Designation of Caucasus Emirate [May 26, 2011]
"The Secretary of State has designated North Caucasus-based Caucasus Emirate (Imarat Kavkaz, IK) under Presidential Executive Order 13224, which targets terrorists and those providing support to terrorists, terrorist organizations or acts of terrorism. This action will help stem the flow of financial and other assistance to the group. Imarat Kavkaz uses bombings, shootings and attempted assassinations to provoke a revolution and expel the Russian government from the North Caucasus region."

Foreign Terrorist Organizations [May 19, 2011]
"Foreign Terrorist Organizations (FTOs) are foreign organizations that are designated by the Secretary of State in accordance with section 219 of the Immigration and Nationality Act (INA), as amended. FTO designations play a critical role in our fight against terrorism and are an effective means of curtailing support for terrorist activities and pressuring groups to get out of the terrorism business." This release includes a list (effective May 19, 2011) of 48 groups and/or movements which the United States Government has deemed to be terrorist organizations.

This factsheet presents the list, identification, designation, legal criteria, and other effects of Terrorist Exclusion List. From the Factsheet: "Section 411 of the USA Patriot Act of 2001 (8 U.S.C. § 1182) authorized the Secretary of State, in consultation with or upon the request of the Attorney General, to designate terrorist organizations for immigration purposes. This authority is known as the 'Terrorist Exclusion List (TEL)' authority. A TEL designation bolsters homeland security efforts by facilitating the USG's ability to exclude aliens associated with entities on the TEL from entering the United States."
