Thompson announced today that as a result of his meetings in New York with Governor George Pataki and Mayor Rudy Giuliani, the Centers for Disease Control and Prevention (CDC) was sending 35 members of its Epidemic Intelligence Service (EIS) to assist the New York City Health Department in the ongoing monitoring of public health matters."

National Disaster Medical System Delivers Veterinarians to Care for Search and Rescue Dogs in New York [September 19, 2001]
"Working alongside emergency workers at the World Trade Center disaster site in New York are a vital part of every search and rescue team: dogs specially trained to find people trapped in the rubble. As many as 300 rescue dogs are at the site, coming from the New York region's rescue squads and from the Federal Emergency Management Agency (FEMA). On-site are 13 veterinarians (the Veterinary Medical Assistance Team) to help these canine heroes who are suffering from some of the same problems as their human counterparts: fatigue, cuts, smoke and dust inhalation, and eye irritation."

HHS Gets Emergency Help to Pennsylvania [September 14, 2001]
"HHS [Health and Human Services] Secretary Tommy G. Thompson today said the department continues to assist Pennsylvania authorities in dealing with the airplane crash that resulted from Tuesday's terrorist attacks. 'We're making sure the needs of Pennsylvania authorities are met during this recovery effort, and they know more help is only a phone call away,' Secretary Thompson said. 'HHS has been able to help local efforts with emergency mortuary services, victim identification and family assistance. We're also making mental health assistance available to anyone who's struggling with trauma of this tragedy.'"

Evaluation of Implementation of a New Emergency Management System for Public Health in the State of Georgia
"This Report presents a qualitative evaluation of the effectiveness of preparedness efforts in the State public health system during two subsequent disasters in 1998. Overall, the State and district staff reported that the planning process and regular plan maintenance implemented under the new public health system greatly improved their ability to respond effectively, especially in relation to staff management, communications, reduced stress, and improved deployment times, as well as other areas. However, some shortcomings with the new system were also noted. Overall, the system worked well, but will continue to require support and guidance from the DPH Emergency Coordinator for the procedures to run smoothly. The general sentiment after the analysis was that because of their prior flood experience, the public health staff knew they could handle anything; because of their planning, they knew they could do it efficiently. This Report was funded in part through a Quick Response Research Grant from the Natural Hazards Research and Applications Information Center. "

Guide for Evaluating the Performance of Chemical Protective Clothing (CPC)
"In industrial environments where dermal exposure to hazardous chemicals can occur, engineering, administrative, and work practice controls can minimize the worker's contact with chemicals. Where these controls are inadequate, the use of chemical protective clothing (CPC) can minimize the risk of exposure and provide a last line of defense. This guide describes a method for an industrial hygienist or equivalent safety professional to select appropriate CPC. The steps in the selection process are (I) evaluating the workplace, (2) obtaining samples of candidate CPC, (3) testing the samples under the conditions in which they will be used, (4) select the best candidate CPC, and (5) monitoring the use of the CPC in the workplace. The decontamination and reuse of chemical protective clothing are discussed, and an example is given for using the selection process."

"The U.S. Department of Health and Human Services (HHS) and Indian Tribes share the goal of eliminating health and human service disparities of American Indians and Alaska Natives (AI/AN) and ensuring that access to critical health and human services is maximized. To achieve this goal, and to the extent practicable and permitted by law, it is essential that Federally-recognized Indian Tribes and the HHS engage in open, continuous, and meaningful consultation. True consultation leads to information exchange, mutual understanding, and informed decision-making. The importance of consultation with Indian Tribes was affirmed through Presidential Memoranda in t 994 and 2004, and an Executive Order in 2000."

HHS Retrospective on the 2009 H1N1 Influenza Pandemic to Advance All Hazards Preparedness
"This report is intended to stimulate discussion within HHS, with other federal departments and across relevant organizations--both governmental and non-governmental--about how to build upon the successful elements of the response and concretely address areas that warrant improvement. […] Discussions, accompanied by careful analysis of scientific evidence, can inform concrete actions to improve pandemic and all-hazards preparedness. This report represents an early step in a multifaceted improvement process that will require continued participation by the public, and health and preparedness officials at all levels, both public and private. […] The 2009 H1N1 influenza pandemic, which was declared by the World Health Organization (WHO) in June 2009 and officially ended in August 2010, provided an important test of our nation's preparedness activities and our ability to respond and adapt to a large-scale, protracted public health emergency with the potential for enormous health consequences. […] It is appropriate for the Department of Health and Human Services (HHS) to step back and examine which aspects of our preparedness and response worked well and which did not, as well as which elements of our preparedness were not stressed in our response to the 2009 H1N1 pandemic, but could be in a very severe pandemic as experienced in 1918."

Pandemic Planning Update IV
"Over the past year State, local, tribal, and territorial governments along with people from all walks of life began to share responsibility for pandemic planning. Thanks to thousands of dedicated political and health care leaders, employers, school leaders, the media, individuals, and families, we can now mobilize a more effective response to a pandemic than we could a year ago. Our framework continues to be the President's three strategic pillars--preparedness and communication, surveillance and detection, and response and containment. Since 2005, Congress has supported these efforts, supplying $5.6 billion in funding to the U.S. Department of Health and Human Services (HHS) to help mobilize the nation. Driving our sense of urgency is a two-part reality: (1) that six months are needed from the start of a pandemic before a well-matched vaccine can be developed and (2) that, even then, current domestic manufacturing capacity is insufficient to provide a pandemic vaccine for all Americans in advance of a possible (many experts would say 'likely') second pandemic wave. HHS confronted this reality and committed to addressing it. Early promising results of that commitment are beginning to appear on the horizon."

Locating and Reaching At-Risk Populations in an Emergency
This guide gives emergency planners and responders detailed information on how to identify at-risk populations, which include groups whose needs are not fully addressed by traditional service providers or those, who feel they cannot comfortably or safely use the standard resources offered in disaster preparedness, relief,, and recovery. They also include those who are physically or mentally disabled (blind, deaf, hard-of-hearing, cognitive, disorders, or with mobility limitations), people with limited English language skills, geographically or culturally, isolated people, homeless people, elderly individuals, and children. This document focuses on creating a community outreach information network (COIN) to reach these populations and help mitigate negative effects of an emergency.

Assessment of the 2009 Influenza A (H1N1) Pandemic on Selected Countries in the Southern Hemisphere: Argentina, Australia, Chile, New Zealand and Uruguay
"On August 9, 2009, the White House charged the Department of Health and Human Services (HHS) in coordination with the Office of the Director for National Intelligence (ODNI) and the Department of State (DoS) to study characteristics and impact of the 2009 Influenza A (H1N1) (refer to as 2009 H1N1) outbreak in the Southern Hemisphere. This assessment explores the characteristics and impact of the disease in select southern hemisphere countries that have been experiencing the 2009 H1N1 outbreak in May to August, coincidently with their normal influenza season. Countries assessed include Argentina, Australia, Chile, New Zealand, and Uruguay as they more closely resemble the U.S. with respect to demographics and economic development. The information in this report comes mainly from reports of the Ministries of Health of the selected countries, press releases, government publications, and U.S. embassies abroad covering the period from May 1 to August 24, 2009. From this assessment, it was possible to make the following general observations: All countries report that after mid July, disease activity in most parts of the country decreased. [...]. Virologic data indicates that the H1N1 virus strains currently circulating in the Southern Hemisphere are similar to those detected in the U.S. [...]. The most at-risk populations in the Southern Hemisphere are similar to those observed in the U.S. [...]. Commonly used community mitigation measures included school closures, cancellation of mass gatherings, isolation and quarantine, and other social distancing measures. [...]. Health care systems experienced stress, but it was generally geographically isolated and relatively short lived.
