Major Hurricanes: Potential Health and Medical Implications [Updated March 2022]
From the Document: "This ASPR TRACIE [Assistant Secretary for Preparedness and Response Technical Resources, Assistance Center, and Information Exchange] resource was developed to provide a short overview of the potential significant health and medical response and recovery needs facing hurricane- and severe storm-affected areas, based on past experience and lessons learned from Hurricanes Katrina, Sandy, Harvey, Maria, and others. The list of considerations is not exhaustive but does reflect a thorough environmental scan of publications and resources available on past storm response and anecdotal information from first responders who were on scene. The intent of the document is to aid the 'ESF [Emergency Support Function]-8 Family' in thinking through the different potential problems that may present as Requests for Assistance and unmet needs. Our hope is that this document can aid readers in anticipating some of these potential issues to either avoid them or be ready to respond to them as needed. Those faced with leading the response and recovery from a hurricane may use this document as a reference, while simultaneously focusing on the actual assessments and issues specific to their communities and the unmet needs as they develop."

From the Foreword: "One year ago, President Joseph R. Biden issued Executive Order (EO) 14017, 'On America's Supply Chains.' In response to EO 14017, the Department of Health and Human Services is proud to report what it has done to help make our public health supply chain and industrial base more resilient, diverse, and secure. This report identifies the successes and practical strategies that HHS is implementing to further the U.S. Government's goals for America's public health supply chain and industrial base. Despite these great strides towards a more resilient public health supply chain, challenges remain. The actions outlined in this report ensure the U.S. is better prepared for the next public health emergency. We look forward to working towards a stronger and more resilient public health supply chain and industrial base so we can better protect the health of the Nation during public health emergencies."

Healthcare Provider Shortages: Resources and Strategies for Meeting Demand
From the Document: "Staff shortages have been a primary challenge in the management of patient surge during the COVID-19 [coronavirus disease 2019] pandemic and other disasters. Healthcare providers may become ill, family concerns may decrease the ability of staff to work extra hours, school closures may inhibit staff from performing normal duties, and physical and emotional fatigue causes burnout. Many healthcare workers are reducing hours, leaving the field, or taking contract jobs, further depleting the workforce, and increasing the stressors on remaining employees. In a recent survey of leaders from 100 large and private sector hospitals, nearly half of respondents had to reduce inpatient capacity due to nursing shortages. Ongoing and close coordination with local, county, state, territorial, and tribal public health agencies, and coordination among healthcare facilities to ensure staffing remains at functional levels are vital throughout the course of the COVID-19 pandemic and other disasters."

National Strategy for a Resilient Public Health Supply Chain
From the Foreword: "The Coronavirus Disease 2019 (COVID-19) pandemic has illustrated the devastating effects that a global pandemic can have on all facets of our society. We must do better to prepare for and respond to future pandemics and biological incidents. This work includes creating a more resilient and sustainable public health supply chain--encompassing drugs, biological products, medical devices, personal protective equipment, and ancillary supplies--to ensure all Americans have access to critical supplies and effective health care. Doing so is essential to maintaining the national health security of the United States. Per Executive Order (EO) 14001, 'On a Sustainable Public Health Supply Chain,' the enclosed public health supply chain resilience strategy aims to design, build, and sustain a long-term capability in the United States to manufacture supplies for future pandemics and biological threats. The strategy outlines the vision, goals, and objectives for a resilient public health supply chain, and the path for implementation. It was developed in coordination and collaboration among the Departments of Health and Human Services, Defense, Homeland Security, Commerce, State, and Veterans Affairs, and the White House Office of the COVID-19 Response. We look forward to continuing the work to execute this strategy so we can systematically protect the health and security of Americans by maintaining a public health supply chain that is resilient against disruptions from pandemics and other biological threats. Together, we can ensure that the United States is moving forward to a more brilliant future."

Health Promotion to Enhance Healthcare Worker Performance During COVID-19

Preventing and Addressing Moral Injury Affecting Healthcare Workers During the COVID-19 Pandemic: Behavioral Health Guidance and Resources
From the Document: "Moral injury (sometimes known as moral distress) refers to the psychological, behavioral, social, and/or spiritual distress experienced by individuals who are performing or exposed to actions that contradict their moral values. Frontline healthcare workers may be at higher risk for moral injury during the COVID-19 [coronavirus disease 2019] pandemic because limited resource availability restricts their ability to provide the normal standard of care. Additionally, some healthcare workers may need to isolate at home due to COVID-19 symptoms and may unknowingly transmit the virus to a loved one. Healthcare workers who are isolated and/or quarantined are not able to return to work immediately, and this may produce guilt, shame, anger, or feelings of betrayal. This document is intended to support healthcare workers in identifying and preventing moral injury and providing support for those affected. This guidance may be adapted to meet individual needs and situational considerations."

The SitMan provides a hypothetical scenario that depicts numbers of confirmed COVID-19 cases and deaths at the state, regional, and national levels over a period of 40 days and prompts participants to discuss how fatality management operations may evolve as the pandemic progresses."
