'Stand your ground' laws expand the situations in which lethal force can be used by civilians in response to perceived threats, and they create presumptions and immunities that diminish accountability under our justice system for those who use lethal force."

From the Letter: "We urge you to rescind the regulatory framework behind the National Security Entry-Exit Registration System (NSEERS) located at 8 CFR 264.1(f). While we commend your Administration for effectively ending the program in 2011, we believe that eliminating the apparatus of NSEERS is consistent with our country's fundamental values of fairness and equality. The NSEERS program was announced in the wake of the terrorist attacks of September 11, 2001. The most controversial portion of the NSEERS program involved a 'domestic' registration system that targeted certain males who entered the United States on nonimmigrant visas from primarily Arab, Muslim-majority, African, and South Asian countries. The program was fundamentally flawed in its false assumption that people of a particular religion or nationality pose a greater national security risk and should be subject to racial profiling. The program is reminiscent of and indeed has been compared to -- the dark time in our history when innocent people were interned based on their Japanese ancestry."

These are concerning trends that may be emblematic of a militarized state that if left unchecked--could take our nation in the wrong direction."

From the Letter: "In light of recent events and evident security failures, the House Judiciary Committee has grave concerns about the policies, procedures and judgment of the United States Secret Service. As you know, on September 19, 2014, Omar Gonzalez scaled the White House fence, evaded numerous Secret Service officers outside of the White House, and forced his way through the front door armed with a knife. It now appears that Mr. Gonzalez made it into the East Room of the White House, despite initial claims by the Secret Service that he was apprehended just inside the North Portico doors. Additionally, three days earlier, an armed security contractor with a criminal record was allowed on an elevator with the President during a visit to the Center for Disease Control in Atlanta. This apparent security lapse was similarly not disclosed until media reports began to surface. As members of the Committee of primary jurisdiction over many of the Secret Service's functions, including its critical role in protecting the President and the White House complex, we are deeply concerned with the Service's ability to effectively identify, intercept, and disrupt threats to the President of the United States."

From the Letter: "The recent events in Ferguson, Missouri are deeply troubling. For five days, the citizens of Ferguson have protested the killing of an unarmed teenager by local police. Last night, law enforcement broke up the protest with brutal force: confronting demonstrators in riot gear and armored vehicles, arresting journalists, and firing tear gas and rubber bullets into the crowd. These incidents raise concerns that local law enforcement is out of control and, instead of protecting the safety and civil liberties of the residents of Ferguson, is employing tactics that violate the rights of citizens and hinder the ability of the press to report on their actions. This situation requires immediate congressional scrutiny."

From the Letter: "As you know, we have a number of concerns about the collection and use of information under the extraordinary authority granted by the Foreign Intelligence Surveillance Act, the FISA Amendments Act, and the USA PATRIOT [Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism] Act. Among those concerns is that the government may use this information for purposes wholly unrelated to counterterrorism or the collection of foreign intelligence. We are particularly alarmed by recent reports about what appears to be the routine use of foreign intelligence information in criminal trials."

We requested information regarding the Administrations use of 'personality' strikes where a specific individual has been identified and targeted as well as the use of 'signature' strikes where, according to press reports, a strike is authorized based on patterns of behavior in an area but where the identity of those who could be killed is not known."

From the Letter: "As you know, it has been reported that on September 16, 2014, an armed security contractor with an alleged criminal record was allowed on an elevator with the President during a visit to the Centers for Disease Control (CDC). As you also may know, 18 U.S.C. § 922(g) prohibits felons, certain misdemeanants, and others from possessing a firearm for any purpose. Given the extremely sensitive nature of the work performed at the CDC, we are deeply concerned that a convicted criminal appears to have been given a firearm and put in a position of trust at your headquarters."
