• Civil Liberties Impact Assessment for the Interagency Threat Assessment and Coordination Group (ITACG)

  "The September 11, 2001 attacks spurred the United States to reexamine its defense, intelligence, and law enforcement priorities and structure. In its report issued July 2004, the Commission on Terrorist Attacks Upon the United States ('9/11 Commission') highlighted the threat of international terrorist groups and identified gaps in information sharing capabilities as a contributing factor in the Government's failure to prevent the attack. The President established the Interagency Threat Assessment and Coordination Group (ITACG) to address some of these gaps, and Congress subsequently codified the group's existence, creating an ITACG Detail and an ITACG Advisory Council […] This Impact Assessment assesses three ways by which ITACG activities could potentially affect individuals' rights. First, one or more Detail members might improperly rely on race, ethnicity, religion, or other suspect classifications to select a biased array of products for dissemination. Such decisions could cause State and local decision-makers, even those acting in good faith, to focus security measures on members of the groups improperly singled out. Second, a Detail member could improperly disseminate or disclose sensitive personal information, or inaccurate information relating to individuals mentioned in intelligence products, potentially causing serious and unwarranted harm to affected reputations, careers, or personal lives. Third, provision of intelligence information, which is frequently incomplete and inconclusive, to State and local entities unaccustomed to interpreting and using intelligence information could cause unintended and unproductive overreaction that undermines individual rights. These are real risks, and they warrant focused attention."

• Crime Against Persons with Disabilities, 2008-2010 - Statistical Tables

  "Persons age 12 or older who had disabilities experienced an estimated 567,000 nonfatal violent crimes in 2010 (table 1). This number represents a 25% decrease from 2009, when persons with disabilities experienced more than 753,000 nonfatal violent crimes. Nonfatal violent crimes include rape, sexual assault, robbery, aggravated assault, and simple assault. Between 2008 and 2009, no measurable difference occurred in the levels of violent crime against persons with disabilities. The findings in this report are based on the National Crime Victimization Survey (NCVS), a household survey that collects data on the civilian resident U.S. population (excluding those living in institutions). The NCVS defines disability as a sensory, physical, mental, or emotional condition lasting 6 months or longer and causing difficulty in activities of daily living."

  "The Aviation Operational Threat Response Plan (Plan) directs the coordination, as appropriate, of the United States Government operational response to terrorist, criminal, and hostile state threats to, or attacks against, the United States and its interests in the Air Domain. This Plan is part of an active, layered, aviation security and defense in-depth. This Plan enhances our existing capabilities by directing the coordination, collaboration, and integration of United States Government national-level agency command centers, which includes for the purposes of this plan, operations centers. It enhances our capability to achieve coordinated, unified, timely, and effective planning and mission accomplishment to counter those threats that require immediate aviation response actions. This Plan supports the strategic objectives listed in NSPD-47/HSPD-16. To execute the coordination requirements and response activities more effectively, this Plan directs lead and supporting Federal department and agency roles and responsibilities based on the following criteria: existing law, desired United States Government outcome, greatest potential impact of the threat, the response capabilities required, assets on-scene, and authority to act. This Plan directs immediate actions, generally short duration in nature, to counter the full range of airborne and ground-based aviation security threats. These threats include, but are not limited to, those identified in NSPD-47/HSPD-16: attacks using aircraft as weapons against ground-based targets; attacks against aircraft, including hijacking and air piracy; attacks using standoff weapons, including Man Portable Air Defense Systems (MANPADS) or weapons of mass destruction (WMD); and attacks against Aviation Transportation System (ATS) infrastructure."

  "The purpose of this report is to provide an overview of firearms commerce in the United States and the role of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in regulating firearms commodities. ATF is responsible for enforcing the Gun Control Act (GCA) of 1968, as amended. The GCA regulates the manufacture, importation, distribution, and sale of firearms, and it contains criminal provisions related to the illegal possession, use, or sale of firearms. ATF also administers the National Firearms Act (NFA), which requires the registration of certain weapons, such as machineguns and destructive devices, and imposes taxes on the making and transfer of those weapons. This edition contains information about domestic firearms manufacturing, as well as the importation and exportation of firearms. It also provides an update on certain ATF regulatory initiatives, including our collaboration with the firearms industry, to improve compliance with Federal firearms laws and to prevent the diversion of firearms to illegal markets. Further, it furnishes select data sets regarding domestic firearms manufacturing, and the importation and exportation of firearms. Part I contains information about domestic firearms manufacturing and the importation and exportation of firearms to provide a better understanding of the firearms market. Part II provides an overview of recent ATF regulatory program initiatives that focus and improve ATF's ability to conduct firearms inspections, ensure compliance, and foster communication and cooperation with the firearms industry. Part III describes how ATF's enforcement and regulatory missions work together to prevent the unlawful diversion of firearms into illegal markets. The appendix to this report presents a series of statistical tables containing the most up-to-date information available about the firearms industry and ATF's regulatory activities. Through these activities, ATF works to ensure compliance with Federal firearms laws and to prevent firearms from being diverted, either knowingly or unknowingly, to persons prohibited from possessing them."

  From the Introduction: "For the previous decade, topics on police stress and so-called job-related personal problems had received a great deal of attention in police journals and publicity in the general news media. A wide variety of psychological service functions had been emerging in law enforcement agencies around the country. Both public and private organizations had come into existance to address the police health and welfare issues which had been raised. [...] The 83 papers which were presented at the conference have been carefully edited by Supervisory Special Agent Reese and Dr. Goldstein and are presented here. They include a diversity of topics such as occupational stress and stress management, counseling and therapy, critical incidents, confidentiality issues, research, personnel selection and training, and various administrative issues. The commendatory efforts of these two men have produced an excellent document which can serve police administrators and mental health professionals alike as a ready reference for what is being done to maintain and improve the emotional well-being of police personnel throughout the country. I thank them and all the contributors for their creativity, dedication and hard work.   From the Overview of the October 2016 Meeting on Resilience: "The last several decades have seen a downward trend of violence against law enforcement officers; however, the threat of on-the-job injury or death is still real for officers nationwide. For example, vehicular accidents remain a persistent and high cause of officer deaths, but 2016 saw a noticeable uptick in the number of firearms-related officer fatalities compared to recent years. These realities--combined with the daily exposure to stress and trauma that result from working in a 24/7 profession that regularly requires officers to interact with people under some of the worst possible circumstances-- highlight that policing can be a dangerous and potentially life-threatening job. Work-related stress has been associated with a number of negative outcomes, most notably physical and mental health problems. However, such stress also can affect officers' families, colleagues, and, for officers who interact with the public on daily basis, the community. Stress can lead to poor decision making and increase mistakes, both of which may jeopardize the success of the mission and the safety of the public. To help address these issues, the COPS [Community Oriented Policing Services] Office and BJA [Bureau ofJustice Assistance] decided to focus the October 2016 OSW [Officer Safety and Wellness] Group meeting on how to develop and support resilient officers and agencies."

With a special emphasis on preparing peer support personnel, acclimating returning veterans, and training personnel in suicide prevention and intervention, faculty in these programs have had a broad exposure to sworn and civilian personnel and the opportunity to hear their comments, concerns, and suggestions about policy needs and gaps in this important area. This guide reflects those lessons learned in that time and, in particular, suggestions to fill gaps in current agency policies. This guide itself is divided into four primary components that should be incorporated in an effective stress management policy in a law enforcement agency: 1.   From the Document: "At yearend 2020, a total of 28 states and the Federal Bureau of Prisons (BOP) held 2,469 prisoners under sentence of death, which was 94 (4%) fewer than at yearend 2019. During 2020, the number of prisoners under sentence of death declined for the twentieth consecutive year. California (28%), Florida (14%), and Texas (8%) held half of the prisoners under sentence of death in the United States on December 31, 2020. The BOP held 51 prisoners under sentence of death at yearend. Five states and the BOP executed a total of 17 prisoners in 2020. The BOP executed 10 prisoners, which accounted for 59% of the executions carried out in 2020. This report presents statistics on persons who were under sentence of death in 2020, state and federal death penalty laws in 2020, and historical trends in executions. At yearend 2020, a total of 31 states and the federal government authorized the death penalty"

• NIJ Recidivism Forecasting Challenge: Contextualizing the Results

  From the Abstract: "The National Institute of Justice (NIJ) recently hosted the Fiscal Year 2021 Recidivism Forecasting Challenge. The primary aim of this research competition was to increase public safety and the fair administration of justice by improving the ability to forecast and understand the variables that impact the likelihood that an individual under parole supervision will recidivate. Entrants were provided with two datasets. The first was a training dataset of over 18,000 individuals released from prison to parole supervision in the state of Georgia during the period of January 1, 2013, through December 31, 2015. These data contained information about individuals' demographic characteristics, supervision case information, prison case information, prior criminal and community supervision history in the state of Georgia, activities for current supervision, and whether they recidivated in any of the three years after they began supervision."

• Interdisciplinary Approach to Addressing Violence: 'A Process Evaluation of the Minority Youth Violence Prevention Initiative'

  From the Overview: "[T]he Office of Minority Health (OMH) at the U.S. Department of Health and Human Services partnered with the Office of Community Oriented Policing Services (COPS Office) at the U.S. Department of Justice to create the Minority Youth Violence Prevention (MYVP) Initiative, which seeks to engage public health organizations, law enforcement agencies, schools, juvenile justice agencies, and community-based groups in an effort to curb violence and reduce disparities in access to public health. In 2014, OMH provided funding to nine sites across the country to administer violence prevention programming tailored to at-risk minority male youth. [...] The purpose of this process evaluation report is to document the activities implemented at each site, discuss challenges and lessons learned, and provide recommendations for future minority youth violence prevention programming. The current report provides a multisite synthesis of findings, lessons, and recommendations based on the first two and a half years of implementation (October 2014 through March 2017) at the nine original MYVP sites[.] [...] Findings were based on (1) multiple site visits involving in-depth interviews with staff and stakeholders and observations of meetings or events; (2) quarterly site implementation reports tracking quantitative program outputs; and (3) review of planning documents, program records, and other materials."

• Source and Use of Firearms Involved in Crimes: Survey of Prison Inmates, 2016

  From the Document: "Based on the 2016 Survey of Prison Inmates (SPI), about 1 in 5 (21%) of all state and federal prisoners reported that they had possessed or carried a firearm when they committed the offense for which they were serving time in prison. More than 1 in 8 (13%) of all prisoners had used a firearm by showing, pointing, or discharging it during the offense for which they were imprisoned. Fewer than 1 in 50 (less than 2%) of all prisoners had obtained a firearm from a retail source and possessed, carried, or used it during the offense for which they were imprisoned. An estimated 287,400 prisoners had possessed a firearm during their offense. Among these, more than half (56%) had either stolen it (6%), found it at the scene of the crime (7%), or obtained it of the street or from the underground market (43%). Most of the remainder (25%) had obtained it from a family member or friend, or as a gift. Seven percent had purchased it under their own name from a licensed firearm dealer."
