"The United States and Lebanon continue to enjoy good relations. Prominent current issues between the United States and Lebanon include progress toward a Lebanon-Israel peace treaty, U.S. aid to Lebanon, and Lebanon's capacity to stop Hizballah militia attacks on Israel. The United States supports Lebanon's independence and favored the end of Israeli and Syrian occupation of parts of Lebanon. Israel withdrew from southern Lebanon on May 23, 2000, and Syria completed withdrawing its forces on April 26, 2005. A large Lebanese-American community follows U.S.-Lebanon relations closely. Presidents Eisenhower and Reagan said the United States had 'vital' interests in Lebanon, but others might describe U.S. interests in Lebanon as less than vital. At the invitation of the Lebanese government, the United States intervened in Lebanon to defend Lebanese sovereignty in 1958 and 1982. In a Beirut terror bombing in October 1983, 241 U.S. armed forces personnel died. From 1987 until July 1997, the United States banned travel to Lebanon because of the threat of kidnapping and dangers from the ongoing civil war."

"The United Nations Security Council passed three resolutions that placed sanctions on Libya until Libya surrendered for trial two men suspected of bombing Pan Am flight 103 in 1988 and French flight UTA 772 in 1989. Libya surrendered the two men on April 5, 1999, and the U.N. suspended the sanctions the same day. U.S. sanctions against Libya remain in place. Libyan-U.S. relations have been plagued by a series of incidents between U.S. and Libyan armed forces, Libyan policies of supporting terrorism, Libya's search for chemical and nuclear weapons, and Libyan meddling in other nations' internal affairs. Al-Qadhafi has proposed bilateral and multilateral unions with his neighbors and several other countries, and envisions himself as carrying on for Egypt's Nasir in unifying the Arab, Islamic, and African worlds. Libyan leader Muammar al-Qadhafi implemented a form of participatory democracy in Libya, where villages elect Peoples' Congresses, which in turn elect Peoples' Congresses for geographic regions and the central government. In addition, there are Peoples' Congresses representing industries or institutions, such as education, medicine, or broadcasting. Despite the presence and apparent activity of the Peoples' Congresses, it is clear that members of the Revolutionary Command Council, created after the 1969 coup, and their cohort continue to exercise great influence, perhaps dictatorial authority, over Libya. Libya's economy depends upon oil. The current oil production is running at 1.4 million barrels per day of high quality crude, most of which is exported to Western Europe."

Egypt-United States Relations [May 2, 2005]
"U.S.-Egyptian relations are aimed at maintaining regional stability, improving bilateral relations, continuing military cooperation, and sustaining the March 1979 Egyptian- Israeli peace treaty. Experience gained from Egyptian-U.S. joint military exercises proved valuable in easing coordination during the February 1991 Desert Storm operation to reverse Iraqi aggression against Kuwait. Egypt is seen by U.S. policy makers as a leader and moderating influence among many Arab, African, Islamic, and Third World states. Among the current issues in U.S.-Egyptian relations are a shared concern about international terrorism. Egypt can claim some experience with the subject, having defeated domestic Islamic terrorists intent on overthrowing the Egyptian government. The two countries disagree over the speed and depth, but not the need for some of Egypt's economic reforms. Egypt and the United States agree on the importance of the Egyptian-Israeli peace treaty, the need to continue current Arab-Israel peace talks, and the need for regional stability. The two nations agree on Egypt's need to introduce democratic reforms in Egypt, although critics argue that Egypt is not moving quickly enough toward full democracy or in improving the human rights situation. The United States has provided Egypt with an annual average of over $2 billion in economic and military foreign assistance since 1979. The United States will reduce Economic Support Funds (ESF) to about $400 million per year by 2008 in keeping with a plan to reduce aid to Israel. The Administration requested $575 million in economic grants and $1.3 billion in military grants for FY2004 for Egypt."

Israeli-United States Relations [Updated April 28, 2005]
"Israeli-U.S. relations are an important factor in U.S. policy in the Middle East, and Congress has placed considerable emphasis on the maintenance of a close and supportive relationship. The main vehicle for expressing support for Israel has been foreign aid; Israel currently receives about $3 billion per year in economic and military grants, refugee settlement assistance, and other aid. Congress has monitored aid closely along with other issues in bilateral relations, and its concerns have affected Administration's policies. U.S.-Israeli relations have evolved from an initial American policy of sympathy and support for the creation of a Jewish homeland in 1948 to an unusual partnership that links a small but militarily powerful Israel, dependent on the United States for its economic and military strength, with the U.S. superpower trying to balance competing interests in the region. Some in the United States question the levels of aid and general commitment to Israel, and argue that a U.S. bias toward Israel operates at the expense of improved U.S. relations with various Arab states. Others maintain that democratic Israel is a strategic ally; they further argue that U.S. relations with Israel strengthens the U.S. presence in the Middle East. The United States fully supported the Israeli-PLO Declaration of Principles signed in Washington on September 13, 1993, and the follow-up agreements in May 1994, September 1995, the Hebron agreement of January 15, 1997, and the Wye agreement of October 23, 1998, mediated by President Clinton."

Palestinians and Middle East Peace: Issues for the United States [Updated April 26, 2005]
On April 26, Palestine President Mahmud Abbas named Rashid Abu Shbak to head the Preventative Security Services. Shbak is one of Fatahs younger generation leaders who had been in charge of Gaza police since 2003. Earlier in April, Abbas announced that 1,150 security officials were to be retired as part of the Presidents police reform. After his April 11 meeting with Israeli Prime Minister Sharon, President Bush said that there should be no expansion of settlements in the occupied territories. President Bush repeated his support for a two-state solution and his belief that Israel would retain some of the West Bank settlement areas. Palestine President Mahmud Abbas is scheduled to visit Washington to meet with the President in May.

Israel: U.S. Foreign Assistance [April 26, 2005]
"Israel is not economically self-sufficient, and relies on foreign assistance and borrowing to maintain its economy. Since 1985, the United States has provided $3 billion in grants annually to Israel. Since 1976, Israel has been the largest annual recipient of U.S. foreign assistance, and is the largest cumulative recipient since World War II. In addition to U.S. assistance, it is estimated that Israel receives about $1 billion annually through philanthropy, an equal amount through short- and long- term commercial loans, and around $1 billion in Israel Bonds proceeds. Israeli Prime Minister Netanyahu told a joint session of Congress on July 10, 1996, that Israel would reduce its need for U.S. aid over the next four years. In January 1998, Finance Minister Neeman proposed eliminating the $1.2 billion economic aid and increasing the $1.8 billion in military aid by $60 million per year during a 10-year period beginning in the year 2000. The FY1999 through 2005 appropriations bills included cuts of $120 million in economic aid and an increase of $60 million in military aid for each year."

Palestinians and Middle East Peace: Issues for the United States [Updated March 16, 2005]
"The United States began contacts with the Palestine Liberation Organization (PLO) in December 1988, after the PLO accepted Israel's right to exist, accepted U.N. Resolutions 242 and 338 that call for an exchange of land for peace, and renounced terrorism. The United States broke contact with the PLO in 1990 after a terrorist incident but reestablished contact before the 1991 Madrid conference. […] Israel and the Palestinians agreed to an Israeli withdrawal from Hebron in January 1997, and on October 23, 1998 signed the Wye agreement to meet previous commitments. The peace talks stalled at Camp David in July 2000, and remain suspended since the Palestinian uprising began in September 2000. United States Aid to the Palestinians [March 4, 2005]
"United States economic assistance for the Palestinians has averaged about $85 million per year since Israel and the PLO [Palestine Liberation Organization] signed the 1993 Declaration of Principles. Congress wants to ensure that U.S. assistance is used for legitimate humanitarian projects and that no U.S. aid is diverted for military or terrorist use against Israel. Israel's Proposal to Withdraw from Gaza [February 2, 2005]
"In December 2003, Israeli Prime Minister Ariel Sharon proposed that Israel withdraw its 7,500 settlers and 21 settlements from the Gaza Strip. Experience gained from Egyptian-U.S. joint military exercises proved valuable in easing coordination during the February 1991 Desert Storm operation to reverse Iraqi aggression against Kuwait. Egypt is seen by U.S. policy makers as a leader and moderating influence among many Arab, African, Islamic, and Third World states. Among the current issues in U.S.-Egyptian relations are a shared concern about international terrorism. Egypt can claim some experience with the subject, having defeated domestic Islamic terrorists intent on overthrowing the Egyptian government. The two countries disagree over the speed and depth, but not the need for some of Egypt's economic reforms. Egypt and the United States agree on the importance of the Egyptian-Israeli peace treaty, the need to continue current Arab-Israel peace talks, and the need for regional stability. The two nations agree on Egypt's need to introduce democratic reforms in Egypt, although critics argue that Egypt is not moving quickly enough toward full democracy or in improving the human rights situation. The United States has provided Egypt with an annual average of over $2 billion in economic and military foreign assistance since 1979. The United States will reduce Economic Support Funds (ESF) to about $400 million per year by 2008 in keeping with a plan to reduce aid to Israel. The Administration requested $575 million in economic grants and $1.3 billion in military grants for FY2004 for Egypt."

Arafat's Succession [November 5, 2004]
"Reports from Paris on November 4, 2004, that Palestinian leader Yasir Arafat was near death reopened questions about who would succeed him as President of the Palestinian Authority, Chairman of the Palestine Liberation Organization (PLO), head of al-Fatah, and President of the unilaterally declared Palestinian state. It is unlikely that one person would succeed Arafat in all four positions. Late October 2004 reports of Yasir Arafat's failing health opened speculation that the Palestinian leader had influenza, cancer of the digestive tract, leukemia, gall stones, intestinal infection, or some unnamed stomach affliction. Tunisian, Egyptian, Jordanian, and Palestinian doctors reportedly conferred and agreed that Arafat should go to Paris for treatment of his undisclosed or undetermined malady. On October 29, Arafat was flown from his Ramallah headquarters, where he had been confined under virtual house arrest by Israeli armed forces since 2002, to a French military hospital for treatment for a blood disorder. On November 4, various reports said that Arafat had lapsed into a coma, had died, or that he was brain dead but surviving on life support systems. The rumors led to a reexamination of the question - who will succeed Arafat? This report describes the mechanisms for replacing Arafat in his four positions and lists a few of the many possible successors. The report may be updated as necessary."

Israel: U.S. Foreign Assistance [July 12, 2004]
"Israel is not economically self-sufficient, and relies on foreign assistance and borrowing to maintain its economy. Since 1985, the United States has provided $3 billion in grants annually to Israel. Since 1976, Israel has been the largest annual recipient of U.S. foreign assistance, and is the largest cumulative recipient since World War II. In addition to U.S. assistance, it is estimated that Israel receives about $1 billion annually through philanthropy, an equal amount through short- and long- term commercial loans, and around $1 billion in Israel Bonds proceeds. Israeli Prime Minister Netanyahu told a joint session of Congress on July 10, 1996, that Israel would reduce its need for U.S. aid over the next four years. In January 1998, Finance Minister Neeman proposed eliminating the $1.2 billion economic aid and increasing the $1.8 billion in military aid by $60 million per year during a 10-year period beginning in the year 2000. The FY1999, 2000, 2001, 2002, and 2003 appropriations bills included cuts of $120 million in economic aid and an increases of $60 million in military aid for each year."

"The United States began contacts with the Palestine Liberation Organization (PLO) in December 1988, after the PLO accepted Israel's right to exist, accepted U.N. Resolutions 242 and 338 that call for an exchange of land for peace, and renounced terrorism. The United States continues its contacts with the PLO and the Palestinian Authority elected in January 1996, and is an active broker in the continuing Middle East peace process. […] On May 4, 1994, Israel and the PLO signed an agreement providing for the Israeli withdrawal from Gaza and Jericho (withdrawal completed May 11, 1994). The Interim Agreement signed on September 28, 1995 (also called Oslo II or the Taba Agreement), provided for elections for the 88-seat Palestinian Assembly, the release of Israeli-held prisoners, Israeli withdrawal from six West Bank cities, and other issues. The Israelis withdrew from the West Bank cities by the end of 1995, and the Palestinian Assembly was elected on January 20, 1996, and sworn in on March 7, 1996. Israel and the Palestinians agreed to an Israeli withdrawal from Hebron in January 1997, and on October 23, 1998 signed the Wye agreement to meet previous commitments. The peace talks stalled at Camp David in July 2000, and remain suspended since the Palestinian uprising began in September. More than 2,100 Palestinians and 800 Israelis have died in the continuing confrontation."
