NACCHO Position Statement: Building COVID-19 Contact Tracing Capacity in Health Departments to Support Reopening American Society Safely
From the Introduction: "As the COVID-19 [coronavirus disease 2019] outbreak continues to evolve and require increased response from our nation's public health community, the National Association of County and City Health Officials (NACCHO), on behalf of the nearly 3,000 local health departments across the country, encourages large-scale investments to help ensure that communities can safely dial back strict social distancing orders as we enter the next phase of the outbreak. To do so, we will need to strengthen our nation's capacity to test rapidly for COVID-19 infection in a multitude of settings, better understand the extent to which individuals have been infected in the past via serological testing, and quickly harness data for intensive contact tracing. This will be instrumental to ensuring that local, state, tribal, and territorial health departments can identify potential cases early and implement infection prevention and control measures. To do this, we will need a massive expansion of professionals and trained volunteers equipped with the appropriate skills, training, and technology, distributed equitably across the country to help identify, notify, and support those who may have been exposed, and help them self-quarantine to stop the spread."

News from NACCHO: Mass Fatality Planning for Pandemic Influenza: A Planning Model from a Seven-County Region in Kentucky
Within Kentucky, the responsibility for pandemic influenza preparedness and response lies heavily on public health. Angela Woosley, a regional public health preparedness coordinator in Kentucky, called upon the cooperation and expertise of coroners, the medical examiner, local funeral home directors, emergency management, hospitals, academia, the healthcare community and professional associations to develop a unique Natural Death Surge Plan for Catastrophic Public Health Emergencies' for western Kentucky. This plan would be activated if the mortuary capacity in Region 3 were overwhelmed by an influenza pandemic or other long-term catastrophic mass fatality event.

Preliminary Report on the Role of Flu Information and Triage Lines in Reducing Surge in Healthcare Facilities and Increasing Access to Antiviral Medication During the 2009 H1N1 Pandemic
From the Executive Summary: "The Nurse Triage Line (NTL) Project is a collaborative effort among the Centers for Disease Control and Prevention (CDC), the Association of State and Territorial Health Officials (ASTHO), and the National Association of County and City Health Officials (NACCHO) to explore the acceptability and feasibility of developing a telephone triage model that would operate nationwide or on a regional basis during a severe influenza pandemic. The model would utilize nurses working under a standard clinical protocol to triage callers, provide advice on whether to seek face-to-face care, and support home management of illness, including providing access to antiviral medications to symptomatic callers that meet certain criteria. Project partners include poison control centers, health insurers, physician and nursing professional societies, and a private-sector technology vendor."

Report on the National Association of County and City Health Officials/Centers for Disease Control and Prevention Workshop on Operating Public Shelters During a Radiation Emergency
"Public sheltering during a radiation emergency has become an increasingly important topic among emergency preparedness and public health professionals as a result of heightened concerns about the likelihood of a radiation incident following the terrorist attacks of Sept. 11, 2001. Past experiences with public sheltering during other public emergencies, such as natural disasters, have provided guidelines for how to effectively operate general public sheltering efforts, but the unique needs that would be presented by a radiation emergency would require specific standardized guidelines for shelter operation in order to ensure the safe and effective public sheltering of affected populations. The Workshop on Operating Public Shelters during a Radiation Emergency was convened on Feb. 3-4, 2010 in Atlanta, GA to gather input from federal and state agencies including state departments of health, local health departments (LHDs), and non‐governmental organization (NGO) partners about the resources and processes needed to provide the public with acceptable shelter during a radiation emergency."

Drive-Thru Point of Dispensing Planning Guide
"This planning guide is intended to facilitate development of an operational plan with drive-thru POD [Point of Dispensing] capabilities. These capabilities would be used during an emergency when it is necessary to request medical materials from the state (including SNS [Strategic National Stockpile] assets) and institute drive-thru POD activities in the jurisdiction. Drive-thru PODs potentially increase throughput, allow for infection control by limiting interactions between the public, and can serve populations that cannot stand or walk for long periods of time such as children and the elderly. When complete, the operational document should contain all information necessary for drive-thru POD management, including point-of-contact information, maps, flow charts, and POD clinic management guidance."

Capacity-Building Toolkit for Including Aging & Disability Networks in Emergency Planning
"As natural and human-caused emergencies increase, the nation works to address the reality that emergencies do not discriminate in terms of impacted populations. Using the social determinants of health, it is possible to predict which populations are less likely to be prepared to effectively respond to, cope with, and recover from an emergency based on preexisting vulnerabilities. [...] The purpose of the Capacity-Building Toolkit for Including Aging and Disability Networks in Emergency Planning (hereafter, the 'Toolkit') is to serve as a resource to guide the aging and disability networks in increasing their ability to plan for and respond to public health emergencies and disasters. For organizations already engaged in emergency planning, this Toolkit can help expand and improve their capabilities. For organizations new to emergency planning, this Toolkit will help orient them to the process. Both goals are accomplished through content that guides programs that serve people with access and functional needs, including older adults and people with disabilities, through the emergency planning process of preparedness, response, recovery, and mitigation activities."
