the right way…for the right reason?'"

  "'The beginning of wisdom is to call things by their right names.' If we were to subscribe to this Chinese proverb, then all 19,981 names engraved on the walls of the National Law Enforcement Officers Memorial (NLEOM) would be changed to 'hero.' The groundbreaking for the NLEOM was in 1989, and the memorial officially was dedicated 2 years later in October 1991. The 2013 candlelight vigil marked the 25th anniversary of the vigil and the 23rd year the memorial has been in place. In 1962 President John F. Kennedy proclaimed May15 as National Peace Officers Memorial Day and the calendar week in which May 15 falls as National Police Week. Established by a joint resolution of Congress, National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others."

  From the executive summary: "Now in its 14th year of operation, the Internet Crime Complaint Center (IC3) has firmly established its role as a valuable resource for both victims of Internet crime and law enforcement agencies investigating and prosecuting these crimes. For the victims, the IC3 provides a convenient and easy-to-use reporting mechanism that alerts authorities to suspected criminal violations. For law enforcement agencies, the IC3 serves as a conduit to receive Internet-related complaints, to conduct research related to them and to develop analytical reports for state, local, federal, tribal or international law enforcement and regulatory agencies. These agencies then develop investigations based on the forwarded information as appropriate. In 2013, the IC3 received 262,813 consumer complaints with an adjusted dollar loss of $781,841,611, which is a 48.8 percent increase in reported losses since 2012 ($581,441,110). The IC3 continues its efforts to inform the general public about online scams by publishing public service announcements and providing tips for Internet consumers. The IC3's success attracts international interest. Canada, the United Kingdom and Germany use the IC3 as a model for similar cybercrime centers. In furtherance of its continuing support of foreign law enforcement, the IC3 prepared dozens of country-specific statistical reports and disseminated hundreds of complaint referrals to FBI legal attaché offices throughout the world. In 2014, the IC3 continues to pursue its mission to serve both the online public and law enforcement and regulatory agencies throughout the entire global community."

  "On the morning of Monday, September 16, 2013, shooter Aaron Alexis arrived at the Washington Navy Yard in Southeast, Washington, D.C. Alexis had legitimate access to the Navy Yard as a result of his work as a contractor and he utilized a valid pass to gain entry to Building #197. Shortly after his arrival in the building and over the course of approximately one hour, Alexis used the Remington 870 shotgun and a Beretta handgun he obtained during the course of his shooting to kill 12 victims and wound four surviving victims before he was shot and killed by law enforcement officers. Investigation to date has determined that Alexis acted alone."

  From the executive summary: "In March 2010, the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) Program Management Office (PMO) was established as a collaborative effort led by the U.S. Department of Justice (DOJ), Bureau of Justice Assistance (BJA), in partnership with the U.S. Department of Homeland Security (DHS), the Federal Bureau of Investigation (FBI), and state, local, tribal, and territorial (SLTT) partners. Through its work with the National Network of Fusion Centers, hometown security partners, and SLTT and federal law enforcement, the NSI PMO continues to implement NSI policies, processes, and standards across all levels of government while ensuring that privacy, civil rights, and civil liberties are protected. [...] The ongoing collaboration among DOJ, DHS, the FBI, SLTT partners, and the National Network of Fusion Centers has strengthened, allowing the NSI to expand its nationwide information sharing capability. As of March 2013, 73 fusion centers have met the requirements outlined by the NSI PMO to be fully NSI-Operational--an increase of 5 centers from the same time last year--and all 78 fusion centers now maintain the capability to contribute and share suspicious activity reports through the Shared Space or eGuardian. This expansion of the NSI has allowed the Federated Search Tool to be accessed by more trained users--increasing the number of searches to more than 76,400--and more than 25,900 Information Sharing Environment (ISE)-SARs had been submitted and shared by the end of March 2013. Further, with the support of the National Network of Fusion Centers, 46 states and the District of Columbia are participating in statewide implementation of the NSI; implementation efforts are currently under way in Guam, Puerto Rico, and the U.S. Virgin Islands to ensure a strengthened nationwide capacity for sharing ISE-SAR information."

  "The narcotics wars in Mexico have increased in scope and intensity beginning with President Felipe Caldéron's December 2006 de facto declaration of war against the cartels and gangs. The deployment of Mexican military forces in counterorganized crime and stability and support roles directly responded to the loss of the country's control within many regions--identified as areas of impunity--of the country. Since this conflict began, over 45,000 people have died in the fighting, and the areas of impunity have grown to include wide swaths of territory constituting hundreds of locales now under control of the cartels. The criminal insurgencies waged by the cartels and gangs, centered on a strategy of securing nongovernmental interference with their illicit narcotics and other criminal economic activities, have received much attention and debate. Far less has focused on some of the darker spiritualistic parts of the drug wars. One component entails the rise of the cartel and gang narcocultura (drug culture) variant of the Cult of Santa Muerte (literally translated as 'Holy Death'). This variant of the cult promotes greater levels of criminality than the more mainstream and older forms of Santa Muerte worship. Sometimes it can be so extreme that it condones morally corrupt behaviors--what many people would consider as resulting from an evil value system that rewards personal gain above all else, promoting the intentional pain and suffering of others, and, even, viewing killing as a pleasurable activity. While addressing the rise of such dark spirituality requires a balanced perspective (e.g., avoiding a repeat of the Satanism scare of the 1980s), enough ritualistic behaviors, including killings, have occurred in Mexico to leave open the possibility that a spiritual insurgency component of the narcotics wars now exists. Not all of the narcotics leaders, their foot soldiers, and assassins have remained religious or, alternatively, embraced secularism. But, evidence suggests that the numbers of defections to the cults that worship a perverted Christian god (e.g., La Familia Michoacana and Los Caballeros Templarios) and the various unsanctioned saints (e.g., Jesús Malverde, Juan Soldado, and Santa Muerte) have grown for years."

While addressing the rise of such dark spirituality requires a balanced perspective (e.g., avoiding a repeat of the Satanism scare of the 1980s), enough ritualistic behaviors, including killings, have occurred in Mexico to leave open the possibility that a spiritual insurgency component of the narcotics wars now exists. Not all of the narcotics leaders, their foot soldiers, and assassins have remained religious or, alternatively, embraced secularism. But, evidence suggests that the numbers of defections to the cults that worship a perverted Christian god (e.g., La Familia Michoacana and Los Caballeros Templarios) and the various unsanctioned saints (e.g., Jesús Malverde, Juan Soldado, and Santa Muerte) have grown for years."

  "Over the past decade, social media has become a widespread presence that touches the lives of countless people, including law enforcement officers. Certain risks and rewards face officers, as well as their departments, who use social media. Missteps in its use can endanger the safety of officers and compromise criminal cases, resulting not only in embarrassment to departments but exposure to civil and criminal liability. To combat these risks, law enforcement agencies must adapt to the social media outlets that affect the lives of officers every day. To do so departments must understand the forms of social media that exist, their benefits to law enforcement, the problems they may pose, and the need to establish criteria governing their use by law enforcement officers."
