Organizing, Training and Equipping Air Force Space Command Installations to Meet the Wildland and Urban Interface Threat
"Several Air Force Space Command Fire Emergency Services organizations provided wildland fire protection services on their respective installations. The wildland fire threats varied from prairie-type grasslands to mountainous terrain with scrub oak to the Manzanita-covered, hilly terrain common in southern California. The challenge was to ensure that these Air Force Space Command installations had sufficient staffing, the appropriate levels of training and certification and the proper equipment to meet these threats. The problem was that there was no definitive Air Force guidance establishing an all-encompassing program to meet the wildland and urban interface problems faced by these installations. The purpose of this research is to identify who is best suited to receive manpower for wildland and urban interface issues, who should receive the required training to meet this threat and what process can be identified to ensure that the teams are properly equipped. To identify the most viable options, this research needed to determine (a) who was responsible for wildland and urban interface management; (b) who was responsible for combating both wildland and urban interface fires: (c) what training standards that needed to be met, and (d) what was the most economical process to properly staff and equip these teams. By using the descriptive research method, this research provided a clear path to properly organizing, training and equipping Fire Emergency Services organizations to meet these threats. Use of interviews, regulatory guidance reviews, planning documents and equipment allowance standards clearly pointed a way ahead for appropriate policy development."

Using Appropriated Funds to Provide Emergency Responder Rehabilitation at Air Force Installations
"Air Force Fire Emergency Services (FES) flights were required to comply with public laws, National Fire Protection Association (NFPA) Standards, Department of Defense (DoD) Instructions, Air Force Instructions (AFI) and other applicable guidelines unless a specific exemption was granted. For example, when an NFPA standard was revised or rewritten, the Air Force reviewed the new standard, and if necessary, issued a Technical Implementation Guide outlining military specific procedures to comply with the intent of the standard. Within the applicable guidelines were requirements contained in 29 CFR [Code of Federal Regulations] 1910.120, NFPA 1500 and 1584 to provide emergency responder rehabilitation during emergencies and exercises. The problem was that Air Force FES flights were funded through appropriated funds (APF) and there were specific prohibitions against using APF to purchase food and meals. Various Comptroller General decisions addressed using APF funds for meals, but not nutritional supplements needed to rehab personnel in emergencies or exercises. In order to comply with existing guidance and to ensure the safety and well-being of our emergency responders, the purpose of this research was to identify a means for allowing use of appropriated funds to meet the rehabilitation standard. By using the literature research method and by working closely with functional experts to compare the requirements against the prohibitions, and by pursuing alternative methods for meeting this requirement, identifying what agency, if any, can waive the prohibition, and providing clear, unambiguous policy allowing use of APF for the purchase of rehabilitation supplies, this research will provide a clear path to overcome existing conflicts and allow use of APF to provide emergency responder rehabilitation."
