• Understanding Wireless Communications in Public Safety: A Guidebook to Technology, Issues, Planning, and Management

  The National Law Enforcement and Corrections Technology Center (NLECTC) system was conceived with the idea of helping public safety personnel understand and use new technology. In keeping with that goal, NLECTC-Rocky Mountain developed this guidebook to help unravel the confusing issues, terms, and options surrounding wireless communications, particularly as it involves commercially available communications services. The target audience consists of those middle and upper managers who are responsible for funding and/or managing communications at their agencies, but who have little or no technical background in wireless technology. This guidebook is divided into four parts. Part one, Planning and Managing a Communications Project, discusses the overall scope of a project, including planning, funding, procurement, and management. Part two, Wireless Communications Technology, discusses voice versus data, characteristics of radio systems (including terminology), and current types of public safety radio systems. Part three, Wireless Communications Issues, discusses Federal Communications Commission (FCC) licensing, rules, regulations, and related issues; tower sitting and radio frequency radiation exposure; various Federal and other group initiatives; and interoperability. Part four, Wireless Communications Options, discusses voice system options, data system options, and some of the latest developments in communications technology. Each section can be read separately from and independently of the others. If all you want to know is what your options are, go directly to part four. However, if you are not familiar with how the various wireless options work and the terms used, you may first want to read part two.

• Assessment of Ground-Water Contamination from a Leaking Underground Storage Tank at a Defense Supply Center near Richmond, Virginia

  From the Purpose and Scope: "This report documents the efforts of the U.S. Geological Survey to describe the ground-water contamination at the PX Service Station [post-exchange gasoline station] at the Defense General Supply Center (DGSC), near Richmond, Virginia. The report presents preliminary site, risk, and remediation assessments, which include information on the hydrogeology, ground water, surface water, water use, characteristics and release of the contaminants, and occurrence of subsurface conduits (storm and sanitary sewers) in the vicinity of the study area. The risk assessment identifies possible receptors to the contamination and discusses concentrations of contaminants reported in the ground water. The remediation assessment discusses the need and feasibility of remediation of the contaminated ground water. Plausible alternative technologies to remediate the site are identified."

• Creating a Learning Organization for State, Local, and Tribal Law Enforcement to Combat Violent Extremism

  From the thesis abstract: "This is a proof-of-concept project for an online law enforcement learning organization dedicated to combating violent extremism (CVE), specifically, counter-radicalization techniques to be implemented by state, local, and tribal law enforcement agencies. Although there are many different forms of violent extremism, examples in this paper reflect those threats from Islamic violent extremism. Even so, this proposed law enforcement learning organization model could be used to facilitate countermeasures against all forms of violent extremism. The paper proposes utilizing an asynchronous online discussion format for state, local, and tribal law enforcement agencies to enter into dialogue about counter radicalization as well as to provide resources for law enforcement training cadre and command staff. This learning model concept will augment current CVE counter-radicalization strategies in the United States, allowing for greater dialogue, information, and idea sharing. Additionally, two curriculum options are presented to augment the learning organization concept. The project's foundation is within the online asynchronous discussion and related instructional design body of research."

  From the Foreword: "This study, undertaken in 2018 for an integrated research project headed by the Homeland Defense and Security Issues Group of the Army War College Center for Strategic Leadership, contributes to the thinking that will be required to prepare US forces--and, especially, the US Army--for 'contested deployment.' While acknowledging a broad swath of issue areas, the study focuses predominantly on physical infrastructure issues that will impact the ability of the United States to mobilize, deploy, employ, and sustain its forces. While the study's findings and recommendations are not always intuitive when compared to effective business practices, they promote a necessary redundancy made urgent by the threat of determined nation-state opponents or their proxies."
