"BOP's [Bureau of Prisons] rising costs and offender recidivism present incarceration challenges to both DOJ [Department of Justice] and the nation. For example, BOP's operating costs have generally increased over time, and in fiscal year 2017 amounted to more than $6.9 billion, or 24 percent of DOJ's total discretionary budget. In addition, from 1980 through 2013, BOP's prison population increased by almost 800 percent, from 24,640 to 219,298. While the prison population began to decline in 2013, DOJ has continued to identify prison crowding as a critical issue. GAO [Government Accountability Office] has examined a number of DOJ efforts to slow the growth of the prison population and to reduce recidivism through the use of reentry programs to help offenders successfully return to the community."

F-35 Sustainment: Enhanced Attention to and Oversight of F-35 Affordability Are Needed, Statement of Diana Maurer, Director, Defense Capabilities and Management, Testimony Before the Subcommittees on Readiness and Tactical Air and Land Forces, Committee on Armed Services, House of Representatives
From the Highlights: "The F-35 aircraft with its advanced capabilities represents a growing portion of DOD's tactical aviation fleet--with the Air Force, Marine Corps, and Navy currently flying about 400 of the aircraft. It is also DOD's most ambitious and costly weapon system in history, with estimated life-of-program costs exceeding $1.7 trillion. DOD plans to procure nearly 2,500 F-35s at an estimated total acquisition cost of just under $400 billion. The remaining $1.3 trillion in life cycle costs is associated with operating and sustaining the aircraft. This statement, among other things, assesses the extent to which (1) the F-35 has met warfighter-required mission capable rates; and (2) DOD has reduced the F-35's estimated life cycle sustainment costs and made progress in meeting its affordability constraints."

From the GAO [Government Accountability Office] Highlights: "DOD's F-35 Lightning II fighter aircraft provides key aviation capabilities to support the U.S. National Defense Strategy. The F-35 is also DOD's most costly weapon system, with U.S. sustainment costs estimated at more than $1 trillion over its life cycle. As of October 2019, there were more than 435 U.S. and international F-35 aircraft in operation, with more than 3,300 aircraft expected to be fielded throughout the life of the program. While there is little doubt that the F-35 brings unique capabilities to the U.S. military, DOD faces significant challenges in sustaining a growing fleet. This statement discusses F-35 sustainment challenges. It also summarizes GAO's open recommendations related to these challenges."

Drug Enforcement Administration: Additional Actions Needed to Address Prior GAO Recommendations, Statement of Diana C. Maurer, Director, Homeland Security and Justice, Testimony Before the Committee on the Judiciary, U.S. Senate
"DEA [Drug Enforcement Agency] administers and enforces the CSA [Controlled Substances Act] to help ensure the availability of controlled substances, including certain prescription drugs, for legitimate use while limiting their availability for abuse and diversion. The CSA requires DEA to set quotas that limit the amount of certain substances that are available in the United States. The CSA also requires those handling controlled substances to register with DEA. In addition, DEA works to disrupt and dismantle major drug trafficking organizations and uses confidential informants to help facilitate its investigative efforts. This testimony addresses DEA's efforts to address prior GAO [Government Accountability Office] recommendations concerning: (1) administration of the quota process, (2) information provided to registrants on their roles and responsibilities under the CSA, and (3) compliance with guidelines regarding confidential informants. This statement is based on findings from three GAO reports issued during 2015, and selected status updates from DEA through June 2016. In its prior work, GAO analyzed quota data, surveyed DEA registrants, reviewed DEA policy documents and interviewed DEA officials. For selected updates, GAO reviewed DEA documentation and held discussions with agency officials. GAO previously made eleven recommendations to DEA related to the quota process, guidance to registrants, and confidential informants. DEA generally agreed with and has begun taking actions to address the recommendations, and has so far fully implemented two."

Face Recognition Technology: DOJ and FBI Need to Take Additional Actions to Ensure Privacy and Accuracy, Statement of Diana Maurer, Director, Homeland Security and Justice, Testimony Before the Committee on Oversight and Government Reform, House of Representatives
"Technology advancements have increased the overall accuracy of automated face recognition over the past few decades. This technology has helped law enforcement agencies identify criminals in their investigations. However, privacy advocates and members of the Congress remain concerned regarding the accuracy of the technology and the protection of privacy and individual civil liberties when technologies are used to identify people based on their biological and behavioral characteristics. This statement describes the extent to which the FBI ensures adherence to laws and policies related to privacy regarding its use of face recognition technology, and ensure its face recognition capabilities are sufficiently accurate. This statement is based on our May 2016 report regarding the FBI's use of face recognition technology and includes agency updates to our recommendations. To conduct that work, GAO [Government Accountability Office] reviewed federal privacy laws, FBI policies, operating manuals, and other documentation on its face recognition capability. GAO interviewed officials from the FBI and the Departments of Defense and State, which coordinate with the FBI on face recognition. GAO also interviewed two state agencies that partner with FBI to use multiple face recognition capabilities. […] In May 2016, DOJ [Department of Justice] and the FBI partially agreed with two recommendations and disagreed with another on privacy. FBI agreed with one and disagreed with two recommendations on accuracy. GAO continues to believe that the recommendations are valid."

From the Document: "In fiscal year 2016, DOJ's [Department of Justice] $29 billion budget funded a broad array of national security, law enforcement, and criminal justice system activities. GAO [Government Accountability Office] has examined a number of key programs where DOJ has sole responsibility or works with other departments, and recommended actions to improve program efficiency and resource management. This statement summarizes findings and recommendations from recent GAO reports that address DOJ's (1) law enforcement activities, (2) custody and care of federal prisoners and inmates, (3) grant management and administration, and (4) use of alternative sources of funding. This statement is based on prior GAO products issued from February 2012 to November 2016, along with selected updates obtained as of March 2017. For the selected updates on DOJ's progress in implementing GAO recommendations, GAO analyzed information provided by DOJ officials on actions taken and planned. GAO has made several recommendations to DOJ in prior reports to help improve program efficiency and resource management. DOJ generally concurred with most of these recommendations and has implemented or begun taking action to address them."

Policymakers, criminal justice officials, health care providers, and the public at large are turning with renewed attention to the drug epidemic and its impact on our nation. To help reduce illicit drug use and its consequences, ONDCP [Office of National Drug Control Policy] oversees and coordinates the implementation of national drug control policy across the federal government. This statement addresses: (1) the federal government's progress in achieving Strategy goals, (2) results from a Comptroller General's Forum on preventing illicit drug use, and (3) the findings of GAO's [Government Accountability Office] recent review of ONDCP's DFC [Drug-Free Communities] Support program. This statement is based on GAO's prior work issued from May 2016 through February 2017, with selected status updates as of July 2017, and updates from ONDCP's National Drug Control Budget Funding Highlight reports issued from fiscal year 2016 to fiscal year 2018. DOD plans to procure nearly 2,500 F35s with an estimated $1.3 trillion in life-cycle costs associated with operating and sustaining the aircraft. This statement provides (1) the status of the F-35 program's ability to meet key sustainment metrics, (2) DOD's current engine sustainment strategy, and (3) uncertainties facing F-35 sustainment. This statement is based on GAO's [Government Accountability Office's] body of work issued from 2014 through 2022, draft report on F35 engine sustainment that was provided to DOD this month for review and comment, and ongoing review of F-35 maintenance. GAO analyzed key metrics for fiscal years 2019-2022, reviewed F-35 strategy and program documents, and interviewed officials. As a part of ongoing work, from December 2021 through March 2022, GAO staff visited two depot maintenance facilities and three installations that are the home stations for F-35 squadrons. [...] In its draft report, GAO is recommending, among other things, that DOD assess and update the F-35 engine sustainment strategy, including its goals and actions to achieve its goals. GAO's prior reports since 2014 have made several recommendations to enhance F-35 sustainment, some of which remain unimplemented as discussed in the testimony."
