Technical Information Working Group Technical Note 2006-2: Narrowbanding
Interoperable Communications Technical Assistance Program (ICTAP) technical note on the, concept of narrowbanding. It provides an overview, of narrowbanding in the context of land mobile radio, technology and discusses relevant examples. The Federal Communications Commission (FCC) has mandated that local/state public safety agencies, operate voice systems in a narrowband channel (or its, equivalent) on channels below 512 MHz by January, 2013. This is an internal DHS ICTAP working paper.

Technical Information Working Group Technical Note 2005-1
This document is an Interoperable Communications Technical, Assistance Program (ICTAP) technical note on P25 standards., It provides an overview of P25 standards for ICTAP personnel, and covers recent developments from P25 steering committee, meetings in October and November. Also included is an attachment that discusses generically existing technologies, and future P25 plans for several ICTAP sites. This technical, note will be updated periodically. Domestic Preparedness Equipment Technical Assistance Program
"The U.S. Department of Homeland Security (DHS) Office of Grants and Training (G&T), has established the Domestic Preparedness Equipment Technical Assistance Program (DPETAP), a comprehensive, National, technical assistance program for emergency responders. DPETAP was developed in partnership with the United States Army's Pine Bluff Arsenal, the center of expertise for chemical and biological defensive equipment production and support for the U.S. Department of Defense. DPETAP provides on-site technical assistance and training to assist emergency responders to better choose, operate, and maintain their chemical, biological, radiological, nuclear, and explosive (CBRNE) detection and response equipment. Training is provided by DPETAP Mobile Technical Assistance Teams at no cost to the jurisdiction. These teams provide detailed technical information and hands-on equipment operation and maintenance training. DPETAP offers--at no cost to the user--46 courses and practical exercises ranging from one hour to 16 hours in length."

Equipment Purchase Assistance Program
"The U.S. Department of Homeland Security (DHS) Office of Grants and Training (G&T), has entered into an agreement with the Defense Logistics Agency (DLA), and the Defense Supply Center Philadelphia (DSCP), to provide State, local, and tribal grant recipients with the option to use a streamlined procurement process that is available through the DSCP Fire and Emergency Services Prime Vendor Program. The Equipment Purchase Assistance Program (EPAP) allows State, local, and tribal recipients of G&T grant funding to utilize DSCP prime vendors to expedite the procurement of equipment and associated supplies, services, and training."

"Under the FY 2006 HSGP [Homeland Security Grant Program], State Homeland Security Program (SHSP), Law Enforcement Terrorism Prevention Program (LETPP), and Urban Areas Security Initiative (UASI) funds will be awarded through a competitive process. To promote fairness and equity among applicants, the Office of Grants and Training (G&T) (formerly the Office of State and Local Government Coordination and Preparedness) has provided guidelines to staff on responding to inquiries about two key application submissions required as part of the FY 2006 HSGP process: the Program and Capability Enhancement Plan and the Investment Justification. Use of FY 2004 and 2005 Homeland Security Grant Program (HSGP) Funds in Support of the 2006 Hurricane Preparedness Exercises
"In accordance with Secretary Chertoff's March 1, 2006 letter to the Governors of each of the nation's coastal states from Maine to Texas, the Department of Homeland Security (DHS) Preparedness Directorate's Office of Grants and Training (G&T) is sponsoring five Hurricane Preparedness Exercises in advance of the 2006 hurricane season. These exercises are designed to increase the preparedness of Eastern Seaboard and Gulf Coast States for the 2006 hurricane season that begins on June 1, 2006. Also, as indicated in the March 1 letter, G&T is updating the FY 2004 and 2005 HSGP [Homeland Security Grant Program] grant guidance to provide the flexibility needed for full state and urban area involvement in these important and time-sensitive exercises."

Fiscal Year 2006 Competitive Training Grants Program (CTGP)
"The Department of Homeland Security (DHS), Preparedness Directorate's Office of Grants and Training (G&T) is pleased to announce the release of the Fiscal Year 2006 Competitive Training Grants Program (CTGP) Solicitation for Concept Papers. The CTGP solicitation will provide funding for national preparedness training initiatives that further the DHS mission of preparing the nation to prevent, protect against, respond to, and recover from incidents of terrorism involving weapons of mass destruction or catastrophic events. DHS is inviting applicants to submit concept papers providing a proposed program overview based on one of seven issue areas as outlined in the solicitation. Temporary Suspension of Direct Exercise Support
"At the direction of DHS Secretary Chertoff, the Preparedness Directorate's Office of Grants and Training (G&T) is providing direct support for two major exercise initiatives designed to address pressing national priorities: the Hurricane Preparedness Exercises (HPE) under way in five regions along the Gulf and East Coasts, and 75 full-scale exercises in states and urban areas to validate tactical interoperable communications plans (TICP). The HPE began in May and will continue through June. The TICP exercises also will begin this month and continue through September 30, 2006. Due to the large number and abbreviated timelines for these two exercise priorities, G&T's Training and Exercise Division must refocus resources and exercise support teams on these priority initiatives. For this reason, G&T is temporarily suspending all new requests for direct exercise support. Jurisdictions that have already been approved for direct exercise support will not be affected by this suspension; the planning and execution of your exercise will continue as scheduled. Requests for direct support submitted after dissemination of this Information Bulletin will be held until further notice, reviewed in the order in which they are received, and approved based on the availability of resources."

2006 G&T National Conference - Save the Date
"I am delighted to announce the Department of Homeland Security's Office of Grants and Training (G&T) 2006 National Conference -- 'A Partnership for Preparedness'. The 2006 G&T National Conference will be held in Washington, D.C. on November 28-30, 2006. The conference will offer sessions on a multitude of topics throughout its duration. Topics will include the National Homeland Security Priorities and issues specific to our state, local, regional, and private sector homeland security partners. We anticipate the conference will wrap up by early afternoon on the final day. A formal invitation will be sent under separate cover shortly and will provide conference details including registration, travel, and hotel arrangements. Please note that, due to the scope of the National Conference, invitations will be extended to a limited number of representatives from each key group, area, and state. Using State Homeland Security Program (SHSP) Funding for REAL ID Implementation
"On May 11, 2005, the Real ID Act was passed by Congress, creating national standards for issuance of State drivers' licenses and identification cards. The Act established a compliance deadline for all States of May 11, 2008 (or at such date for implementation approved by the Secretary), after which States are to meet certain standards, procedures, and requirements before State-issued drivers' licenses and identification cards can be accepted as valid identification by the Federal government. The U.S. Department of Homeland Security is currently working to finalize the rules governing REAL ID compliance. The publication of these rules will establish and clarify requirements for compliance."

Guidelines on Preparedness Officer Engagement and Mid-Term Review Process for the Fiscal Year (FY) 2007 Homeland Security Grant Program (HSGP) Application Period
"In December 2005, the Office of Grants and Training (G&T) issued Information Bulletin No. 199 responding to inquiries related to developing an Investment Justification as part of the FY 2006 HSGP [Homeland Security Grant Program] application process. These guidelines are being updated and clarified for FY 2007 based on extensive feedback to empower Preparedness Officers to engage in the investment planning process with States and Urban Areas. The Secretary directed G&T to provide support to States and Urban Areas during the FY 2007 HSGP application period to include an optional midterm review in developing their respective Investment Justifications. The review will allow States, Urban Areas, and G&T to anticipate potential issues with submissions and develop corrective action plans prior to the application deadline. This Information Bulletin serves to communicate this guidance to grantees."
