Warfighters' Science and Technology Needs
From the Introduction Background: "This document provides an overview of the Warfighters' Science and Technology (S&T) needs to better inform those who develop materiel for the Army. In June 2016, TRADOC [Training and Doctrine Command] codified the Army Capabilities Areas and initiated work towards the Multi-Domain Battle concept: a. Future Vertical Lift b. Combat Vehicles c. Cross Domain Fires d. Advanced Protection e. Expeditionary Mission Command / Cyber Electromagnetic f. Robotics and Autonomous Systems With a cross cutting capability of: g. Soldier / Team Performance and Overmatch Simultaneously, the TRADOC CoEs [Centers of Excellence] began refining their prioritized functional S&T needs into memoranda of record from their Commanding Generals which were sent to CG [Commanding Generals], TRADOC. Each memorandum focused on the unique required capabilities identified through the Campaign of Learning (CoL). These capability areas appear in past and draft Functional Concepts developed by the COEs and represent the 'bottomup' element of the Warfighters' S&T needs."

Workplace Violence Prevention and Response Guide
"Workplace violence can be any act of physical violence, threats of physical violence, harassment, intimidation, or other threatening, disruptive behavior that occurs at the work site. Workplace violence can affect or involve employees, visitors, contractors, and other non-Federal employees. A number of different actions in the work environment can trigger or cause workplace violence. It may even be the result of non-work-related situations such as domestic violence or 'road rage.' Workplace violence can be inflicted by an abusive employee, a manager, supervisor, co-worker, customer, family member, or even a stranger. Whatever the cause or whoever the perpetrator, workplace violence is not to be accepted or tolerated."

2019 Army Modernization Strategy: Investing in the Future
From the Document: "The Army Modernization Strategy (AMS) describes how the Total Army - Regular Army, National Guard, Army Reserve, and Army Civilians - will transform into a multi-domain force by 2035, meet its enduring responsibility as part of the Joint Force to provide for the defense of the United States, and retain its position as the globally dominant land power. The 2018 U.S. Army Modernization Strategy Report to Congress introduced the Army's six materiel modernization priorities to make Soldiers and units more lethal to deploy, fight, and win our Nation's wars. This 2019 AMS expands the Army's approach beyond those six priorities, outlining a more holistic approach to modernization while maintaining continuity of priorities. Modernization is a continuous process requiring collaboration across the entire Army. Therefore, while this AMS outlines an end state for the future Army in 2035, Army modernization will remain ongoing as we must continue to test and refine operating concepts, draw on emerging technologies, and anticipate changes in the operating environment."

Hurricane Iniki Relief: Interview with LTG Johnnie E. Corns, Commanding General, United States Army, Pacific
"Today is 12 January 1993. This is Major Lincoln Higa, Commander, 30th Military History Detachment, and Dr. Donald Laird, USARPAC Command Historian. We are interviewing Lieutenant General Johnnie Corns, Commanding General, U.S. Army, Pacific, concerning his thoughts on the Hurricane Iniki relief effort. Operation Iniki Response was a timely event in the history of Headquarters United States Army, Pacific, and in the history of the United States Army overall with regard to the total force-active, guard, and reserve-participating in efforts to come to the aid of American people in times of natural disaster. The timeliness has to do first with the role of a joint task force in the operations of United States Commander in Chief Pacific, or USCINCPAC, and his concepts for organizing and dealing with conflict or natural disasters. Operation Iniki Response was also timely for this Headquarters because it got us involved in the joint task force role for the Army and the other services to meet natural disasters right on the heels of similar involvement by joint task forces in Florida in response to the hurricane there and to the typhoon that had occurred in Guam. This timeliness enabled us to enter into the operation of the joint task force with some fairly recent experience among members of the USARPAC staff who had been part of augmentations for other joint task forces."

"Our Army is built on strong bonds of trust. We trust in our Soldiers who make up our high-quality, all-volunteer force. Those Soldiers in turn trust in the Army and their Families to be their champions in providing a foundation of support needed to succeed. The Army is committed to improving its support systems, from enhancing Wounded Warrior programs to sustaining high-quality housing, child care, and recreation services. Of course, the Army must have the trust of the American people and confidence in how we use their tax dollars. The Army fiscal year 2012 financial statements are a testament to our strong commitment to accountability and effective management of financial resources. These statements demonstrate our stewardship in how these resources were used to lead, maintain, train, organize, and equip America's Army. Though our financial resources are declining, we must continue to provide a highly capable force that can preserve the President's strategic options. It is our responsibility to maximize the Army's overall efficiency by identifying and eliminating duplicative or unnecessary programs while still responsibly winding down our commitments abroad and ensuring we can meet emerging threats around the world. "Throughout its long history, the Army Corps of Engineers has been committed to serving the Nation in peace and war, with its Civil Works mission critical to the safety, security, and economy of our great Nation. Shifting national priorities for public water management have necessitated a concomitant shift in the focus of the Corps' activities and operations. As described in these pages, the majority of the Army Civil Works program is heavily focused on the operation, maintenance, repair and replacement of major navigation, flood risk management and hydropower infrastructure systems and on the environmental mitigation and restoration of resources affected in the past by these systems. Within the flood risk management business line, priority continues to be given to infrastructure maintenance and repair, reflecting the Army's concern about the risks associated with aging dams and levee systems. Within the navigation business line, the Army continues to partner with the Department of Transportation to better align federal infrastructure investments to improve the economy and foster a competitive, efficient, and environmentally sustainable freight movement infrastructure. Each year as we execute our multi-billion dollar program, the Army considers the integrity of the existing Civil Works infrastructure, the associated risks to the economy, safety, and the environment, and the development of sustainable solutions to America's water resources needs. ADRP 3-28: Defense Support of Civil Authorities [June 2013]
"ADRP [Army Doctrine Reference Publication] 3-28 clarifies similarities and differences between defense support of civil authorities (DSCA) tasks and other tasks of decisive action. Stability tasks and DSCA tasks are similar in many ways. Both revolve around helping partners on the ground within areas of operations. Both tasks require Army forces to provide essential services and work together with civil authorities. However, homeland operational environments differ from those overseas in terms of law, military chain of command, use of force, and interorganizational coordination. This ADRP helps Army leaders understand how operations in the homeland differ from operations by forces deployed forward in other theaters. It illustrates how domestic operational areas are theaters of operations with special requirements. Moreover, this ADRP recognizes that DSCA is a joint mission that supports the national homeland security enterprise. Department of Defense conducts DSCA under civilian control, based on United States law and national policy, and in cooperation with numerous civilian partners. National policy, in this context, often uses the word joint to include all cooperating partners, as in a joint field office led by civil authorities. ADRP 3-28 is organized into four chapters. Chapter 1 explains the Army's role in the homeland. It places Army contributions to DSCA within the context of overarching national and military policies that establish a comprehensive approach for national preparedness. Chapter 2 discusses the core purposes and functional characteristics of Army contributions to DSCA. In addition, chapter 2 includes key legal considerations related to the employment of military forces in the homeland. Chapter 3 discusses how Army forces organize to achieve unity of effort. Chapter 4 describes the tasks of decisive action performed by Army forces conducting DSCA and National Guard civil support."

US Army Field Manual: Religious Support
"FM 1-05 establishes the Army's definitive doctrine for the execution of comprehensive religious support across the full spectrum of operations. It is founded upon the Army's operational doctrine articulated in FM 3-0 and FM 101-5 and other supporting documents. FM 1-05 is compatible with the joint religious support doctrine contained in JP 1-05. This doctrine pronounces that the personal delivery of religious support is the primary focus of the Chaplain Corps and places greater emphasis on the chaplain's role as an advisor to the commander. It takes into account emerging technology, possesses a broader focus on religious support at echelons above brigade, and speaks clearly to the interface between religious support operations and civil military operations. It is the authoritative, but not prescriptive, guide to the missions, roles, responsibilities, and duties the Chaplain Corps must execute to deliver comprehensive religious support."

Antiterrorism Awareness for Social Networking
"This pocket guide provides precautionary and protective measures designed to mitigate the risk of using social networking sites. [...] [1] Limit outward signs of military affiliation (such as vehicle stickers, home decorations, using your rank in your address, or using military slang in public). [2]Uniformed military members present in public venues or attending publicly accessible events should exercise vigilance. [3] Be unpredictable with smart behavior, routines, and travel. [4] Be alert. ADP 3-28: Defense Support of Civil Authorities
"Army Doctrine Publication (ADP) 3-28 describes a doctrinal foundation for the Army's contribution to defense support of civil authorities (also called DSCA) […]. ADP 3-28 focuses on the operational Army battalions, brigades, division headquarters, and Army Service component headquarters conducting DSCA, with support from the generating force. A corresponding Army doctrine reference publication (ADRP) elaborating on the principles in ADP 3-28 is expected to replace Field Manual (FM) 3-28. The principal audience for ADP 3-28 is all members of the profession of arms. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will also use this publication. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable United States, international, and, in some cases, host-nation laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement. ADP 3-28 applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated."
