From the Foreword: "This paper, part of the 'Skills for the Post-Pandemic World' series of research reports, explores the importance of digital infrastructure for the skills ecosystem - a basic fact that has been profoundly illustrated by the impact of the pandemic on work and education. It highlights how access to this basic and essential infrastructure is unevenly distributed across Canada in terms of geography but also in terms of the diverse populations that make up our country. The analysis also investigates how the pandemic has compounded this inequality, thereby further underlining the critical importance of addressing it. More positively, the author offers recommendations on how to do just that, whether by exploring how to get the most out of the cheapest and most ubiquitous technologies or by identifying where to target government funds, attention and effort.
