Pascal's Triangle: The Story of Chance and Risk
This "Pascal's Triangle: The Story of Chance and Risk" lecture module was created as part of the Center for Homeland Defense and Security's course on Critical Infrastructure Protection taught by Ted G. Levy Flights and Walks
This "Levy Flights and Walks" lecture module was created as part of the Center for Homeland Defense and Security's course on Critical Infrastructure Protection taught by Ted G. Lewis, P.h.D., a Professor of Computer Science at the Naval Postgraduate School. "Levy flights and walks are paths taken by animals and humans that qualify for the Casinos of Extremistan because they obey power laws. Professor Ted Lewis uses the spread of SARS [Severe Acute Respiratory Syndrome] and terrorism to illustrate Levy flights and walks, and show that epidemics and terrorism obey power laws just like any other normal accident of Extremistan. In this lecture, Dr. Lewis makes several surprising claims. For example, he suggests that terrorism is destined to die out, because of the shape of its power law."

Homeland Security in Israel [Self-Study Course]
This self-study course was developed by the Naval Postgraduate School Center for Homeland Defense and Security. "Since its creation in 1948, Israel has had to cope with ongoing periods of terrorism punctuated by periods of war. While this has been an unfortunate reality for Israeli citizens, it has enabled the Israeli authorities to develop a wealth of experience in homeland security policies and practices. This course will focus on a range of preventive and response policies followed by Israel in the context of its counterterrorism and homeland defense policies. After a brief discussion of the nature of the terrorism threat facing the country, the course then focuses on the legal, organizational and strategic environments that affect Israeli policies before moving to discuss some of Israel's response policies in the context of the response agencies, medical system and the military's Homefront Command." The course includes the following modules: Module 1: Terrorism Threats and the Legal Environment; Module 2: The Organizational and Operational Environments;

"This module discusses the banking/financial sector of the US economy as one of the Federal government's identified elements of critical infrastructure (CI). Analyzes of the 2008 subprime mortgage collapse by providing historical context and applying the Amaral-Meyer Network to simulate the crash. Suggests that the most catastrophic failure of the market is caused not by being 'too big to fail,' but 'connected to fail.' Suggests how policymakers should prevent future catastrophes by decreasing connection, rather than increasing protection, to at-risk connectors."

As a result, reliance on a single type of collection and analysis would best only create a partial picture of an unfolding situation. At worst, reliance on one phenomenology could be subject to spoofing or manipulation by the target, or simply fail to contain the data need to uncover activities of interest."

State and Local Intelligence: Challenges for Homeland Security, July 12-14, 2007
This workshop title "State and Local Intelligence: Challenges for Homeland Security" was held at the Naval Postgraduate School Center for Homeland Defense and Security in Monterey, CA on July 12-14. Presenters at this workshop include: Joseph Pfeifer, Charles Eaneff and Nestor Duarte. "The conference was a three-day event that began on the evening of 12 July 2007. It was an opportunity for the NPS faculty, state, local and federal officials, law enforcement personnel, public health officers and members of the National Guard to discuss the latest developments related to intelligence for homeland security. The workshop allowed practitioners, academics, and other intelligence officials to network together and build interagency and intergovernmental relationships. The conference was intended to pool insights from academics and practitioners to produce a publication on intelligence that can be used by the homeland security community. The event also enhanced the current homeland security curriculum by exposing the new cohort of over thirty students from state and local organizations to the sophisticated debate and discussions that occurred during the conference. The paper presenters at the conference highlighted several issues related to intelligence for homeland security: (1) the process of producing finished intelligence and the special challenges created by the problem of intelligence for homeland security; (2) intelligence liaison between federal, state and local agencies; (3) intelligence fusion centers; (4) comparison of large and small municipalities (5) police intelligence techniques (6) intelligence best practices."
