From the Document: "Testing is a key component for Iowa's plan to recover from the pandemic. Iowa has strived to increase testing capacity since the pandemic arrived here in February 2020. Supply shortages from multiple manufacturers has forced the lab to be able to test for SARS-CoV-2 [severe acute respiratory syndrome coronavirus 2] on multiple platforms. The State Hygienic Laboratory (SHL) provides approximately 50% of all the testing performed in Iowa. At this point approximately, 1 in 32 Iowans have been tested and SHL has performed over 45,000 tests. To reach a goal of at least 66,000 tests performed each month by SHL and ramping up to 99,000 tests performed each month, SHL will need to add staff, supplies and equipment and to restructure where testing is performed to meet the needs of Iowa."

From the Document: "The State of Washington has approximately 7.6M residents. The priorities for testing are tiered and range from testing persons who are symptomatic, contacts of persons testing positive, persons in congregate settings where there has been one or more positive cases, testing of asymptomatic groups at highest risk of severe illness (e.g. those in long term care settings), and essential workers, including: first responders, health care workers, agricultural workers, and grocery store workers. It is also a priority for the state to work with stakeholders and community members to effectively outreach to and test traditionally marginalized groups, including but not limited to: people experiencing homelessness, people of color, members of tribal nations, Latinx people and those with disabilities. To meet a minimum of testing 2% of the population monthly, 5,000 persons need to be tested daily. Testing numbers in Washington have slowly increased as specimen collection supplies and PPE [personal protective equipment] have become more available."

From the Document: "Wisconsin's testing strategy is that all Wisconsinites who need a COVID-19 [coronavirus disease 2019] test should have access to a test. The goal is to establish a sustainable testing infrastructure within all Wisconsin communities, sufficient to ensure all persons who are symptomatic have timely access to testing. It should build and support local capacity to ensure effective and timely public health investigations and ensure that individuals who test positive have the appropriate supports for safe isolation. Particularly as Wisconsin reopens, we anticipate a higher rate of infection and project a demand for more testing. This will allow individuals who are infected and contagious to isolate. Testing is provided free of charge to all individuals. In addition to individuals experiencing any symptom of COVID-19, even mild symptoms, DHS encourages testing for some individuals without symptoms who are prioritized by health departments or clinicians, for any reason, including: public health monitoring, sentinel surveillance, or screening of other asymptomatic individuals according to state and local plans."

From the Document: "Due to the relatively small population base, approximately 105,000 persons, all symptomatic cases and their contacts have been able to be tested with support from CDC [Centers for Disease Control and Prevention]. More recently this is entirewly [sic] being conducted locally. These supplies have been difficult to obtain but the DOH [Department of Health] has 5000 tests currently on hand and will work closely with Hologic and the Federal Government to procure additional supplies as warranted by testing demand. At current testing rates these supplies are likely to last up to 90 days. The expected testing demand in USVI [U.S. Virgin Islands] to maintain testing of all symptomatic cases and contacts is extremely low in comparison to other jurisdictions. The DOH also has the capacity to perform Hologic Fusion testing, which has a lower user base nationally, and could provide for contingency testing if those supplies become available. These have been purchased but the Territory has never been allocated these resources."

From the Document: "The population of the Republic of the Marshall Islands (RMI) is distributed among 29 Atolls with the majority (~27,000) in the Capital City on Majuro Atoll and another 10,000 in Ebeye in Kwajalein Atoll with the remainder (~8,000) spread throughout the far-flung smaller atolls. The predominant race/ethnicity is Marshallese (95%) with some other Asian/Pacific Islanders (Chinese, Kiribati, etc) and about 2% Caucasians (US, Australia, etc). Thus most of the population is considered 'at risk', especially because the prevalence of diabetes mellitus is 25%. SARS-CoV-2 [severe acute respiratory syndrome coronavirus 2] testing is available in the two cities, Majuro and Ebeye. Currently there are no cases of SARS-CoV-2 detected in RMI."

From the Document: "In order to contain the spread of the virus and stop future outbreaks, based on public health guidance, Colorado plans to maintain a 1 positive to 10 negative diagnostic test ratio over a rolling 7 day period by July 1. This ratio allows for flexibility and scaling based on current circumstances. Until that target is met, Colorado's plan is to scale up testing to 10,000/day between our State Public Health Laboratory (State Lab) and commercial labs. As the flu season in the fall and winter approach Colorado plans to scale up testing in excess of 17,000 tests per day. Due to supply constraints to date (reagents and swabs), Colorado has been unable to meet these goals, though we are close to being able to test approximately 2% of our population per month. Over the last 2 weeks, Colorado has run 3000-5000 tests per day."

Chicago has established the minimum goal of testing 5% of Chicago residents monthly (4,500 tests daily) as one of the criteria to enable the gradual, phased reopening of the economy, with the goal of increasing to 10,000 tests per day in the effort to continue the fight against COVID-19. CDPH [Chicago Department of Public Health] is committed to ensuring testing is accessible for all Chicago residents with symptoms of COVID-19; available by increasing specimen collection and testing supplies and building capacity in clinical settings; adaptable to provide testing in affected communities based on evolving epidemiology. From the Document: "Testing is an essential part of identifying, mitigating, and containing the disease to protect Georgia's populations. While the initial testing plan closely followed Centers for Disease Control and Prevention (CDC) recommendations to limit testing to hospitalized patients and symptomatic high priority individuals, the State is currently working to remove barriers so that any individual who believes they have been exposed to COVID-19 [coronavirus disease 2019] can get tested. Widespread testing will allow DPH [Georgia Department of Public Health] to determine the prevalence of the disease, whether the rate of positive cases is decreasing over time, and if control and mitigation measures are successful. As the State implements its reopening plans, testing is a critical path for keeping vulnerable populations safe, quickly identifying those with active disease, and for ensuring the safety of those returning to work. Testing is also the first step and a key component of the State's Contact Tracing Plan and helps to identify hot spots for targeted deployment of resources. The State surpassed the initial cumulative 2% testing goal on May 7, 2020, with 210,000 completed molecular tests. Since the onset of the pandemic, the State has continued to expand testing capacity."

The State of Indiana has the goal of increasing specimen collection, testing, and reporting to 900,000 per month by the end of December 2020. Here is our plan to achieve these numbers. From the Document: "In April, the Governor of Idaho established a Testing Taskforce to determine the current testing capacity in the state and to set goals for testing over the next several months. The Taskforce documented significant gaps in testing capacity in the state and noted specific areas of the state with little testing. The Taskforce also noted that a key to the success of reopening Idaho's economy is increasing testing significantly. This will include a distributed network of local clinical testing laboratories to supplement the testing provided by reference laboratories. We plan to increase testing capacity substantially to support geographic areas of the city with low testing saturation. In addition to close contacts of all new positives, priority groups for testing include the following: [1] Hospitalized patients and healthcare facility workers with COVID-19 symptoms of fever, cough, and shortness of breath. Many of the patients in this group are currently receiving testing within hospitals and through their health systems' occupational health programs. [2] Patients in long-term care facilities with symptoms; patients over the age of 65 with symptoms; patients with underlying conditions such as diabetes, heart disease, lung disease who also have symptoms; and first responders with symptoms. [3] Critical infrastructure workers with symptoms; individuals who do not meet any of the above categories but have symptoms; healthcare facility workers and first responders; and individuals in detention centers and individuals experiencing homelessness with symptoms. DC Health in collaboration with the DC Public Health Laboratory is supporting COVID-19 testing in a myriad of ways. In addition to testing within hospitals, efforts have been directed toward standing up drive-thru testing sites, a mobile truck laboratory for skilled nursing facilities and group homes, and community mass screenings targeting the populations such as the homeless."
