Clarifications on Tier I and Tier 2 Eligibility for the FY 2007 Intercity Bus Security Grant Program
"On January 9, 2007, the Department of Homeland Security (DHS) announced the availability of the FY 2007 Intercity Bus Security Grant Program (IBSGP). Eligible FY 2007 IBSGP applicants will be placed into one of two tiers. Both will be comprised of intercity bus systems that meet the minimum eligibility criteria included within the bullets on p. 5 of the FY 2007 IBSGP Guidance and Application Kit. Tier I will be comprised of the larger intercity bus systems in the country. The purpose of this Information Bulletin is to clarify the eligibility requirements for applying under Tier I or II."

"On January 9, 2007, the Department of Homeland Security (DHS) announced the availability of the FY 2007 IBSGP [Intercity Bus Security Grant Program]. Eligible FY 2007 IBSGP applicants will be placed into one of two tiers. Tier I will be comprised of the larger intercity bus systems in the country. Tier II will be comprised of intercity bus systems that meet the minimum eligibility requirements outlined in the FY 2007 IBSGP Guidance and Application Kit. The purpose of this Information Bulletin is to solicit specific information from prospective FY 2007 applicants that will allow the Department to identify bus companies eligible for Tier I."

FY 2007 Transit Security Grant Program (TSGP) - Eligible Ferry Systems
"The purpose of this Information Bulletin (IB) is to make two corrections in the 'FY 2007 Infrastructure Protection Program: Transit Security Grant Program: Ferry Security Supplemental'. These edits are found on page 6, Table 1, 'Eligible Ferry Systems and Regional Allocations'. The first correction affects the State of California, Greater Los Angeles Area. The table currently states that the eligible ferry system is 'Catalina Passenger Service' when it should instead read 'Catalina Express, Inc.' The second correction is found in the 'Region' column for the State of North Carolina. It currently lists 'Cape Hatteras/Cherry Branch/Cedar Island/Ocracoke'. The table should read 'All 14 terminals and ferries'."

FY 2006 Transit Security Grant Program - Tier 1
"This Information Bulletin applies to States with transit systems eligible under Tier I of the Fiscal Year (FY) 2006 Transit Security Grant Program (TSGP). The purpose of this Information Bulletin (IB) is to modify IB # 223 (Subject: FY 2006 Transit Security Grant Program - Tier 1), issued on October 20, 2006. The modification extends the amount of time that Tier 1 Ferry Systems have to submit drafts of their project plans to DHS for feedback."

Public Safety Interoperable Communications (PSIC) Grant Program
"On February 16, 2007, the Department of Homeland Security (DHS) Office of Grants and Training and the National Telecommunications and Information Administration (NTIA) signed a Memorandum of Understanding (MOU) that will have DHS administer the Public Safety Interoperable Communications (PSIC) Grant Program. The PSIC Grant Program will provide funding to qualified States and Territories in Fiscal Year (FY) 2007 to enable and enhance public safety agencies' interoperable communications capabilities. This program is being implemented by DHS and NTIA in accordance with the Deficit Reduction Act of 2005 and Call Home Act of 2006. DHS is providing this information in anticipation of the release of grant guidance in the coming months and issuance of grant awards by September 30, 2007, pursuant to the Call Home Act of 2006."

Focusing the Transit Security Grant Program on Security Training
"This information bulletin applies to Fiscal Year (FY) 2005, FY 2006, and FY 2007 Transit Security Grant Program (TSGP) funds for both Tier I and Tier II transit systems. Recent assessments and evaluations have highlighted the fact that security training for front-line employees of transit systems is a critical vulnerability that must be addressed as soon as possible. As such, transit systems that submit investment justifications for security training for front-line employees, including courses that train-the-trainer, will receive elevated priority, including expedited funding, in the FY 2007 TSGP for both Tier I and Tier II. The Department of Homeland Security (DHS) will also consider reprogramming requests for FY 2005, FY 2006, and FY 2007 grant awards."

Homeland Security Exercise and Evaluation Program Policy and Guidance Volumes
"The Department of Homeland Security (DHS) is pleased to announce that the 2007 editions of the Homeland Security Exercise and Evaluation Program (HSEEP) Policy and Guidance Volumes I-IV have been finalized and published. HSEEP is a capabilities and performance-based exercise program that provides a standardized policy, methodology, and terminology for the design, development, conduct, and evaluation of all exercises. The HSEEP volumes were initially developed in 2002; however, to increase the applicability and utilization of HSEEP among diverse entities, several revisions were made to the volumes over the past two years."

The following is taken from the report: "The Emergency Operations Center (EOC) Grant Program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, and interoperable Emergency Operations Centers (EOCs) with a focus on addressing identified deficiencies and needs. This program provides funding for construction or renovation of a state, local, or tribal governments' principal EOC. Fully capable emergency operations facilities at the state and local levels are an essential element of a comprehensive national emergency management system and are necessary to ensure continuity of operations and continuity of government in major disasters caused by any hazard."

FY 2006 Homeland Security Grant Program After Action Report
"The Homeland Security Grant Program (HSGP) is the Department of Homeland Security's (DHS) primary means of homeland security assistance to state and local communities. As such, HSGP is one of DHS' most important and visible mechanisms to manage national strategic risk. Fiscal Year (FY) 2006 marks the first HSGP grant cycle in which the Interim National Preparedness Goal is in place to identify National Priorities and guide the focus of state and local expenditures. This common planning framework, and the tools that support it, allows states and local communities to better understand our current level of preparedness, identify how prepared we need to be, and determine how to prioritize efforts to close the gap. In FY 2006, building on state and local partner feedback, DHS introduced a new funding approach that aligns HSGP resources with the National Priorities established by the Interim National Preparedness Goal. Grant allocations were based primarily on two factors: 1. analysis of relative risk to assets, populations, and geographic areas; and 2. analysis of the anticipated effectiveness of state and urban area grant proposals in addressing their identified homeland security needs. […] This After Action Report represents state and local feedback and suggestions, and should not be considered to represent DHS' formal review of the FY 2006 HSGP process."
