"After several decades of decline and disfavor, nuclear power is attracting renewed interest. New permit applications for 30 reactors have been filed in the United States, and another 150 are planned or proposed globally, with about a dozen more already under construction. In the United States, interest appears driven, in part, by provisions in the 2005 Energy Policy Act authorizing streamlined licensing that combine construction and operating permits, and tax credits for production from advanced nuclear power facilities. Moreover, the U.S. Department of Energy proposes to spend billions of dollars to develop the next generation of nuclear power technology."

Proliferation Security Initiative (PSI) [January 16, 2008]
"The Proliferation Security Initiative (PSI) was formed to increase international cooperation in interdicting shipments of weapons of mass destruction (WMD), their delivery systems, and related materials. The Initiative was announced by President Bush on May 31, 2003. PSI does not create a new legal framework but aims to use existing national authorities and international law to achieve its goals. Initially, 11 nations signed on to the 'Statement of Interdiction Principles' that guides PSI cooperation. As of December 2007, 86 nations have formally committed to PSI participation. PSI has no secretariat but an Operational Experts Group coordinates activities. The State Department credits PSI with halting 11 WMDrelated transfers from 2004 to 2005, and more than two dozen from 2005 to 2006. PSI participants conducted 32 joint interdiction training exercises as of October 2007. Although WMD interdiction efforts took place with international cooperation before PSI was formed, supporters argue that PSI training exercises and boarding agreements give a structure and expectation of cooperation that will improve interdiction efforts. Many observers believe that PSI's 'strengthened political commitment of like-minded states' to cooperate on interdiction is a successful approach to counter-proliferation policy. But some caution that it may be difficult to measure the initiative's effectiveness, guarantee even participation, or sustain the effort over time in the absence of a formal multilateral framework. This report will be updated as events warrant."

Pakistan's Nuclear Weapons: Proliferation and Security Issues [Updated January 14, 2008]
"Pakistan's nuclear arsenal consists of approximately 60 nuclear warheads. Pakistan continues fissile material production for weapons, and is adding to its weapons production facilities and delivery vehicles. Pakistan reportedly stores its warheads unassembled with the fissile core separate from non-nuclear explosives, and these are stored separately from their delivery vehicles. Pakistan does not have a stated nuclear policy, but its 'minimum credible deterrent' is thought to be primarily a deterrent to Indian military action. Command and control structures have been dramatically overhauled since September 11, 2001 and export controls and personnel security programs have been put in place since the 2004 revelations about Pakistan's top nuclear scientists, A.Q. Khan's international proliferation network. Pakistani and some U.S. officials argue that Islamabad has taken a number of steps to prevent further proliferation of nuclear-related technologies and materials and improve its nuclear security. A number of important initiatives such as strengthened export control laws, improved personnel security, and international nuclear security cooperation programs have improved the security situation in recent years. Current instability in Pakistan has called the extent and durability of these reforms into question. Some observers fear radical takeover of a government that possesses a nuclear bomb, or proliferation by radical sympathizers within Pakistan's nuclear complex in case of a breakdown of controls. While U.S. and Pakistani officials express confidence in controls over Pakistan's nuclear weapons, it is uncertain what impact continued instability in the country will have on these safeguards."

North Korea's Nuclear Weapons: Latest Developments [Updated December 5, 2007]
"This report summarizes what is known from open sources about the North Korean nuclear weapons program including weapons-usable fissile material and warhead estimates and assesses current developments in verifying dismantlement of North Korea's nuclear facilities as agreed in the Six-Party Talks. The Six-Party Talks include the United States, South Korea, Japan, China, Russia, and North Korea, and were begun in August 2003 to attempt to resolve the current crisis over North Korean nuclear weapons... Much still remains to be confirmed regarding North Korea's nuclear weapons production capabilities and delivery systems, particularly regarding uranium enrichment. Although U.S. officials confronted the North Koreans in 2002 with intelligence that reportedly proved that Pyongyang was pursuing a uranium enrichment program, U.S. intelligence officials have said they do not know where the uranium program is based and have over time shown less confidence about what the scope of the program might be. Further, although seismographs registered the October 9, 2006, detonation and environmental sampling confirmed radioactivity, uncertainty about the weapon's design and sophistication remains. Additional transparency on fissile material stocks and programs, including the uranium enrichment program, may contribute to a better picture of North Korean nuclear weapons capabilities. This report will be updated as events warrant."

North Korea's Nuclear Weapons: Latest Developments [November 21, 2007]
"This report summarizes what is known from open sources about the North Korean nuclear weapons program -- including weapons-usable fissile material and warhead estimates -- and assesses current developments in verifying dismantlement of North Korea's nuclear facilities as agreed in the Six-Party Talks. The Six-Party Talks include the United States, South Korea, Japan, China, Russia, and North Korea, and were begun in August 2003 to attempt to resolve the current crisis over North Korean nuclear weapons. Beginning in late 2002, North Korea ended an eight-year freeze on its plutonium production program, expelled international inspectors, and restarted facilities. North Korea may have produced enough additional plutonium for five nuclear warheads since 2002. In total, it is estimated that North Korea has up to 50 kilograms of separated plutonium, enough for at least half a dozen nuclear weapons. On February 10, 2005, North Korea announced that it had manufactured nuclear weapons for self-defense and that it would bolster its nuclear weapons arsenal. On October 9, 2006, North Korea conducted a nuclear test, with a yield of under 1 kiloton. The United States and other countries condemned the test, and the United Nations Security Council passed Resolution 1718 on October 14, 2006, that requires North Korea to (1) refrain from nuclear or missile tests, (2) rejoin the Nuclear Nonproliferation Treaty (NPT), and (3) abandon its weapons of mass destruction and ballistic missile programs. On February 13, 2007, North Korea reached an agreement with other members of the Six-Party Talks to begin the initial phase (60 days) of implementing the Joint Statement from September 2005 on denuclearization."

In the United States, interest appears driven, in part, by provisions in the 2005 Energy Policy Act authorizing streamlined licensing that combine construction and operating permits, and tax credits for production from advanced nuclear power facilities. […] Despite 30 years of effort to limit access to uranium enrichment, several undeterred states pursued clandestine nuclear programs; the A.Q. Khan black market network's sales to Iran and North Korea representing the most egregious examples. Concern over the spread of enrichment and reprocessing technologies, combined with a growing consensus that the world must seek alternatives to dwindling and polluting fossil fuels, may be giving way to optimism that advanced nuclear technologies may offer proliferation resistance. […]Congress will have a considerable role in at least four areas of oversight related to fuel cycle proposals. The first is providing funding and oversight of U.S. domestic programs related to expanding nuclear energy in the United States. The second area is policy direction and/or funding for international measures to assure supply. A third set of policy issues may arise in the context of implementing the international component of GNEP. A fourth area in which Congress plays a key role is in the approval of nuclear cooperation agreements."
