Creation of a State and Local Program Management Division
"State Administrative Agencies (SAA) are encouraged to apply for Fiscal Year 2000/2001 domestic preparedness funding as soon as possible following notification by the Office for Domestic Preparedness (ODP) that their state's Three-Year Domestic Preparedness Strategic Plan has been approved. Additionally, the Application Kit for Fiscal Year 2002 funding will be forthcoming shortly. ODP will ensure that it is provided to all SAAs as soon as it becomes available, and encourages SAAs to apply for funding as soon as possible."

Domestic Preparedness Program After Action Report: Chemical Weapons Full-Scale Exercise 056
This after-action report is from a federally sponsored Domestic Preparedness Program exercise. In this scenario, a device filled with the chemical, nerve agent Sarin detonated inside the food court adjacent to the theater stage during a morning event at an outdoor theater. The purpose of publishing this report was to document effectiveness, and overall exercise performance. As such, this report is tangible evidence of local, state, and federal program partnership.

"As part of the federal program, the sponsored agency sponsored exercise, Domestic Preparedness--city was conducted in spring. The exercise was an opportunity for the city to discuss the manner in which they would organize and execute their response to a chemical weapons of mass destruction (WMD) event. The overarching objective was for various local, state, and federal elements to meet and coordinate, in the context of a hypothetical scenario, the synchronization of their various capabilities into one comprehensive response."

Domestic Preparedness Program After Action Report: Chemical Weapons Tabletop Exercise 109
"This After-Action Report (AAR) was produced with the help, advice, and assistance of EXERCISE participants from many local, State, and Federal departments and agencies. The purpose of publishing an AAR is to document effectiveness and overall exercise performance. As such, this report is tangible evidence of our local, State, and Federal Domestic Emergency Preparedness Program partnership. It serves as a compendium of lessons learned, outlines necessary corrective actions, and provides the basis for planning future exercises. This and subsequent exercise AARs will contribute to improving our response, responder training, exercises and preparedness testing, and the provision of expert assistance. Exercises serve as 'final accountability' for our collective preparedness. Exercise evaluation, such as this report, documents our readiness and maps our plans for improvement. The Domestic Emergency Preparedness is committed to providing program participants with accurate and comprehensive evaluation and analysis of training and exercises."

Job Aids for the Data Analysis Tool and Jurisdiction Prioritization Tool
"The Office for State and Local Domestic Preparedness Support (OSLDPS) recently announced the activation of two new capabilities within the On-Line Data Collection Tool. These new features are intended to assist states in using their assessment data to develop the required Three- Year Statewide Domestic Preparedness Strategies. These enhancements include a Data Analysis Tool and a Jurisdiction Prioritization Tool. To assist states in maximizing these capabilities, OSLDPS has developed job aids for each. A copy of both job aids is attached to this information bulletin."

First Responder Equipment Purchase Program, Defense Logistics Agency
"I am pleased to take this opportunity to provide OSLDPS equipment grant recipients with additional information about the First Responder Equipment Purchase Program announced in OSLDPS Information Bulletin #13. Please find enclosed detailed information regarding procurement procedures and contact listings for this important program. This joint effort between the Office for State and Local Domestic Preparedness Support (OSLDPS) and the Defense Logistics Agency (DLA) provides an alternative method of equipment procurement for OSLDPS grantees. Through this program, State, county, and municipal grant recipients can procure basic defensive equipment for first responders through the DLA Defense Supply Center Philadelphia (DSCP), potentially saving valuable time and money compared to typical procurement methods. We highly encourage all grantees to review the enclosed material and contact your DLA regional representative to discuss the numerous benefits of this program."

Information Bulletin: Bioterrorism Preparedness Planning Assistance from Local Emergency Planning Committees (LEPCs) and State Emergency Response Commissions (SERCs) to Public Health Departments
This National Domestic Preparedness Office bulletin "expand[s] the NDPO's support for [Local Emergency Planning Committees] to include their participation in the formulation of statewide and regional preparedness and response plans developed by State and local health departments for bioterrorism." It also includes a description of how SECRs and LEPCs can respond to potential biological WMD attacks.

This, along with the Chemical Weapons Tabletop Exercise (CWTTX) and Chemical Weapons Full-Scale Exercise (CWFSE) AARs, will contribute to improving response, responder training, exercise and preparedness testing, and the provision of expert assistance. Exercises serve as 'final accountability' of collective preparedness. Exercise evaluation, such as this report, documents readiness and recommends plans for improvement. The DPP is committed to giving program participants an accurate analysis of the training and exercises. The Domestic Preparedness exercise series is provided under the authority and funding of the FEDERAL PROGRAM. The exercise program includes one chemical and one biological terrorism tabletop and a chemical full-scale exercise. These activities build on and reinforce the training provided to first responders and the medical community by allowing them to test their plans, procedures, and training. Program participants are encouraged to provide input relating to exercise design, conduct, and analysis to the Director, Exercise and Evaluation Division, Office for Domestic Preparedness."

State Homeland Security Assessment and Strategy Program: Urban Area Homeland Security Strategy, Administrator Handbook
"The Urban Area Homeland Security Strategy is designed to provide a blueprint for comprehensive planning for homeland security efforts, as well as the for the use of related federal, state, local, and private resources within the urban area before, during, and after WMD terrorism events. All information requested for the completion of the urban area assessment is designed for use in the development of the Urban Area Homeland Security Strategy. The Urban Area Homeland Security Strategy provides the urban area with an opportunity to develop their urban area plan for applying resources to improve their preparedness and response to WMD terrorism events. The Urban Area Homeland Security Strategy will address the scope, nature, and extent of the challenge faced by emergency responders and explain the urban area's strategy for utilizing urban planning, organization, equipment, training, and exercise resources as well as any other resources available that will enhance efforts to increase prevention and response capabilities."

State Homeland Security Assessment and Strategy Program: Urban Area Jurisdiction Handbook
"The U.S. Department of Homeland Security (DHS), Office for Domestic Preparedness (ODP) has refined the State Homeland Security Assessment and Strategy (SHSAS) process that was originally established in Fiscal Year (FY) 1999 to assess threats, vulnerabilities, capabilities, and needs related to preparedness for weapons of mass destruction terrorism incidents at the state and local level. The FY 2003 ODP SHSAS process will allow state and local urban area jurisdictions to update their assessment data to reflect post-September 11, 2001, realities, as well as to identify progress on the priorities outlined in their initial homeland security strategies. As identified in the National Strategy for Homeland Security, the challenge in securing the nation from terrorist attacks is 'to develop interconnected and complementary systems that are reinforcing rather than duplicative and that ensure essential requirements are met.'"
