From the Executive Summary: "The Air and Space Force remain committed to combating sexual assault and focused on reducing sexual assault prevalence while increasing efforts for high-quality victim care. A key element in successfully addressing sexual assault is to ensure every Airman, Guardian, and family member has the opportunity to live and work in a healthy environment where he or she is treated with dignity, respect, and compassion. To encourage victims to report sexual assault and harassment, the Department of the Air Force (DAF) has diligently worked to educate commanders on removing barriers to reporting and has provided enhanced protection from retaliation for victims and their peers after making a report. The DAF's integrated prevention and response efforts continue to evolve as new initiatives are introduced. The 'Sexual Communication and Consent Program,' an innovative evidence-informed sexual assault prevention training, was piloted at Basic Military Training. Efforts to evaluate training also increased, including one to assess the effectiveness of bystander intervention training, and a second to incorporate evaluation methods into the curriculum development of annual SAPR [Sexual Assault Prevention and Response] training for Calendar Year (CY) 2021. The DAF also added 10 prevention personnel to its staff. Finally, the Headquarters Air Force (HAF) realigned the Resiliency operations and training branches in order to improve efficiency, focus, and access. The DAF continues to work the Prevention Plan of Action by establishing cross-functional efforts to build an integrated prevention framework."

The changing climate is altering the global security and operating environments, impacting our missions, plans, and installations. As I stated when the EO was issued, the Department will act immediately to include the security implications of climate change in our risk analyses, strategy development, and planning guidance. We will incorporate climate risk analysis into all of our work from installation planning: to modeling, simulation, and war gaming: to the National Defense Strategy and all other relevant strategy, planning, and programming documents and processes including those supporting decision making in the Military Departments."

Effective immediately, all individuals on military installations, as defined below, and all individuals performing official duties on behalf of the Department from any location other than the individual's home, including outdoor shared spaces, will wear masks in accordance with the most current CDC guidelines."

These rights and freedoms are deliberately balanced against coastal States' control over maritime activities. As a nation with both a vast coastline and a significant maritime presence, the United States is committed to preserving this legal balance as an essential part of the stable, rules-based international order. [...] 'Excessive maritime claims' are attempts by coastal States to restrict unlawfully the rights and freedoms of navigation and overflight and other lawful uses of the sea. These claims are made through laws, regulations, or other pronouncements that are inconsistent with international law as reflected in the Law of the Sea Convention. [...] For more than 40 years, the U.S. Freedom of Navigation (FON) Program has continuously reaffirmed the United States' policy of exercising and asserting its navigation and overflight rights and freedoms around the world. Reinforcing Operations Security and the Importance of Preventing Unauthorized Disclosures
From the Document: "Proper Operations Security (OPSEC) is critical to protecting our forces, ensuring our mission success, and implementing the National Defense Strategy. History is full of examples of poor OPSEC leading to the unnecessary loss of life and mission failure, and it can mean the difference between our winning and losing as we face great power competitors that will not hesitate to exploit and weaponize information. The Department of Defense (DoD) remains committed to transparency to promote accountability and public trust. However, it is important to emphasize that unclassified information is not publicly releasable until it is approved for release by an appropriate authorizing official. Unfortunately, poor OPSEC practices within DoD in the past have resulted in the unauthorized disclosure or 'leaks' of controlled unclassified information (CUI), including information to be safeguarded under the CUI category for OPSEC, as well as classified national security information (together referred to here as 'non-public information'). Unauthorized disclosures jeopardize our DoD personnel, operations, strategies, and policies to the benefit of our adversaries. Unauthorized disclosures also distract from mission priorities by redirecting the attention and resources of military commanders. [...] Unauthorized disclosures, regardless of purpose or intent, can result in adverse personnel action, including unsatisfactory performance evaluations, records of formal counseling, the loss of security clearances or termination of employment, or even criminal prosecutions."
