"Transnational threats include international terrorism, narcotics trafficking, proliferation of weapons of mass destruction and organized crime. Terrorists have considered using smuggling networks and have used money laundering to achieve their goals and fund activities. As JTF-N supports law enforcement agencies in the fight against drugs, we also focus our efforts on terrorist organizations with a nexus to drug trafficking. JTF-N supports the GWOT at home by providing military unique capabilities to support civilian law enforcement agencies. By doing this, we support the Strategy for Homeland Defense and Civil Support by enabling our federal law enforcement partners as they interdict transnational threats to our nation. My prepared testimony addresses how JTF-N supports border security efforts on the northern border with United States federal law enforcement agencies and their Canadian counterparts."

Department of Defense Chemical and Biological Defense Program: FY 2004-2006 Performance Plan
"The Department of Defense (DoD) Chemical Biological Defense Program (CBDP) performance plan provides an assessment of the most recently completed fiscal year (FY04) and outlines performance targets for the next two years (FY05-FY06) of the program. This performance plan demonstrates compliance with the Government Performance and Results Act (GPRA), which requires agencies to submit an annual performance plan to Congress. This plan establishes a process by which the CBDP can measure the effectiveness of the various projects under the CBDP and assesses their contributions to the operational goals and the mission of the program. This process provides a tool for identifying programmatic strengths and weaknesses and aids in the effective oversight and management of the program by providing a tool to assist in making investment decisions."

Jihad's Captives: Prisoners of War in Islam
"The on-going war against terrorism is waged against an array of adversaries that assert a religious and moral justification for their fight based on the Islamic doctrine of jihad. An invocation of jihad by Islamic leaders, both political and religious, has become increasingly common in conflicts against both Muslim and non-Muslim states, and more recently, non-state actors. Saddam Hussein declared a jihad against both Iran in the 1980s and the U.S.-led coalition in 1990. Mohammad Farrah Aideed's radio station in Mogadishu, Somalia broadcasted calls to join the jihad against United Nations (UN) forces in 1993. Fugitive leaders of the Taliban and Al Qaeda, Mullah Omar and Usama bin Laden, enjoined the Muslim world community to unite in jihad against the Northern Alliance and the United States. In these examples and many others, Islamic adversaries are asserting legal and religious justifications for violence with very real implications for the justice of war, or jus ad bellum, and justice in war, or jus in bello."

Department of Defense Biometric Standards Development: Recommended Approach [July 6, 2005]
"This document is an augmented and revised version of the 'DoD Biometric Standards Development Recommended Approach' originally developed by the DoD Biometrics Management Office (BMO) in October 2003. The original document outlined the current status of biometric standards and identified areas where the BMO could contribute towards advancing these standards. The document was initially reviewed by the DoD Biometric Standards Working Group, and then was formally staffed for review by the DoD Biometrics Senior Coordinating Group (BSCG). Overall, 22 DoD organizations provided a total of more than 200 comments on the document. In January 2004, the BMO released an updated version of the 2003 document, which incorporated comments from the two rounds of reviews."

Achievable Vision: Report of the Department of Defense Task Force on Mental Health
"Maintaining the psychological health, enhancing the resilience, and ensuring the recovery of service members and their families are essential to maintaining a ready and fully capable military force. Towards that end, the Task Force's vision for a transformed military system requires the fulfillment of four interconnected goals: A culture of support for psychological health, full continuum of excellent care, Sufficient and appropriate resources, and visible and empowered leaders. Together, these interconnected and interdependent objectives define an achievable future. Until each goal is fulfilled, service members and their families will be inadequately served. In general, the Task Force found that current efforts fall significantly short of achieving each of the goals enumerated above. Actionable recommendations to address the shortfalls outlined above are presented and discussed in the body of this document. These recommendations are designed to address the needs of members of the Active and Reserve Components, their eligible beneficiaries, and other Department of Defense beneficiaries."

9th Korea - U.S. Integrated Defense Dialogue Joint Press Statement
"The U.S. Department of Defense and Republic of Korea (ROK) Ministry of National Defense held the 9th Korea-U.S. Integrated Defense Dialogue (KIDD) on May 9-10 in Washington, D.C. ROK Deputy Minister for Defense Policy Yoo Jeh Seung was hosted by Assistant Secretary of Defense for Asian and Pacific Affairs Ambassador David B. Shear, Deputy Assistant Secretary of Defense for East Asia Abraham M. Denmark, and Deputy Assistant Secretary of Defense for Nuclear and Missile Defense Policy Elaine M. Bunn. They were joined by key U.S.-ROK defense and foreign affairs officials such as the ROK Ministry of Foreign Affairs Director General for North America Yeo Seung Bae, and U.S. State Department Special Representative for North Korea Policy Sung Kim and Principal Deputy Assistant Secretary for Nuclear and Strategic Policy Anita Friedt. Both sides agreed that the U.S.-ROK alliance remains strong and committed to closely coordinating efforts to deter and defend against North Korean aggression. The United States emphasized that the alliance is critical to maintaining peace and stability on the Korean Peninsula, across the Asia-Pacific, and around the world. Both sides reaffirmed that North Korea's continuing provocations, such as its fourth nuclear test, multiple ballistic missile launches, and submarine-launched ballistic missile (SLBM) test launches are a serious threat not only to the U.S.-ROK Alliance, but also to regional and global peace and stability. Both sides renewed their call on North Korea to abandon its nuclear program in a complete, verifiable, and irreversible manner."

First Republic of Korea-U.S. Defense Technology Strategy and Cooperation Group High-Level Talks Joint Press Release
"The Ministry of National Defense, the Ministry of Foreign Affairs of the Republic of Korea (ROK) , the Department of Defense and the Department of State of the United States of America held the first ROK-U.S. Defense Technology Strategy and Cooperation Group (DTSCG) high-level talks in Washington, D.C. today, July 26, 2016. Hwang In-moo, the Vice Minister of National Defense, and Lee Tae-ho, the Ministry of Foreign Affairs Deputy Minister for Economic Affairs, co-chaired the meeting as the heads of the Korean delegation while Ambassador David Shear, performing the duties of the principal deputy undersecretary of defense for policy, and Rose Gottemoeller, the undersecretary of state for arms control and international security affairs, co-chaired the meeting for the United States. This meeting marks the inaugural DTSCG high-level talks and follows the working-level talks held in March. The DTSCG was established last year during the 47th Security Consultative Meeting (SCM) by the ROK minister of national defense and the U.S. secretary of defense. The two sides discussed the vital intersection of foreign and national security policy on defense technology cooperation. The ROK delegation delivered briefings on ROK defense technology security policy and defense technology cooperation issues, and the U.S. delegation provided an overview of its conventional arms transfer and regional defense trade policies. The two sides concurred on the need for regular information-sharing on these issues and decided to continue to utilize the DTSCG to advance policy and strategic discussion on technology security, foreign policy, and defense technology cooperation in support of the ROK-U.S. alliance. The two sides intend to hold the next DTSCG high-level talks in 2017."

Joint Communiqué of the 48th U.S. - ROK Security Consultative Meeting
"The 48th United States (U.S.) and Republic of Korea (ROK) Security Consultative Meeting (SCM) was held in Washington, DC today . U.S. Secretary of Defense Ashton Carter and ROK Minister of National Defense Han Minkoo led their respective delegations, which included senior defense and foreign affairs officials. On Oct. 13, the U.S. Chairman of the Joint Chiefs of Staff, General Joseph F. Dunford Jr., and the Chairman of the Republic of Korea Joint Chiefs of Staff, General Lee Sun-jin, presided over the 41st U.S.-ROK Military Committee Meeting (MCM). The secretary and the minister reaffirmed the commitment of the U.S. and ROK presidents to continue to build a comprehensive strategic alliance of bilateral, regional, and global scope based on common values and mutual trust, as set forth in the June 2009, 'Joint Vision for the Alliance of the Republic of Korea and the United States of America,' and reiterated in the May 2013, 'Joint Declaration in Commemoration of the 60th Anniversary of the Alliance between the Republic of Korea and the United States of America,' and the 2015 Joint Fact Sheet, the 'Republic of Korea-United States Alliance: Shared Values, New Frontiers.' They also reaffirmed that the scope and level of alliance cooperation should continue to broaden and deepen by strengthening the combined defense posture on the Korean Peninsula and enhancing cooperation for regional and global security in the 21st century, as reflected in the 'U.S.-ROK Defense Cooperation Guidelines' signed at the 42nd SCM in 2010."

"The United States of America and the Republic of Korea (ROK) held the inaugural meeting of the Extended Deterrence Strategy and Consultation Group (EDSCG) in Washington, D.C., on Dec. 20. [...] The United States reiterated its ironclad and unwavering commitment to draw on the full range of its military capabilities, including the nuclear umbrella, conventional strike, and missile defense, to provide extended deterrence for the ROK, and reaffirmed the longstanding U.S. policy that any attack on the United States or its allies will be defeated, and any use of nuclear weapons will be met with an effective and overwhelming response. In particular, the United States emphasized that it remains steadfast in meeting these enduring commitments and providing immediate support to the ROK."
