Pandemic Influenza Guidance, Annex 2: Laboratory
"The Louisiana Department of Health and Hospitals (DHH) Office of Public Health (OPH) has created this Pandemic Influenza Guidance as a comprehensive containment and treatment plan to assist in the control of an outbreak of a novel influenza virus, such as the 2009 H1N1 influenza virus ('swine flu') or avian influenza. DHH OPH has followed, and will continue to follow, the international and national recommendations for identification, prophylaxis, and treatment of disease as well as considered the frameworks provided by the Centers for Disease Control and Prevention (CDC) for pandemic planning purposes as well as those recommended by the Occupational Safety and Health Association (OSHA). This Laboratory Annex also serves as an Annex to the Louisiana Pandemic Influenza Guidance, which describes the overall response for the Department of Health and Hospitals."

Preparing for Pandemic Influenza in Louisiana: A report presented to the Louisiana Legislature Senate Committee on Health and Welfare and the House Committee on Health and Welfare in response to SCR 32 of the 2006 Regular Legislative Session
"The world is now under a new threat of an influenza pandemic. […]. Scientists have documented that 'if the virus develops the capacity for sustained, efficient, human-to-human transmission, it could spread quickly around the globe.' On November 1, 2005, the National Strategy for Pandemic Influenza was released at the Federal level as a tool to prepare the United States for pandemic influenza. The plan 'underscores the critical roles that State, local, and tribal authorities, the private sector, and communities must play to address the threat of a pandemic, and the concrete steps that individuals can and should take to protect themselves and their families.' By virtue of its role in public health care, the Louisiana Department of Health and Hospitals is statutorily charged with the protection and promotion of health for Louisiana residents and visitors. The mission of DHH is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all citizens of the State of Louisiana. Planning for an influenza pandemic is a high priority initiative for Louisiana, to educate its communities about pandemic influenza, information sharing, transferring of knowledge and partnership building. For almost nine years, the state has had a Statewide Draft Pandemic Influenza Plan in place. Recently that plan has undergone a department-wide review and has now been released to the public for review."

The Pandemic Influenza Mass Vaccination Plan is an annex to several other plans and guidance documents, including the Louisiana Point of Dispensing (POD) Plan, in which the State of Louisiana has planned for an 'all-hazards' mass distribution system for the receipt, storage, distribution, and dispensing of vaccinations/medications to the general public."

Louisiana: Statewide Draft Pandemic Influenza Plan
"The purpose of this plan is to provide a guide for the Louisiana Department of Health and Hospitals Office of Public Health (DHH-OPH) in collaboration with other federal, state and local agencies on the detection and response to pandemic influenza in Louisiana. This plan establishes the framework and guidelines for ensuring that an effective system of health and medically related emergency management is in place to contain adverse outcomes associated with an influenza pandemic. Because the response to pandemic influenza will use much, if not all, of the same infrastructure as needed for response to bioterrorism events, this guide highlights areas that are specific to pandemic influenza and may require the specific additional consideration of disease and laboratory surveillance, emergency management, delivery, distribution and use of vaccine and antiviral drugs, and communication activities. The Louisiana Pandemic Influenza Plan shall be integrated as an annex to the LA Department of Health and Hospitals Emergency Operations Plan - Weapons of Mass Destruction (WMD) Incident Plan. All state and local governments are required to have an emergency management plan which addresses all hazards. However, pandemic influenza is likely to pose unique challenges that may not be addressed in current emergency management plans. Because of the many unique challenges that will arise, emergency management plans should incorporate the pandemic influenza plan as an appendix to the existing plan."

Bureau of EMS Guidance for Pandemic Influenza Response
"The Louisiana Department of Health and Hospitals (DHH) Office of Public Health (OPH) has created this Pandemic Influenza Guidance as a comprehensive containment and treatment plan to assist in the control of an outbreak of a novel influenza virus, such as the 2009 H1N1 influenza virus ('swine flu') or avian influenza. DHH OPH has followed, and will continue to follow, the international and national recommendations for identification, prophylaxis, and treatment of disease as well as considered the frameworks provided by the Centers for Disease Control and Prevention (CDC) for pandemic planning purposes, and those recommended by the Occupational Safety and Health Administration (OSHA). As there is little natural immunity to any new virus, it is recognized by DHH OPH that ongoing communications and updates to the health care community as well as the public are critical to the health of Louisiana. The recommendations that identify vulnerable populations and guidelines for treatment are also adopted by Louisiana, and the State remains in compliance with recommendations from such authorities as the Centers for Disease Control and Prevention (CDC)."
