  From the Introduction: "Reports of sexual assault have dramatically increased over the past ten years through the combined, dedicated efforts of the Department of Defense (DoD), Service members, and Congress. At the same time, the occurrence of this crime -- as estimated by official surveys -- has decreased. With each passing year, greater numbers of victims who experience sexual assault are reporting their experiences to military officials. Increased victim reporting likely reflects a growing confidence in the sexual assault response process and is a positive step towards addressing this crime across the military. While growing numbers of victims are making the difficult choice to report sexual assault, far too often, military victims of sexual assault and complainants of sexual harassment within DoD report they were subjected to abusive behavior by their co-workers, exclusion by their peers, or disruption of their career. National experts indicate this is a challenge experienced by many organizations that encourage greater employee reporting of misconduct. However, retaliatory behavior may ultimately stifle misconduct reporting. […] Retaliation not only harms the lives and careers of victims, bystanders/witnesses, and first responders but also undermines military readiness and weakens the culture of dignity and respect. Without question, retaliation has no place in the Armed Forces."

  "For more than two decades, the federal government and the private sector have grappled with a basic question of firearm engineering: Can modern technology make guns safer-or 'smarter'-without sacrificing the reliability, durability, and accuracy that owners expect from their firearms? The technology holds great promise. By incorporating electronic systems into a firearm's design, manufacturers can give gun owners greater control over how a weapon is used, both by limiting who can fire the gun ('user-authorization technology') and by making a gun easier to retrieve if it is lost or stolen ('electronic recovery technology'). As noted in the President's January 4, 2016, Memorandum on Promoting Smart Gun Technology, these innovations have the potential to reduce accidental and unauthorized firearm discharges, in turn making our country and its citizens safer. To achieve these changes, the federal government must develop a research and development strategy to expedite real-world deployment of such technology for use in practice."

  "Objective[:] The WIN-T [Warfighter Information Network-Tactical] program is a network that distributes classified and unclassified information by voice, data, and real-time video and is the backbone of the Army's tactical communications network. Our objective was to determine whether the Army adequately justified the procurement quantity of 3,674 for the Warfighter Information Network--Tactical (WIN-T) Increment 2. Finding[:] Program Executive Office, Command, Control, Communications--Tactical (PEO C3T) officials calculated the WIN-T Increment 2 planned procurement quantity of 3,674; however, they did not support the need for the planned procurement quantity throughout the life cycle. This occurred because PEO C3T officials used an unapproved force structure for the WIN T Increment 2 planned procurement quantity, and U.S. Army Training and Doctrine Command officials did not follow required processes to validate the quantity and cost in the capability production document. Additionally, the Director, Army Capabilities Integration Center, determined the Mission Command portfolio was unaffordable and unsustainable; therefore, changes to the portfolio may impact the WIN T Increment 2 planned procurement quantity. The Mission Command portfolio consists of systems that contribute to tactical and strategic communications and includes the WIN T Increment 2. As a result, the Army has no assurance the procurement of 3,674 WIN T Increment 2 units, at a cost of $9.1 billion, is necessary or valid, and is the appropriate quantity needed for future Army forces."

  "Fiscal Year (FY) 2017 The National Defense Budget Estimates, commonly referred to as 'The Green Book,' is a reference source for data associated with the current budget estimates of the Department of Defense (DoD). It provides current (nominal) and constant (real) dollar historical data for the Department, as well as selected data on all National Defense, the total federal budget, and the U.S. economy. This edition reflects the FY 2017 President's Budget as submitted to the Congress in February of 2016. The Green Book may be used as a companion to the Budget Request Summary Justification Book. However, while the Justification Book speaks mainly to the Department's budgetary request in terms of discretionary budget authority, most tables in the Green Book display combined discretionary and mandatory funding. The difference between discretionary and mandatory is discussed later, and can also be found in the Glossary of Terms at the end of the book. Also to follow is a short guide to understanding the data presented in this document. There is an explanation of budget authority vs. total obligational authority, along with outlays. Next is a section on discretionary, mandatory and emergency funding. Current vs. constant dollars, a mainstay of inflationary analysis, is then defined, followed by an explanation of deflators. Finally, there is a discussion of calculation methodologies and how rounding and differences in scoring cause disparities between DoD reporting and that of the Office of Management and Budget (OMB)."

  "Over the past four years, ongoing activities of the Strategic Multilayer Assessment (SMA) group have focused upon the validity and viability of neuro-cognitive techniques and technologies to be operationalized within national security, intelligence, and defense initiatives. Operationally, neuro-cognitive approaches have been, and are being evaluated, and in some cases iteratively employed, in the assessment, analysis, interdiction, influence, mitigation, and/or deterrence of factors contributory to intent and acts of global aggression and violence that threaten the United States (US) and its allies. Through these projects, it was recognized that the value of neuro-cognitive techniques and technologies are best--and in some cases only--realized if and when they are incorporated and employed within (and to optimize) a more expansive orientation to human thought and action, which encompasses, appreciates, acknowledges, and engages the interactive dynamics of humans-in-environments. This approach is known as the bio-psychosocial model, with homage to George Engel, who developed this paradigm--originally in reference to the scope and conduct of biomedicine--to describe humans as biological organisms, who psychologically experience and respond to the social (i.e., physical, group, economic, political) environment(s) in which they are embedded and function."

They were joined by senior representatives from the three nations who provide or intend to provide forces or other support to the campaign, Australia, the Czech Republic, and Singapore.' Today in Brussels, U.S. Secretary of Defense Ash Carter hosted a meeting of defense ministers from countries contributing troops to the Global Coalition to Counter-ISIL/Da'esh to discuss the military campaign plan, to take stock of recent efforts to accelerate the Counter-ISIL/Da'esh operation in Iraq and Syria, to consider a shared approach against ISIL/Da'esh's global ambitions, and to ensure the protection of our citizens. We paid tribute to the efforts of all Iraqi Security Forces, including the Peshmerga and Sunni tribal forces, and moderate Syrian opposition forces who are fighting ISIL/Da'esh and have caused numerous tactical defeats of ISIL/Da'esh in recent months, and we acknowledged the Coalition Force Commander's assessment that these successes mark the transition of the Counter-ISIL/Da'esh campaign. However, we also acknowledged that significant work remains to be done to ensure the lasting defeat of ISIL/Da'esh and the restoration of stability in Iraq and Syria. We called on those states playing a counterproductive role in the fight against ISIL/Da'esh and the Syrian peace process to play a more constructive role."

  "First of all, it's evident that America is still today the world's foremost leader, partner, and underwriter of stability and security in every region across the globe, as we have been since the end of World War II. As we fulfill this enduring role, it's also evident that we're entering a new strategic era. Context is important here. A few years ago, following over a decade when we were focused on large-scale counterinsurgency operations in Iraq and Afghanistan, DoD began embarking on a major strategy shift to sustain our lead in full-spectrum warfighting. While the basic elements of our resulting defense strategy remain valid, it's also been abundantly clear to me over the last year that the world has not stood still since then-the emergence of ISIL [Islamic State of Iraq and the Levant], and the resurgence of Russia, being just the most prominent examples. This is reflective of a broader strategic transition underway, not unlike those we've seen in history following major wars. Today's security environment is dramatically different-and more diverse and complex in the scope of its challenges-than the one we've been engaged with for the last 25 years, and it requires new ways of thinking and new ways of acting."

  From the Executive Summary: "Inspections and incidents across the Department of Defense (DoD) reveal a need to reinforce basic cybersecurity requirements identified in policies, directives, and orders. In agreement with the Secretary of Defense, the Deputy Secretary of Defense, and the Joint Chiefs of Staff, the DoD Chief Information Officer (CIO) identified key tasks needed to ensure those requirements are achieved. The DoD Cybersecurity Campaign reinforces the need to ensure Commanders and Supervisors at all levels, including the operational level, are accountable for key tasks, including those identified in this Implementation Plan. The Campaign does not relieve a Commander's and Supervisor's responsibility for compliance with other cybersecurity tasks identified in policies, directives, and orders, but limits the risk assumed by one Commander or Supervisor in key areas in order to reduce the risk to all other DoD missions. As part of the Campaign, this Implementation Plan is grouped into four Lines of Effort. The requirements within each Line of Effort represent a prioritization of all existing DoD cybersecurity requirements. Each Line of Effort focuses on a different aspect of cybersecurity defense-in-depth that is being exploited by our adversaries to gain access to DoD information networks. The four Lines of Effort are: 1. Strong authentication - to degrade the adversaries' ability to maneuver on DoD information networks; 2. Device hardening - to reduce internal and external attack vectors into DoD information networks; 3. Reduce attack surface - to reduce external attack vectors into DoD information networks; and 4. Alignment to cybersecurity / computer network defense service providers - to improve detection of and response to adversary activity."

• Plan for Closing the Guantanamo Bay Detention Facility

  "As the President has made clear, closing the Guantanamo Bay detention facility is a national security imperative. Its continued operation weakens our national security by furthering the recruiting propaganda of violent extremists, hindering relations with key allies and partners, and draining Department of Defense resources. Of the nearly 800 detainees at one time held at Guantanamo Bay, more than 85 percent have been transferred, including more than 500 detainees transferred by the prior Administration and 147 detainees transferred by this Administration. As of February 23, 2016, 91 detainees remain at Guantanamo Bay. To close the Guantanamo Bay detention facility, the U.S. Government is pursuing three lines of effort simultaneously: (1) identifying transfer opportunities for detainees designated for transfer; (2) continuing to review the threat posed by those detainees who are not currently eligible for transfer and who are not currently facing military commission charges; and (3) continuing with ongoing military commissions prosecutions and, for those detainees who remain designated for continued law of war detention, identifying individualized dispositions where available, including military commission prosecution, transfer to third countries, foreign prosecutions or, should Congress lift the ban on transfers to the United States, transfer to the United States for prosecution in Article III courts and to serve sentences."

Reissues DoD Directive (DoDD) 5210.88 (Reference (a)) as an instruction in accordance with the authority in DoDD 5134.01 (Reference (b)), Deputy Secretary of Defense Memorandum (Reference (c)), Deputy Secretary of Defense Memorandum (Reference (d)), and paragraph E1.3 of DoD Instruction (DoDI) 5200.08 (Reference (e)) to establish policy, assign responsibilities, and provide procedures for: (1) The execution of the DoD BSAT [Biological Select Agents and Toxins] Security Program. (2) Physical security and information security for BSAT in the possession of the DoD, and personnel reliability for Tier 1 BSAT as defined by part 73 of Title 42, Code of Federal Regulations (CFR) (Reference (f)), part 331 of Title 7, CFR (Reference (g)), and part 121 of Title 9, CFR (Reference (h)), collectively referred to in this instruction as the Select Agent Regulations (SAR). b. Revises DoD BSAT security policy to: (1) Conform with Executive Order 13546 (Reference (i)). (2) Implement the SAR. (3) Implement sections 201-231 of Public Law 107-188 (Reference (j)). c. Incorporates and cancels DoDI 5210.89 (Reference (k))."
