Department of Defense Instruction 5240.04: Counterintelligence (CI) Investigations
"This Instruction reissues DoD Instruction (DoDI) 5240.4 (Reference (a)), implements the policy in DoD Directive (DoDD) O-5240.02 (Reference (b)), and assigns responsibilities and establishes procedures for conducting CI investigations within the Department of Defense in accordance with the authority in DoDD 5143.01 (Reference (c)). This Instruction: a. Applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as the 'DoD Components'). b. Addresses CI investigations under the purview of the Under Secretary of Defense for Intelligence (USD(I)), but not criminal investigations of a non-CI nature. c. Does not pertain to CI inquiries.[...]. It is DoD policy that CI investigations shall be conducted in accordance with Reference (b) and shall only be conducted by the Military Department CI organizations identified in the 'Memorandum of Agreement Between the Attorney General and the Secretary of Defense' (Reference (d)) and the 'Memorandum of Understanding Between the FBI and the Department of Defense' (Reference (e))."

Department of Defense Instruction 3115.11: DoD Intelligence Human Capital Management Operations
"This Instruction: a. Establishes policy, prescribes procedures, and assigns responsibilities for the development and execution of the DoD Intelligence Human Capital Programs under the authority of DoD Directives (DoDDs) 5143.01 and 5124.02 (References (a) and (b)). b. Establishes the Defense Intelligence Foreign Language and Area Advisory Group (DIFLAAG) as the advisory body on behalf of the USD(I) for policy coordination and oversight on DoD intelligence foreign language, cultural, and regional requirements, policy, and programs in support to DoD Senior Language Authority (SLA) (DoDD 5160.41E (Reference (l)). This instruction also includes section g under 'purpose.'"

Quadrennial Roles and Missions Review Report, 2009
"The 2009 QRM capitalized on changes the Department has made to its responsibilities, processes, and capabilities since 2006 and direction for the future established in our latest strategic guidance documents, including the 2008 National Defense Strategy. Section II of this report describes a framework developed by the Department for assessing potential future roles and missions changes. This framework, which integrates traditional missions with new and emerging military activities, is the first of its kind developed during a defense review. Section III defines the Department's Core Mission Areas and Core Competencies, as required by section 941 of the 2008 National Defense Authorization Act. Section IV summarizes the Department's insights and initiatives for four specific roles and missions focus areas: Irregular Warfare; Cyberspace; Intratheater Airlift; and Unmanned Air Systems / Intelligence, Surveillance, Reconnaissance. Section V addresses the need for increased emphasis on effective interagency operations to address complex national security challenges."

"Attached are unclassified summaries describing the c1rcumscances surrounding 32 accidents involving nuclear weapons. Also attached is the Department of Defense (DOD) /Department of Energy (DOE) definition of 'accident' used in researching this project. Twenty-six of these summaries were first released by the Air Force in 1977: -another was prepared following the Titan II explosion in Arkansas in September 1980. Those previously-released summaries are marked with a figure 'l'; in some cases they include new material made available as a result of more recent research."

Implements policy established in DoD Directive 2060.1 (Reference (b)) for DoD planning and application of the National Security Exclusion (NSE) under agreements between the United States and the International Atomic Energy Agency (IAEA) for implementation of IAEA safeguards (References (c) and (d)). b. Establishes DoD requirements and procedures, in accordance with U.S. policy and law in References (e) through (j), for applying the NSE and for using managed access at or near locations, sites, and facilities as well as associated information and activities with direct national security significance to the Department of Defense. This Instruction applies to: a. OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (herein referred to collectively as the 'DoD Components'). The term 'Military Services,' as used herein, refers to the Army, the Navy, the Air Force, and the Marine Corps. b. The NSE provisions of References (c) and (d). Department of Defense Directive 3000.07: Irregular Warfare (IW)
This directive "establishes policy and assigns responsibilities for DoD conduct of [irregular warfare (IW)] and development of capabilities to address irregular challenges to national security in accordance with [DoD Directive 5100.1, 'Functions of the Department of Defense and Its Major Components,' August 1, 2002]." The directive recognizes that IW is as strategically valuable as traditional warfare and establishes method to increase DoD IW proficiency. This Department of Defense directive "consolidates and codifies existing DoD policies, including the requirement for humane treatment during all intelligence interrogations, detainee debriefings, or tactical questioning to gain intelligence from captured or detained personnel. […] Provides classification guidance to protect intelligence sources and methods, including the identities of interrogators, detainee debriefers, interpreters, other interrogation support personnel, and detainees who are subject to interrogations and debriefings. Assigns responsibilities for intelligence interrogations, detainee debriefings, tactical questioning, and supporting activities. Establishes the requirement to report violations of applicable law or policy relating to intelligence interrogations, detainee debriefings, or tactical questioning for which there is credible information."

Department of Defense Civilian Human Capital Guide for Pandemic Planning
"This guide is designed to assist the Department of Defense (DoD) civilian workforce in preparation and readiness for such an outbreak, and will offer actions to mitigate its effects. Continuation of government services is paramount in moderating emergency situations. Communication of information is critical prior to and during an actual pandemic event, and must be included in the planning phase. This guide provides information for managers, supervisors and the civilian workforce on alternative work arrangements, benefits, pay and leave flexibilities, and other human resource issues to assist in both planning and communication during a pandemic health crisis. […]The Department of Defense's principal responsibility in responding to a pandemic crisis will be to protect U.S. interests at home and abroad. The Department of Defense, Implementation Plan for Pandemic Influenza, signed in August 2006, sets forth the Department's guidance and addresses key issues for pandemic influenza planning. The DoD implementation plan provides authority to enable the Combatant Commanders, Military Departments, and DoD agencies to develop plans to prepare for, detect, respond to, and contain the effects of a pandemic on military forces, DoD civilians, DoD contractors, dependents, and beneficiaries."

Anticipating Rare Events: Can Acts of Terror, Use of Weapons of Mass Destruction or Other High Profile Acts Be Anticipated? A Scientific Perspective on Problems, Pitfalls and Prospective Solutions
"This white paper covers topics related to the field of anticipating/forecasting specific categories of 'rare events' such as acts of terror, use of a weapon of mass destruction, or other high profile attacks. It is primarily meant for the operational community in DoD, DHS, and other USG agencies. […] The body of work before you should be viewed as the commencement of a journey with a somewhat murky destination-an exploration of terra incognita. Indeed the challenge addressed in this white paper, that of anticipating 'rare events' is daunting and represents a gathering threat to national security. The threat is supercharged by the increasing lateral connectedness of global societies enabled by the internet, cell phones and other technologies. This 'connected collective' as Carl Hunt has termed it, has allowed violent ideologies to metastasize globally often with no hierarchical, command-directed rules to govern their expansion. It is the emergent franchising of violence whose metaphorical 'genome' is exposed to constant co-evolutionary pressures and non-linearity that results in continuous adaptation and increasing resiliency making the task of effectively anticipating their courses of action all the more difficult. So what distinguishes a rare event in the context of national security? The easy response is to describe them as unlikely actions of high consequence and for which there is a sparse historical record from which to develop predictive patterns or indications."

"This Instruction establishes policy, assigns responsibilities, and provides procedures for the development and/or modification of wireless communications waveforms to improve network interoperability in accordance with the guidance in DoD Instruction 5025.01 (Reference (a)) and the authority in DoD Directives 5144.1 and 4630.05 (References (b) and (c)). This Instruction: a. Applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as the 'DoD Components'). b. Applies to all Acquisition Category I-IV programs as well as procurements that use wireless communications waveforms. c. Does not apply to programs and procurements that use any other wireless waveforms whose primary function is to support highly specialized missions, such as Defense Intelligence and Counterintelligence, aircraft and weapons system integration, air traffic control, and collision and avoidance control. Such waveforms include but are not limited to: (1) Flight control links, weapons control links, maintenance and/or logistics links, training data links, test and evaluation telemetry and data links, identification friend or foe, safety of flight, sensors, optical, or acoustic. (2) Science and technology (S&T) efforts for research purposes and pre-system acquisition phase only. (3) Standards-based commercial-off-the-shelf (COTS) waveforms, unless a standards-based COTS waveform is being modified for use in the Department of Defense."

Pursuant to reference (a), this Directive establishes a comprehensive DoD policy on prevention and response to sexual assaults according to the guidance in references (b) through (d), and the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) memoranda JTF-SAPR-004; JTF-SAPR-005; JTF-SAPR-006; JTF-SAPR-007; JTF-SAPR-008; the Deputy Secretary of Defense memorandum dated March 16, 2005; JTF-SAPR-009; and the USD(P&R) memoranda JTF-SAPR-010, JTF-SAPR-011, JTF-SAPR-012, JTF-SAPR-013, and JTF-SAPR-014 and Public Laws 109-163, 108-375, 106-65, and 109-364 (references (e) through (os)). 1.2. Supersedes all regulatory and policy guidance within the Department of Defense not expressly mandated by law that are inconsistent with its provisions, or would preclude execution. This Directive applies to:2.1. The Office of the Secretary of Defense, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as the 'DoD Components'). The term 'Military Services,' as used herein, refers to the Army, the Navy, the Marine Corps, and the Air Force, including their National Guard and Reserve components."

"This Directive: a. Establishes policy and assigns responsibilities for the MIP in accordance with the authority in DoD Directive (DoDD) 5143.01 (Reference (a)) to provide visibility into Defense Intelligence resource data and capabilities and to create a means for effectively assessing Defense Intelligence capabilities.
