  "While cybersecurity becomes more important for law enforcement organizations across the country, one specific threat--the data¬-sabotage attack--should be prioritized above all others. Recently, several local agencies experienced one type of assault known as 'ransomware.' In these attacks, cybercriminals lock agencies' files and other types of data behind almost unbreakable walls of encryption, rendering them entirely inaccessible and unusable. Recent strikes targeted police and sheriff's departments in Massachusetts, Maine, Illinois, and Tennessee. In all of these incidents, the criminals had financial motivations-- the targeted agencies paid ransoms to the perpetrators, and the files were decrypted."

  "In 2017 there were 30 separate active shootings in the United States, the largest number ever recorded by the FBI during a one-year period. With so many attacks occurring, it can become easy to believe that nothing can stop an active shooter determined to commit violence. [...] Faced with so many tragedies, society routinely wrestles with a fundamental question: can anything be done to prevent attacks on our loved ones, our children, our schools, our churches, concerts, and communities? There is cause for hope because there is something that can be done. In the weeks and months before an attack, many active shooters engage in behaviors that may signal impending violence. While some of these behaviors are intentionally concealed, others are observable and -- if recognized and reported -- may lead to a disruption prior to an attack. Unfortunately, well-meaning bystanders (often friends and family members of the active shooter) may struggle to appropriately categorize the observed behavior as malevolent. [...] Once reported to law enforcement, those in authority may also struggle to decide how best to assess and intervene, particularly if no crime has yet been committed. By articulating the concrete, observable pre-attack behaviors of many active shooters, the FBI hopes to make these warning signs more visible and easily identifiable. This information is intended to be used not only by law enforcement officials, mental health care practitioners, and threat assessment professionals, but also by parents, friends, teachers, employers and anyone who suspects that a person is moving towards violence."

  "This edition of Hate Crime Statistics is the latest presentation in this series aimed at better equipping law enforcement to handle the complex and difficult challenge of dealing with hate crime. The distribution of hate crime incidents resulting from ethnicity or national-origin bias changed in 2001, presumably as a result of the heinous incidents that occurred on September 11. For many offenders, the preformed negative opinion, or bias, was directed toward ethnicity/ national origin. Consistent with past data, by bias type, law enforcement reported that most incidents in 2001 were motivated by bias against race. However, crime incidents motivated by bias against ethnicity/national origin were the second most frequently reported bias in 2001, more than doubling the number of incidents, offenses, victims, and known offenders from 2000 data."

  "Since it was established in 1930, the Uniform Crime Reporting (UCR) Program has been the starting place for law enforcement executives, students of criminal justice, researchers, members of the media, and the public at large seeking information on crime in the Nation. With Congress's passage of the Hate Crime Statistics Act of 1990, mandating the collection of those crimes that law enforcement has determined were motivated by the offenders' bias against a race, religion, ethnicity, sexual orientation, or disability, the Program has also become a leading source of information about hate crime. Published annually since 1992, Hate Crime Statistics is the byproduct of the joint effort between the FBI and the law enforcement agencies that identify and report hate crimes. This partnership and, ultimately, this publication serve as the cornerstone in raising the Nation's awareness about the occurrence of bias-motivated offenses. The publication has also become a statistical tool for those involved in the advocacy or the study of persons persecuted because of their inherent traits, such as the color of their skin, or the personal decisions they make, like what church they attend. Hate Crime Statistics, 2004, chronicles 7,649 criminal incidents that law enforcement agencies reported and includes information on 9,035 offenses, 9,528 victims, and 7,145 known offenders. Eleven of the 14 tables in this publication present various information about hate crime incidents, the types of offenses committed, and some aspects of the victims and the offenders. The remaining tables contain hate crime data aggregated by state or agency type and show the parameters of participation for law enforcement agencies that contributed data to the program."

  "Preliminary figures indicate that, as a whole, law enforcement agencies throughout the nation reported an increase of 1.2 percent in the number of violent crimes brought to their attention for 2012 when compared with figures reported for 2011. The violent crime category includes murder, forcible rape, robbery, and aggravated assault. Collectively, the number of property crimes in the United States in 2012 decreased 0.8 percent when compared with data from 2011. Property crimes include burglary, larceny-theft, and motor vehicle theft. Arson is also a property crime, but data for arson are not included in property crime totals. Figures for 2012 indicate that arson decreased 1.2 percent when compared with 2011 figures. The data presented in Tables 1 and 2 indicate the percent change in offenses known to law enforcement for 2012 compared with those for 2011 by population group and region, respectively. Table 3 reflects the percent change in offenses reported within the nation for consecutive years (each year compared with the prior year). Table 4 presents the number of offenses known to law enforcement for agencies with a resident population of 100,000 and over and that provided 12 months of complete data for 2012. All data in this Report are preliminary."

  This is the Federal Bureau of Investigation's (FBI) 2013 Hate Crime Statistics webpage. The FBI's annual Hate Crime Statistics webpage is comprised of data collected by the Uniform Crime Reporting (UCR) Program. "On April 23, 1990, Congress passed the Hate Crime Statistics Act, 28 U.S.C. § 534, which required the Attorney General to collect data 'about crimes that manifest evidence of prejudice based on race, religion, sexual orientation, or ethnicity.' The Attorney General delegated the responsibilities of developing the procedures for implementing, collecting, and managing hate crime data to the Director of the FBI, who, in turn, assigned the tasks to the UCR Program. Under the direction of the Attorney General and with the cooperation and assistance of many local and state law enforcement agencies, the UCR Program created a hate crime data collection to comply with the congressional mandate. […] The designers of the Hate Crime Statistics Program sought to capture information about the types of bias that motivate crimes, the nature of the offenses, and some information about the victims and offenders. […] The hate crime data in this Web publication comprise a subset of information that law enforcement agencies submit to the UCR Program."   From the Press Release: "Today, the FBI is releasing the 2014 edition of its annual report Crime in the United States, a statistical compilation of offense, arrest, and police employee data reported voluntarily by law enforcement agencies that participate in the Bureau's Uniform Crime Reporting (UCR) Program. This latest report reveals that the estimated number of violent crimes reported by law enforcement to UCR's Summary Reporting System during 2014 decreased 0.2 percent when compared with 2013 data. And the estimated number of property crimes decreased 4.3 percent from 2013 levels. Here are some highlights from 'Crime in the United States, 2014': [1] There were an estimated 1,165,383 violent crimes (murder and non-negligent homicides, rapes, robberies, and aggravated assaults) reported by law enforcement. [2] Aggravated assaults accounted for 63.6 percent of the violent crimes reported, while robberies accounted for 28.0 percent, rape 7.2 percent, and murders 1.2 percent. [3] There were an estimated 8,277,829 property crimes (burglaries, larceny-thefts, and motor vehicle thefts) reported by law enforcement. Financial losses suffered by victims of these crimes were calculated at approximately $14.3 billion. [4] Larceny-theft accounted for 70.8 percent of all property crimes reported, burglary for 20.9 percent, and motor vehicle theft for 8.3 percent [5] Police made an estimated 11,205,833 arrests during 2014--498,666 for violent crimes, and 1,553,980 for property crimes. More than 73 percent of those arrested during 2014 were male. [6] The highest number of arrests was for drug abuse violations (1,561,231), followed by larceny-theft (1,238,190) and driving under the influence (1,117,852). What's new this year? For one, the 2014 publication includes the inaugural Federal Crime Data report, which contains traditional UCR data from a handful of federal agencies, as well as FBI arrest data on human trafficking, hate crimes, and criminal computer intrusions."

  From the Summary: "The estimated number of violent crimes in the nation increased for the second straight year, rising 4.1 percent in 2016 when compared with 2015 data, according to FBI figures released today. Property crimes dropped 1.3 percent, marking the fourteenth consecutive year the collective estimates for these offenses declined. The 2016 statistics show the estimated rate of violent crime was 386.3 offenses per 100,000 inhabitants, and the estimated rate of property crime was 2,450.7 offenses per 100,000 inhabitants. The violent crime rate rose 3.4 percent compared with the 2015 rate, and the property crime rate declined 2.0 percent. These and additional data are presented in the 2016 edition of the FBI's annual report Crime in the United States. This publication is a statistical compilation of offense, arrest, and police employee data reported by law enforcement agencies voluntarily participating in the FBI's Uniform Crime Reporting (UCR) Program. The UCR Program streamlined the 2016 edition by reducing the number of tables from 81 to 29, but still presented the major topics, such as offenses known, clearances, and persons arrested. Limited federal crime, human trafficking, and cargo theft data are also included. The UCR Program collects information on crimes reported by law enforcement agencies regarding the violent crimes of murder and nonnegligent manslaughter, rape, robbery, and aggravated assault as well as the property crimes of burglary, larceny-theft, motor vehicle theft, and arson. (Although the FBI classifies arson as a property crime, it does not estimate arson data because of variations in the level of participation by the reporting agencies."

  "The FBI has designated 50 shootings in 2016 and 2017 as active shooter incidents. Twenty incidents occurred in 2016, while 30 incidents occurred in 2017. As with past FBI active shooter-related publications, this report does not encompass all gun-related situations. Rather, it focuses on a specific type of shooting situation. The FBI defines an active shooter as one or more individuals actively engaged in killing or attempting to kill people in a populated area. Implicit in this definition is the shooter's use of one or more firearms. The active aspect of the definition inherently implies that both law enforcement personnel and citizens have the potential to affect the outcome of the event based upon their responses to the situation. [...] Though limited in scope, this report was undertaken to provide clarity and data of value to federal, state, tribal, and campus law enforcement as well as other first responders, corporations, educators, and the general public as they seek to neutralize threats posed by active shooters and save lives during such incidents."
