  From the Overview: "The purpose of the Enhanced Collaborative Model To Combat Human Trafficking program is to support the development and enhancement of multidisciplinary human trafficking task forces that implement collaborative approaches to combating all forms of human trafficking within the United States--sex trafficking and labor trafficking--of foreign nationals and U.S. citizens (of all sexes and ages). The U.S. Department of Justice, Office of Justice Programs, Office for Victims of Crime (OVC) and Bureau of Justice Assistance (BJA) intend for funding through this fiscal year (FY) 2017 program to enhance the effectiveness of multidisciplinary task forces that are implementing victim-centered and coordinated approaches to identify victims of all types of human trafficking, address the individualized needs of victims through quality services, and investigate and prosecute sex and labor trafficking cases at the local, state, tribal, and federal levels."

  "Human trafficking is one of the greatest issues the world faces today, and cases today are typically based in historical trauma. Native communities know this especially to be true. It is no secret that ever since European settlers arrived and encroached upon Native lands, Native individuals have been trafficked. Today, many reservations attract outside visitors who would solicit trafficked victims, especially with the rise of casinos. It is ultimately up to the community to recognize the signs, and to take what steps they can to help remedy this dire issue. In this resource, you will learn some of the common signs of a trafficked victim and what you can do to help. There is also some information that can be used and shared to prevent becoming a victim in the first place. While it is the responsibility of law enforcement to apprehend those who perpetuate human trafficking activities, it is the moral responsibility of all people to report a situation if they feel like someone is being trafficked."

• Adaptation and Evaluation of Video Games to Reduce Sexual Violence on Campus

  "During the fall of 2014, Prevention Innovations Research Center Directors, Sharyn Potter and Jane Stapleton, were awarded funding from the National Institute of Justice to develop a video game that could teach college students how to identify and intervene in situations where sexual violence is occurring or has the potential to occur. Over the course of 11 months, and with the help of undergraduate students from a variety of majors, two video games were conceptualized: (1) an adventure game and (2) a multiplayer trivia game to act as a precursor to the adventure game. Prototypes for the two games were then designed and tested between Fall 2015 and Fall 2017. During this period, approximately 738 undergraduate participants were involved in various aspects of the game testing, including providing focus group feedback and participating in a pilot study consisting of a pretest, posttest, and follow-up survey. Student input was invaluable to the success of the game prototypes. With participants' help, we concluded that gameplay shows promise as an effective way to introduce the concept of bystander intervention and increase bystander attitudes and efficacy in situations of sexual and relationship violence and stalking for first-year college students."

  "Emergency Planning for Juvenile Justice Residential Facilities provides information about how facilities can ensure that youth receive the supports and services they require as they experience the disruptions that emergencies inevitably cause. This document emphasizes the importance of ongoing communication and collaboration with community partners in the emergency planning process. In addition, facilities are encouraged to prepare for all emergencies that may affect their geographical area--for everything from a fire in a building to a major flood, earthquake, or hurricane that impacts the surrounding region. The emergency management cycle encompasses four interdependent phases: prevention/mitigation, preparedness, response, and recovery. Prevention/ mitigation measures create a safer environment and facilitate recovery from later emergencies by reducing the risk of serious damage. Preparedness in the form of drills and exercises helps ensure an effective and efficient emergency response. During the recovery phase, careful assessments of what worked and what did not contribute to improved preparedness for subsequent emergencies. All phases are vital elements in the emergency management cycle. This publication provides key principles and recommendations, but it is not overly prescriptive. Emergency planners inevitably will need to adapt these guidelines to the particular requirements of their facilities. This document is targeted to state, county, and local juvenile justice authorities charged with the custodial care and supervision of youth in the juvenile justice system, with particular focus on those authorities who oversee residential treatment and correctional and detention facilities that house juveniles via court-ordered placements. The principles outlined in this document may also apply to emergency planning for youth in out-of-home placement. The document is divided into 12 sections. Section 1 provides an overview of the planning process and provides information about forming a planning team; assessing the facility's preparedness; analyzing courses of action; and writing, approving, disseminating, exercising, and updating the plan. Sections 2--12 provide an indepth look at key issues juvenile justice residential facilities may want to consider as they write or update their plans. These issues include emergency preparedness training for staff; the protection of critical infrastructure; protocols for communication with families, other agencies, and the public; and effective emergency medical care and mental health services. An extensive list of references and resources at the end of the document provides additional sources of information about how to best prepare for, respond to, and recover from emergencies."

  From the Executive Summary: "In recent years, technological innovation has continually shaped law enforcement, from less-lethal devices (e.g., TASER) and forensic evidence to advanced crime analysis. The most recent technological innovation that may redefine policing is officer body-worn camera systems. The technology has received considerable attention in the media and among policing officials. For example, in her August 2013 ruling that declared the New York Police Department's (NYPD) stop, question, and frisk program unconstitutional, Judge Shira Scheindlin included body-worn cameras as part of the judicial order. On September 11, 2013, the Police Executive Research Forum (PERF) held a conference on the technology. Although advocates and critics have made numerous claims regarding body-worn cameras, there have been few balanced discussions of the benefits and problems associated with the technology and even fewer discussions of the empirical evidence supporting or refuting those claims. This publication provides a review of the available evidence on officer body-worn cameras. The goal is to provide a comprehensive resource that will help law enforcement agencies to understand the factors they should consider to make informed decisions regarding the adoption of body-worn camera technology."

  This document is referenced in an October 26, 2012 from the American Civil Liberties Union (ACLU) to the Privacy and Civil Liberties Oversight Board (PCLOB) of the U.S. General Services Administration. The document specifically pertains to "program activities under the amended National Counterterrorism Center (NCTC) guidelines signed by Attorney General Eric Holder and Director of National Intelligence James Clapper in March 2012" which "authorize collection authorities on a scale not claimed since Congress de-funded the Total Information Awareness program." According to the ACLU letter to the PCLOB, "Under the original 2008 guidelines, NCTC, being an element of the intelligence community, was properly limited in its authority to collect and retain information about United States persons (American citizens and legal residents) who were not suspected of involvement with terrorism. If the NCTC collected information about US persons not related to terrorism, it was treated as a mistake that had to be identified and corrected by purging such information from NCTC databases within 180 days. This requirement served as a check on the NCTC's domestic activities, and a necessary protection of innocent Americans' privacy. Under the 2012 guidelines, however, NC TC can now intentionally collect non-terrorism related US person information , and that information can be 'retained and continually assessed' for five years. NCTC can now target any U.S. government databases for ingestion based simply on the NCTC Director's determination that it contains 'significant terrorism information,' which the guidelines do not define."   From the Background: "The COPS [U.S. Department of Justice Office of Community Oriented Policing Services] Office introduced the Tribal Resources Grant Program (TRGP) to Indian Country in FY1999. Since the program's inception, the COPS Office has dedicated more than $300 million to TRGP to hire and train community policing officers and purchase new equipment and technology. In FY2008, the COPS Office awarded the Fox Valley Technical College's National Criminal Justice Training Center (NCJTC) a cooperative agreement to provide training and technical assistance to the 75 tribes and agencies awarded TRGP funds that year. NCJTC helped these tribes and agencies enhance community policing by providing the Tribal Community Police Problem-Solving (TTEAMS) training and technical assistance in community policing and other public safety issues. [...] The two-day TTEAMS training course is intended to strengthen relationships between the community and tribal law enforcement agencies. Designed specifically for Indian Country by Native American community policing practitioners, the training brings together tribal leaders, youth, and elders as well as representatives from criminal justice agencies, local governments, social service agencies, educational organizations, and the community. "The United States uses two national data collection systems to track detailed information on homicides: the Federal Bureau of Investigation's Supplementary Homicide Reports and the Centers for Disease Control and Prevention's Fatal Injury Reports. Both measures were developed as part of a federal effort to improve national statistical systems in the early twentieth century and have gone through a number of changes since then to improve their consistency and coverage. Each program provides valuable information on the nature, trends, and patterns of homicides in the United States. Although the two measures generally capture information on the same types of events, they are designed for distinct purposes and collect different types of information. In combination, however, they produce a fairly comprehensive understanding of homicide, the most serious form of violence."

The purpose of this handbook is to: (1) Provide an overview of criminal and epidemiological investigational procedures and methodologies for a response to a bioterrorism incident; (2) Enhance the appreciation and understanding of each discipline's expertise by all parties; and (3) Identify challenges to sharing information and provide potential solutions that may be adapted to meet the needs of the various agencies and jurisdictions throughout the United States. Law enforcement and public health officials are encouraged to read the entire handbook and not limit their review to just their respective sections. It is important to take the time to understand the different goals and needs of the other organization before an event occurs. Doing so will enable law enforcement and public health personnel to effectively respond in a coordinated manner during a bioterrorism incident. While both disciplines have varying objectives and protocols, both public health and law enforcement ultimately share two common concerns: (1) Early identification of the criminal event or public health emergency; and (2) Protecting public health and public safety. Even with these common concerns, each discipline may be hesitant to share information because of actual or perceived limitations or barriers. Many police engaged in community policing want to know 'how we're doing' from the citizens' perspective. Community surveys provide descriptive information that goes beyond the traditional measures of police workload, arrest activity, reported offenses, and calls for service. Besides, since community police officers are trying to be responsive to community concerns, any complete measure of success would have to include asking the members of the community themselves. Community surveys at a city-wide or county-wide level can be designed to provide police with reliable feedback from citizens about perceptions of police performance. This can happen to anyone who has had COVID-19, even if the initial illness was mild. People with this condition are sometimes called 'long-haulers.' This condition is known as 'long COVID.' [...] This guidance explains that long COVID can be a disability under Titles II (state and local government) and III (public accommodations) of the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973 (Section 504), and Section 1557 of the Patient Protection and Affordable Care Act (Section 1557). Each of these federal laws protects people with disabilities from discrimination. This guidance also provides resources for additional information and best practices.   From the Introduction: "Each year, about 600,000 people in the United States enter prisons; and at the same time, people are sent to jails across our country over 10 million times per year. Individuals returning to their communities after a term of imprisonment face a number of barriers to success, including housing insecurity, inability to access health care, food insecurity, and barriers to education and employment. These longstanding barriers were exacerbated during the COVID-19 [coronavirus disease 2019] pandemic and compounded by additional hurdles, including limited access to government and community-based services and support. Yet, despite the pandemic's tragic toll, new resources and creative solutions emerged, providing innovative approaches to combating barriers to reentry and to assisting justice system-impacted individuals. This report represents the efforts of six federal agencies, joined in collaboration with the Department of Justice, to study the impact of COVID-19 on longstanding barriers to reentry, to review efforts taken to ease those barriers, and to collaborate on efforts to improve successful outcomes for those returning home after contact with the criminal legal system."

  From the Foreword: "As part of an administration-wide strategy to combat the rise in violent crime, in April 2021, President Biden and Attorney General Garland directed the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to issue a comprehensive report on firearms commerce and trafficking. [...] This volume presents and analyzes data collected by ATF and other federal agencies related to the manufacture, exportation, and importation of firearms. Between 2000 and 2020, the number of Gun Control Act (GCA) firearms and National Firearms Act (NFA) weapons that were domestically manufactured, exported by U.S. manufacturers, or imported into the U.S. increased by 187%, 240% and 350% respectively. This data illustrates the flow of new firearms into the domestic market over time which can help document trends and patterns in commerce. Trends in firearm commerce highlighted by this report include the pistol becoming the dominant firearm type manufactured and imported into the U.S. over the last decade, and an increase of 24,080% in annual manufacturing of short-barreled rifles in the period from 2000 to 2020. This volume analyzes technological developments that have occurred in the past 20 years. One of the most significant developments affecting lawful firearm commerce and law enforcement's ability to reduce illegal access to guns in this period has been the proliferation of privately made firearms (PMFs)."

  "During the past year, PNWER [Pacific NorthWest Economic Region] and WSFC [Washington State Fusion Center] staff polled hundreds of public and private sector regional stakeholder organizations through the use of surveys and stakeholder meetings to develop requirements for the CIKR [Critical Infrastructure/Key Resource] component of the WSFC. Initial work on the pilot project began with a kick-off meeting on June 19, 2008, with interested regional stakeholders attending. At this meeting the participants learned how the WSFC operates and is organized so they could offer input regarding how to best serve the broader stakeholder community. Work Group members subsequently convened via conference calls on July 19, August 5, and August 18. A broader stakeholder meeting was then held on September 5, 2008 to determine Pilot Project requirements."

  "Integrated justice systems and advancing information sharing technologies and initiatives enable state, local, tribal, and territorial (SLTT) justice or public safety agencies to collect, use, store, and share information more efficiently than ever before. These efficiencies, however, can be quickly undermined by misuse, unauthorized access, or the entity's failure to adhere to privacy, civil rights, and civil liberties laws, regulations, and policies. Headline-grabbing stories demonstrate that an entity's reputation and perceived effectiveness may depend, to a significant extent, on whether the entity has a sound privacy, civil rights, and civil liberties (privacy) policy and is following privacy protection best practices. Violations may damage the relationship between citizens and those sworn to protect them. Adopting a privacy policy is a positive and proactive step toward mitigating risks and preventing violations, but the policy alone is just a first step. To adequately ensure that the organization, its personnel, and the personally identifiable information (PII) it collects are managed in compliance with privacy laws and the entity's privacy policy, responsibility needs to be assigned for oversight and execution of these tasks. This role is traditionally performed by the agency's privacy officer, although the function is sometimes only one among many responsibilities that are performed by an individual staff member in smaller entities."

  "In order for there to be successful interfacing and cooperation between fusion centers and emergency operations centers (EOCs), a familiarity should be built with each other's roles and capabilities. In addition to understanding roles and capabilities, it is imperative that the two develop a solid relationship in order to effectively work together to achieve the objectives of each. The relationships forged between these two entities will allow them to have continuous, meaningful contacts which will enhance their ability to share information and intelligence regardless of the activation status of the EOC. Policies on how they will interact should grow out of mutual trust and respect, paving the way for effective operations in steady state and emergency operations. In addition to formalizing a relationship through development of a joint concept of operations, standard operating procedures should be created, reviewed and updated to define the roles of each entity on a daily basis and during periods of activation. Familiarization with and definition of the processes for information flow is only the beginning of the relationship. Both the fusion center and the EOC should make it a part of their concept of operations (CONOPS) and standard operating procedures (SOPs) to ensure continuous contact and exchange of information to improve public safety across the prevention, protection, response and recovery mission areas. This planning guide focuses on this critical partnership and the exchange of information between these entities."

  "The President's National Drug Control Strategy describes the Administration's strategic approach for reducing illicit drug use in the United States. The Administration's Synthetic Drug Control Strategy is a companion to the National Strategy. […].The Synthetics Strategy adheres to the following outline. Following this introduction, it describes the state of the illicit markets for methamphetamine and controlled substance prescription drugs, including progress made over the last several years. It then sets targets for reduced numbers in three principal categories: illicit methamphetamine use, domestic methamphetamine laboratories, and the illicit use of controlled substance prescription drugs. This portion explains the fundamental principles and insights guiding the Synthetics Strategy and describes how performance goals will be measured. Next, the document describes the strategy itself, explaining how, given the current state of the illicit synthetic drug market, the Administration will meet targets for use and production by the end of 2008. Here, both supply reduction and demand reduction activities are addressed for both methamphetamine use and controlled substance prescription drug abuse. Finally, the end of the document addresses the problem of responding to the aftermath of methamphetamine production. Improving our knowledge about the health and environmental consequences of methamphetamine labs is critically important toward improving the safety and security of Americans, including the children who are found in or near toxic laboratories."

  "Guidance for Building Communities of Trust(BCOT) focuses on developing relationships of trust between law enforcement, fusion centers, and the communities they serve, particularly immigrant and minority communities, so that the challenges of crime control and prevention of terrorism can be addressed. Lessons learned have been documented from a series of roundtable discussions held across the country in the past year between state and major urban area fusion centers, local law enforcement, and community advocates. The resulting Guidance provides advice and recommendations on how to initiate and sustain trusting relationships that support meaningful sharing of information, responsiveness to community concerns and priorities, and the reporting of suspicious activities. The importance for communities and law enforcement to build and maintain trusting relationships to prevent acts of crime and terrorism, is the overarching theme of this document."

  "In the United States, sex offender registration is conducted at the local level. The federal government does not have a system for directly registering sex offenders. Generally speaking, sex offenders in the United States are required to register with law enforcement in each state, locality, territory, or tribe within which they reside, work, or attend school. Each state has its own distinct sex offender registration and notification system. The District of Columbia and the five principal U.S. territories each have their own systems, as well, and an increasing number of federally-recognized Indian Tribes also have their own sex offender registration and notification systems. Every one of these systems has its own nuances and distinct features. Every jurisdiction (meaning each state, territory, or tribe) makes its own determinations about who will be required to register, what information those offenders must provide, which offenders will be posted on the jurisdiction's public registry website, and so forth. Even though sex offender registration itself is not directly administered by the federal government, the federal government is involved in sex offender registration and notification in a number of meaningful ways."

  From the Document: "Law enforcement officers face many hazards in the line of duty. Though injuries from assaults and vehicular accidents are the most obvious, stress, cardiovascular disease, depression, and suicide are also serious job-related risks. What's more, these problems are even more common than assaults and vehicular accidents and can have fatal consequences as well. In October 2017, the Officer Safety and Wellness Group met to address these concerns, focusing on three main topics: (1) emotional health and organizational wellness, (2) officer suicide, and (3) felonious assaults on officers. In addition to discussing current priorities, participants recommended a wide variety of steps to improve officer safety and wellness. Among them were changes in organizational culture to lessen the stigma surrounding emotional distress, event response protocols for suicides, strategies to strengthen emotional resilience, and improved data collection related to felonious assaults."

The Commission's observations and recommendations are contained in this report. The Commission recognizes that the problem of school violence is long-standing and complex and that there are certain limits to what the federal government can do. This Commission was not established to provide a single solution to this problem, nor did the Commissioners set out to mandate uniform policy to every community. In fact, it is our considered belief that doing so would prove counterproductive. There can be no 'one-size-fits-all' approach for an issue this complex. [...] In the pages that follow, the Commission makes recommendations that address multiple aspects of school safety. It does so based on the insights, experiences, and expertise of a wide range of individuals. The recommendations are predicated on the policies already working in state and local communities.
