"United States economic assistance for the Palestinians has averaged about $85 million per year since Israel and the PLO [Palestine Liberation Organization] signed the 1993 Declaration of Principles. "The United States and Lebanon continue to enjoy good relations. Prominent current issues between the United States and Lebanon include progress toward a Lebanon-Israel peace treaty, U.S. aid to Lebanon, and Lebanon's capacity to stop Hizballah militia attacks on Israel. The United States supports Lebanon's independence and favored the end of Israeli and Syrian occupation of parts of Lebanon. Israel withdrew from southern Lebanon on May 23, 2000, and three recent withdrawals have reduced the Syrian military presence from 30,000 to 16,000. […] Lebanon held elections for the National Assembly in 1992 and again in 1996. In the 1996 election, the extreme left and the extreme right lost to moderates, but the moderate victory also was a victory for Syria, which supported moderate, and not extremist, candidates. "The report describes some aspects of U.S. foreign assistance to the Middle East and includes tables showing U.S. funding of the Wye agreement, and U.S. assistance to the Middle East and North Africa for FY2001, an estimated level for FY2002, the President's request for supplemental assistance for FY 2002, and the President's request for FY2003. Congress may decide if it will retain the cap or ceiling it placed on U.S. assistance to Israel, Egypt, Jordan, Lebanon, the Palestinians and several multilateral operations, set at $5.1 billion for FY2002, or if it will provide the $5.3 billion for FY2003 requested by the Bush Administration. Israel's Proposal to Withdraw from Gaza [February 2, 2005]
"In December 2003, Israeli Prime Minister Ariel Sharon proposed that Israel withdraw its 7,500 settlers and 21 settlements from the Gaza Strip. President Bush has endorsed the plan, which is not part of the 'Road Map' peace plan. Israel: U.S. Foreign Assistance [Updated May 14, 2003]
"Israel is not economically self-sufficient, and relies on foreign assistance and borrowing to maintain its economy. Since 1985, the United States has provided $3 billion in grants annually to Israel. Since 1976, Israel has been the largest annual recipient of U.S. foreign assistance, and is the largest cumulative recipient since World War II. In addition to U.S. assistance, it is estimated that Israel receives about $1 billion annually through philanthropy, an equal amount through short- and long- term commercial loans, and around $1 billion in Israel Bonds proceeds. Israeli Prime Minister Netanyahu told a joint session of Congress on July 10, 1996, that Israel would reduce its need for U.S. aid over the next four years. In January 1998, Finance Minister Neeman proposed eliminating the $1.2 billion economic aid and increasing the $1.8 billion in military aid by $60 million per year during a 10-year period beginning in the year 2000. The FY1999, 2000, 2001, and 2002 appropriations bills included cuts of $120 million in economic aid and an increases of $60 million in military aid for each year."
