  "The Federal Radionavigation Plan (FRP) is the official source of radionavigation policy and planning for the Federal Government. The FRP covers common-use, Federally operated radionavigation systems. These systems are sometimes used in combination with each other or with other systems. Systems used exclusively by the military are covered in the Chairman, Joint Chiefs of Staff (CJCS) Master Positioning, Navigation, and Timing Plan (MPNTP). The plan does not include systems that mainly perform surveillance and communication functions. The policies and operating plans contained in this document cover the following radionavigation systems: 1. Global Positioning System (GPS) 2. Tactical Air Navigation (TACAN) 3. Augmentations to GPS 4. Instrument Landing System (ILS) 5. Loran-C 6. Microwave Landing System (MLS) 7. VOR and VOR/DME 8. Aeronautical Nondirectional Radiobeacons (NDB) The Federal Government operates radionavigation systems as one of the necessary elements to enable safe transportation and encourage commerce within the United States. It is a goal of the Government to provide this service in a cost-effective manner. The Department of Transportation (DOT) is responsible under title 49 United States Code (U.S.C.) Section 301 for ensuring safe and efficient transportation. The Department of Defense (DoD) is responsible for maintaining aids to navigation required exclusively for national defense. The DoD is also required by statute 10 U.S.C. 2281(b) (Ref. 1) to provide for the sustainment and operation of GPS for peaceful civil, commercial, and scientific uses on a continuous worldwide basis free of direct user fees."

  "This report presents and explains the U.S. Department of Transportation's (DOT) Research and Special Programs Administration (RSPA) risk management framework for transportation of hazardous materials. As part of its One Flagship Initiative, RSPA is developing this new framework, with significant stakeholder input, to serve as a resource for self-evaluation by all parties involved in transporting hazardous materials. Although the framework itself is new, many of its concepts and components are drawn from existing risk management systems and approaches used in hazardous materials transport and other venues. The framework is broad in scope, addressing the full range of hazardous materials, transport modes, and parties involved in transporting hazardous materials. It is intended to be comprehensive and thus to cover all the major aspects of risk management. This report articulates the goals for the framework, gives definitions and a brief background discussion to provide context and a common starting point, and describes the three main elements of the framework: a basic philosophy, a set of fundamental risk management principles, and a stepwise general approach to hazardous materials transportation risk management. More detailed information supporting the framework is provided in the appendices."

  "To determine whether the risk management framework is flexible enough to be useful and more importantly, whether it can serve as an effective tool for encouraging the implementation of risk management strategies, DOT Research and Special Programs Administration (RSPA) chose to test the framework by applying it to a variety of existing programs. Stakeholders identified potential case studies in the exploratory meeting, and the expert panel further refined those recommendations. RSPA selected a few organizations to participate in this phase of the study. In choosing organizations to participate in the case studies, RSPA considered the following factors about an organization's program: Availability of data (e.g., history, results, mission statements); Existing and/or established industry/government programs; Voluntary participation; and Cross-party issues addressed (e.g., carriers and shippers). After evaluating the above factors and taking into account stakeholder recommendations, RSPA chose the following three case studies: Case Study 1: Non-Accidental Release Program Administered by the Association of American Railroads; Case Study 2: RSPA's Exemptions Program and the Regulated Medical Waste Exemptions; and Case Study 3 Risk Management Approaches used by Selected Members of the Trucking Industry. From these case studies, RSPA hopes to identify how adaptable the risk management framework is and also identify areas where the framework can be improved or modified. An additional benefit of these investigations is that they may reveal potential areas for improvement in the industry/government program to which the framework is being applied. The case studies were performed in sequential order. The risk management framework evolved and changed from case study to case study as we adopted specific case study recommendations."

  Transportation - and the world - are rapidly changing. Transportation is increasingly viewed, not as an end in itself, but as a means to enhance the nation's economic health, and the quality of life of its citizens. Transportation is more than concrete, asphalt, and steel. Transportation serves people and makes sure that no one is left behind. Globalization and improved communications are increasing the demands on the transportation system and challenging us to meet the needs for additional capacity in light of concerns about safety, security, energy, and the environment. At the same time, transportation decision making has become more decentralized and complex. These changes demand new tools, new competencies, new alliances - in short, a new framework for making decisions - a new transportation policy architecture. Defining this architecture and applying it is a key part of the U.S. Department of Transportation's strategy for meeting the challenges of the next 25 years. The architecture is an overarching set of principles to encourage more open, collaborative, and flexible decision making across the transportation enterprise. It will allow all parts of the enterprise - international, federal, state, regional, local, and private - to make more effective decisions.

  Port and cargo security programs being implemented in Colombia's port facilities, maritime jurisdictions, and the marine inter-modal shipping cycle are producing successful results against commercial maritime drug smuggling. Sustaining those improvements may contribute to an effective, long-term attack on commercial maritime drug smuggling via the seaports of Colombia and the Hemisphere. Implementation of successful port security programs on a national scale in Colombia may be replicated by the countries with which it shares a border-Panama, Venezuela, Brazil, Peru, and Ecuador-generating regional international results. The continued initiative and leadership of the Narcotics Affairs Section, U.S. Embassy Bogot, could facilitate the formulation, documentation, and implementation of relevant activities in Colombia over the near term.

  The Maritime Security Report is an unclassified quarterly publication prepared to inform the commercial maritime industry, senior Maritime Administration officials, the Secretary of Transportation's Office of Intelligence and Security, and the Federal Ad Hoc Working Group On Maritime Security Awareness. The report focuses on international criminal activity and security issues which could pose a threat to U.S. commercial maritime interests and the movement of U.S. civilian cargoes in foreign trade. The global nature of U.S. trade means that U.S.-flag ocean carriers call ports in nearly every country, and cargoes owned by U.S. interests may be embarked on ocean vessels of any flag or in any port worldwide. U.S. commercial maritime interests, therefore, can be jeopardized worldwide by a broad range of criminal activities, adversely affecting their competitiveness. The Maritime Security Report is intended to increase awareness of the scope and severity of economic crime affecting U.S. maritime commerce. The Maritime Administration expects increased awareness to contribute toward deterring criminal exploitation of the maritime transportation system, its users and providers.

  "The objectives of the Departmentwide hazardous materials program evaluation are: (1) to document current hazardous materials movements, Operating Administrations's programs, and program delivery and (2) to assess the effectiveness of the Department of Transportation's (DOT) overall hazardous materials program as it affects each step in the hazardous materials transportation process, from packaging manufacturer to delivery to the end user; recommend improvements; and, identify areas for further study. The evaluation is intended to allow the Department to determine the effectiveness of the current hazardous materials programs, including the effectiveness and efficiency of DOT's allocation of its hazardous materials resources. There are roughly 300 million hazardous materials shipments in the nation each year and the vast majority of these shipments arrive at their destinations safely. 2 In 1998, there were 15,322 incidents, including 429 serious incidents; 13 deaths; and 198 injuries. Although this is a relatively good safety record, given the number of shipments and movements, there remains the potential for catastrophic incidents in the transportation of hazardous materials where multiple fatalities, serious injuries, large-scale evacuations, and other costs to society could result."

  "The first year of the 21st Century brought with it numerous challenges to the Office of Inspector General. During the past fiscal year, we issued 128 audit reports, testified before Congress 28 times and conducted criminal investigations that resulted in 235 convictions. These statistics indicate how seriously we take our statutory mission to detect and prevent waste, fraud and abuse while assisting DOT and Members of Congress in achieving a safe, efficient and effective transportation system. Congress has authorized and appropriated record sums of Federal funds for highway, transit and aviation infrastructure projects. In 2000, Congress enacted the Wendell H. Ford Aviation Investment and Reform Act for the 21st Century (AIR-21) and appropriated nearly $58.5 billion to DOT for FY2001. This significant infusion of funds for transportation presents additional challenges to our oversight responsibilities . That is the reason why we have initiated a major proactive effort to prevent and detect possible fraud in transportation infrastructure projects. We investigated 58 such cases during the reporting period."

  The 2000 Emergency Response Guidebook (ERG2000) was developed jointly by Transport Canada (TC), the U.S. Department of Transportation (DOT) and the Secretariat of Transport and Communications of Mexico (SCT) for use by fire fighters, police, and other emergency services personnel who may be the first to arrive at the scene of a transportation incident involving dangerous goods. It is primarily a guide to aid first responders in quickly identifying the specific or generic hazards of the material(s) involved in the incident, and protecting themselves and the general public during the initial response phase of the incident. This guidebook will assist responders in making initial decisions upon arriving at the scene of a dangerous goods incident. It should not be considered as a substitute for emergency response training, knowledge or sound judgment. ERG2000 does not address all possible circumstances that may be associated with a dangerous goods incident. It is primarily designed for use at a dangerous goods incident occurring on a highway or railroad. ERG2000 incorporates dangerous goods lists from the most recent United Nations Recommendations as well as from other international and national regulations. Explosives are not listed individually by either proper shipping name or ID Number. They do, however, appear under the general heading "Explosives" on the first page of the ID Number index (yellow-bordered pages) and alphabetically in the Name of Material index (blue-bordered pages). Also, the letter "P" following the guide number in the yellow-bordered and bluebordered pages identifies those materials which present a polymerization hazard under certain conditions; for example, Acrolein, inhibited, Guide 131P.   The Changing Face of Transportation provides a historical perspective for policymaking. It reviews the major policy milestones of the past quarter century and the social and economic context for those milestones. Secretary Slater provides a logical foundation for making future policy choices and challenges the transportation enterprise to aspire toward higher marks of excellence, moving beyond what we think is possible and also thinking globally. Some future policy choices are apparent already and, as with the choices envisioned by former Secretaries of Transportation, undoubtedly many more will emerge as the future unfolds. Today, we can look forward with confidence knowing that our transportation system reflects the remarkable achievements of the Clinton-Gore Administration in striving to meet our nation's transportation needs. Under their leadership, virtually every law governing major transportation programs has been renewed, including the Trucking Industry Deregulation Act of 1994, the Ocean Shipping Reform Act of 1998, the Transportation Equity Act for the 21st Century of 1998 (TEA-21), and the Aviation Investment and Reform Act for the 21st Century (AIR-21). These Acts provided record-level infrastructure investments, increased funding flexibility, expanded the proven strategies of public participation in the planning process, and affirmed this Administration's top transportation priority of improving safety and creating opportunities for all Americans. The ramification of this extraordinary era will positively shape transportation in the coming decades. Chapter 7 specifically deals with transportation and national security.

• Threat Assessment of Hazardous Materials Transportation in Aircraft Cargo Compartments

  "The U.S. Department of Transportation's (DOT) John A. Volpe National Transportation Systems Center (Volpe Center) has conducted a quantitative threat assessment for the Office of Hazardous Materials Safety (OHMS) to determine the probability that a life-threatening incident would occur as a result of transporting hazardous materials in aircraft cargo compartments. The study team developed a threat assessment model and refined threat scenarios with the help of a panel of experts who contributed potential countermeasures, suggested experimental tests and provided input data for the model. The model calculated the likelihood of life-threatening incidents based on the presence of a package containing various selected "worst likely" hazardous materials, the specific cargo compartment type and the package's given state of compliance (or non-compliance) with current DOT hazardous materials regulations."

  This plan describes coordinated long-term research initiatives to bring about advances in aviation that will be required in the opening decades of the next century. The White House Commission on Aviation Safety and Security and the National Civil Aviation Review Commission both document the importance of aviation to the nation and the need for investment in research and technology to ensure that the aviation system meets the growing demand for air transportation. This plan serves as the benchmark for the future inter-agency cooperative efforts to optimize essential government research toward the attainment of critical aviation and air transportation goals established by the Federal government and supported by industry. It is a visionary plan presenting cooperative government research and operational solutions in four key areas that otherwise would limit our nation's ability to meet the growing demand for air transportation: safety; security; NAS efficiency; and environmental compatibility. The development of this plan signifies the achievement of a broad consensus as to aviation goals and agency roles, and provides the foundation for developing more integrated program plans in the future. Joint research efforts and goals have been developed among: NASA; FAA; DoD; the aviation industry; and the academic community. The research and goals will be further refined and expanded with the involvement of the National Science Foundation, the Environmental Protection Agency and the National Weather Service, and others in the future.

  The U.S. Marine Transportation System (MTS) consists of waterways, ports and their intermodal connections, vessels, vehicles, and system users. Each component is a complex system within itself and is closely linked with the other components. It is primarily an aggregation of State, local, or privately owned facilities and private companies. As with the U.S. economy as a whole, decision making and investment are primarily driven by the marketplace. In addition, national, State, and local governments participate in the management, financing, and operation of the MTS. More than 1,000 harbor channels and 25,000 miles of inland, intracoastal, and coastal waterways in the United States serve over 300 ports, with more than 3,700 terminals that handle passenger and cargo movements. The waterways and ports link to 152,000 miles of rail, 460,000 miles of pipelines, and 45,000 miles of interstate highways. Vessels and vehicles transport goods and people through the system. The MTS also contains shipyards and repair facilities crucial to maritime activity. As the world's leading maritime and trading nation, the United States relies on an efficient and effective MTS to maintain its role as a global power. The MTS provides American businesses with competitive access to suppliers and markets in an increasingly global economy. The MTS transports people to work; provides them with recreation and vacation opportunities; puts food on their tables; and delivers many of the items they need in their professional and personal lives. Within the United States, the MTS provides a cost-effective means for moving major bulk commodities, such as grain, coal, and petroleum. It is a key element of State and local government economic development and job-creation efforts and the source of profits for private companies. With its vast resources and access, the MTS is an essential element in maintaining economic competitiveness and national security.

  Three international port security training courses were organized and managed by the U.S. Maritime Administration (MARAD) and conducted during the autumn of 1998 in Panama, Peru, and Barbados as principal activities of the Infer-American Port Security, Training Program (IAPSTP). The venues selected for the week- long courses attracted 100 regional participants from port authority police and security personnel as well as coast guard, customs service, and national police organizations from Central and South America and the Caribbean. The training team consisted of experienced professionals from the Port of Miami, the U.S. Customs Service, and the Port Authority of New York and New Jersey Police. The multinational format of the IAPSTP courses provided each group of participants the opportunity for five days of interaction with their regional counterparts on port and cargo security issues of mutual concern. As a result, insightful recommendations were developed for follow-on activities through regional cooperative initiatives. The recommendations are an important product of the training and constitute a transfer of technical information and expertise to the participants as well as an enhancement to Western Hemispheric international relations. Many of the recommendations are relevant to the goals and objectives of existing multilateral initiatives involving the United States and the other OAS member countries. For example, by focusing the emphasis of near-term activities on the Caribbean sub region, security elements of the principles contained in the 1997 Bridgetown Accord can be further advanced, resulting in multilateral mutual benefits and precedence for wider regional agreement.

Concentrated government efforts attempt to combat cargo-related crimes; however, organized criminal activity continues to grow in both frequency and consequence. Increasing violence and criminal penetration of transportation operations and technologies significantly compromise the U.S. transportation infrastructure.[...] This report represents the results of research, interviews and on-site evaluations conducted to identify the issues related to security of cargo terminals to theft, smuggling, and other illegal activity. This report also provides industry best security practices for eliminating, mitigating, and controlling identified concerns within the security framework of cargo transportation. In keeping with the transportation infrastructure assurance philosophy, this report is not organized by mode (truck, rail, maritime, and pipeline), but rather provides an integrated discussion of all modes using cargo terminals with a special focus on intermodalism."

  "The Strategic Plan for Region III builds upon the existing FTA Strategic Plan. It establishes a performance plan of action for the region that it will pursue for the period 1999 through 2002. The Plan is time-consistent with the FTA Plan and implements the Vision Statement, People Moving People Into America's Future, at a regional level. In order to develop the Region III Strategic Plan, all 21 staff members joined one of five working groups established to coincide with the five FTA strategic goals listed below. Prior to the commencement of work by the teams, a strategic plan training session was conducted. Following the training each team began working on its specific strategic goal. Over a period of weeks the teams met regularly to develop performance goals and performance measures for each outcome goal. The teams deliberated until a consensus was reached. What is presented herein is the successful culmination of that effort."
