Army Tactical Wheeled Vehicle Strategy
"The purpose of this document is to provide the Army with a Tactical Wheeled Vehicle (TWV) Strategy that synchronizes the plans and actions of all Army agencies involved in TWV requirements, procurement, integration, sustainment, and management. This strategy describes the ends, ways and means to achieve an effective and affordable TWV capability for the Army. The following four fleets comprise the Army's TWVs: Light, Medium, Heavy and Mine Resistant Ambush Protected (MRAP); Armored Security Vehicle and Stryker are not included. The strategy covers the time period of the present through Fiscal Year (FY) 2025 and supersedes the Army 2009 TWV Investment Strategy. This Strategy will inform the requirements process, TWV Acquisition Strategy, Fleet Management Plan (to be published), and the development of the Army Program Objective Memorandum (POM)."

Allure of Quick Victory: Lessons from Peru's Flight against Sendero Luminoso
"Fourteen years after a powerful rebellion spread fear and destruction throughout the nation of Peru, the commanding general of the Peruvian Army, Otto Guibovich, provided the ominous warning: 'If we don't do something they will grow and we will realize we have our own FARC (Fuerzas Armadas Revolucionarias de Colombia).' Sendero Luminoso (SL) conducted a violent campaign of rural guerrilla war and urban terrorism from 1980 to 1995; however, its growth and expansion seemed to vanish in an instant with the capture of its leader, Abimael Guzmán. The rapid disintegration of SL was cited as an example of successful counterinsurgency, but now rising casualties and violence caused by the formerly dormant group have called those conclusions into question. While the importance of the capture of SL's leadership is incontrovertible, recent events indicate that the underlying problems that fueled the Sendero insurgency remain. The Peruvian government must use a combination of enemy- and population-focused strategies to defeat SL and produce lasting stability."

Multiservice Tactics, Techniques, and Procedures for Nuclear, Biological, and Chemical Aspects of Consequence Management
"This publication is designed for use at the tactical and operational level. It
defines the roles of military units and staffs involved in planning and executing integrated military operations other than war (MOOTW) actions/missions in a possible nuclear, biological, and chemical (NBC) environment. This manual provides multiservice tactics, techniques, and procedures (MTTP) on the Department of Defense's (DOD's) role in consequence-management (CM) operations. Congress has determined and the National Command Authority (NCA) has directed that the military become more involved in supporting crisis and CM operations. Acknowledging the services' inherent capabilities for supporting federal, state, and local governments, the Congress has passed numerous laws providing for CM support. These laws also recognize that the National Guard (NG) may provide the initial support when military assistance is required. They also institutionalize interdepartmental and interagency coordination/planning, linking it to the national strategy. The planning and coordination that takes place does so with the realization that the potential NBC environment could be one in which there is deliberate or accidental employment of NBC weapons; deliberate or accidental attacks or contamination with toxic industrial materials (TIM), including toxic industrial chemicals (TIC); or deliberate or accidental attacks or contamination with radiological materials (see Joint Publication [JP] 3-11). Additionally, as
coordination and planning is conducted, it is also understood that DOD assets and resources could be used to support a United States Government (USG) CM
response to a nuclear, biological, chemical, radiological, or high-yield-explosive incident. Although some of the procedures contained here may apply to
man-made disasters, nonterrorist instigated WMD incidents, or nuclear weapons accidents, this MTTP is most readily applied to CM in response to a nuclear, biological, chemical, and radiological (NBCR) (or a chemical biological, and radiological-nuclear [CBR-N]) event."

Army Reserve Contingencies and Recent Operations
The U.S. Army Reserve is the Army's primary source of Echelons Above Corps (EAC) combat support (CS) and Echelons Above Division (EAD) combat service support (CSS) forces. Following the terrorist attack on the United States on Sept. 11, 2001, Secretary of Defense Donald H. Rumsfeld requested and President Bush approved (on Sept. 14, 2001) a Partial Mobilization of Reserve Components. Oklahoma City Bombing: Immediate Response Authority and Other Military Assistance to Civil Authority (MACA)
"At 0902 on 19 April 1995, a massive car bomb, containing approximately 4000 pounds of ammonium nitrate and diesel fuel, destroyed the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma. The blast killed 169 people and injured 467. By 1600 that afternoon, President Clinton had declared a federal emergency in Oklahoma City. Prior to that time, however, commanders at Fort Sill and Tinker Air Force Base (AFB), relying on the Immediate Response Authority, had already provided support to Oklahoma City civil authorities. Fort Sill released two medical evacuation helicopters, explosive ordnance personnel, and two bomb detection dog teams, while Tinker AFB dispatched two ambulances and a sixty-six person rescue team. In addition to that immediate support, the Secretary of the Army, through his Director of Military Support, subsequently coordinated the efforts of over 1000 Department of Defense (DOD) personnel to perform a myriad of support functions at the height of the operation."

Weapons of Mass Destruction: Civil Support Team Tactics, Techniques, and Procedures
"In recent decades, the US has dealt with a series of asymmetric threats whose potential for lethality and political, economic, and psychological impact has increased over time. The most recent of these threats include terrorist bombings in New York City and Oklahoma City during the 1990s and the catastrophic destruction of the World Trade Center and significant damage to the Pentagon on 11 September 2001. The use of biological agents (such as anthrax) by terrorists also caused civilian casualties and contamination of US infrastructure (such as US mail distribution centers) in 2001. An adversary may not hesitate to use CBRNE or toxic industrial material (TIM) on a covert or overt basis to accomplish its objectives. Information technology and CBRNE materials have proliferated in recent years, making them more accessible to potential adversaries. The evolving threat has required that leaders and planners conduct assessments (during deliberate and crisis action planning) that analyze the impact of CBRNE on various courses of action (COAs) and the security of the US homeland. Based on the threat, the USG has undertaken measures to improve our nation's ability to respond to domestic and international-based terrorism. In June 1995, Presidential Decision Directive (PDD) 39, 'US Policy on Terrorism', delineated the responsibilities for federal agencies in combating terrorism, including domestic incidents. PDD 62, 'Combating Terrorism', issued in May 1998, further defined responsibilities for specific agencies. Both directives call for the establishment of robust, tailored, and rapidly deployable interagency teams that can conduct well-coordinated and highly integrated operations in response to the crisis generated by a terrorist attack (referred to as crisis management) and cope with the consequences that follow (consequence management [CM])."

Analysis of Performance of the Inner Harbor Navigation Canal (IHNC)
"Four breaches occurred on the IHNC (Inner Harbor Navigation Canal) during Hurricane Katrina, on the morning of August 29th. Two of the breaches occurred on the east bank between the Florida Avenue Bridge and the North Claiborne Avenue Bridge adjacent to the 9th Ward, and two on the west bank just north of the intersection of France Road and Florida Avenue (Figure 1). Three of the breaches involved failures of floodwalls on levees, and one involved failure of a levee. All of the IHNC floodwalls and levees were overtopped on August 29th. The peak storm surge elevation in the IHNC was 14.2 ft1 at 9:00 AM, about 1.7 ft above the tops of the floodwalls and levees. The reaches where the floodwalls and levees did not collapse have therefore survived water loading considerably higher than the design loading. Water flowing over the I-walls when they were overtopped eroded trenches on the protected side of the walls as it cascaded onto the levee fill. Soil that was providing support for the walls eroded away, making the walls less stable."

Summary of Field Observations Relevant to Flood Protection in New Orleans, LA: Interim Report to Task Force Guardian by the Inter-agency Performance Evaluation Task Force
"On 29 August 2005, Hurricane Katrina made landfall just to the east of New Orleans. This storm inflicted significant damage on the hurricane protection system for southeast Louisiana. The subsequent flooding has been a major catastrophe for the region and the nation. The response of the Corps of Engineers to this disaster has included the activation of Task Force Guardian (TFG) with the responsibility to repair the damages to the hurricane protection system. In addition, the Chief of Engineers established an Inter-agency Performance Evaluation Task Force (IPET) comprised of leading experts in a comprehensive array of science and engineering disciplines charged with studying the response of the hurricane protection system during Katrina for lessons to be learned. A major focus of the IPET is to provide Task Force Guardian with timely insights into the design and construction of immediate repairs and for potential long-term improvements to the system. This report is the first of a series of interim reports that the IPET will provide to Task Force Guardian to assist them in their work to repair and reconstitute flood protection in New Orleans. These interim reports and additional analyses will be finalized and integrated to create a final report of the IPET which will be released by 1 June 2006. The majority of the comments provided herein have been communicated informally to Task Force Guardian to expedite their application."
