LLIS Practice Note: Emergency Public Information: Cranford, New Jersey, Police Department's Use of Nixle After Hurricane Irene
From the description: "On August 27, 2011, Hurricane Irene made landfall near Cape Lookout, North Carolina. Irene tracked north to the Hampton Roads, Virginia, area before moving back over the Atlantic Ocean. Irene made a second landfall near Little Egg Inlet, New Jersey, on August 28, 2011. […] In the days before Hurricane Irene made landfall, Cranford Police Department personnel established a presence on social media platforms such as Facebook, Twitter, and Nixle. They used these platforms to provide residents with updates on the storm and to advise them of a mandatory evacuation. However, Nixle proved to be particularly useful following the area's loss of power and the evacuation. Nixle is a free Web-based service that allows law enforcement agencies to send notifications by text message to individuals who are registered for the service. Nixle allows agencies to supplement the text messages with longer email messages. In addition, law enforcement agencies are able to post Nixle notifications on Facebook and Twitter automatically. Individuals who are interested in receiving alerts register online and indicate the zip codes for which they are interested in receiving notifications. […] Consequently, Nixle's use of text messaging allowed personnel to reach a wider audience than other Web-based social media platforms. One lieutenant remarked that 'Nixle became an effective way to communicate, via cell phone messaging, to the public and give them the information they needed as we dealt with the aftermath of the storm.' The Cranford Police Department continues to use Nixle to notify the public of traffic updates and emergency storm or flood alerts."

From the Description: "On Saturday, January 8, 2011, at 10:10 a.m. Mountain Standard Time, a gunman opened fire on U.S. Representative Gabrielle Giffords and a group of citizens attending her 'Congress on Your Corner' event in front of a Safeway supermarket in Tucson, AZ. The gunman fired 31 rounds, killing 6 people and wounding Representative Giffords and 12 others. U.S. District Judge John Roll and Gabriel Zimmerman, a staff member for Representative Giffords, were among those killed. Citizens acted immediately to detain the gunman while congressional staff and two doctors, who were shopping at the Safeway, provided first aid to the victims. Pima County 911 operators received the first call from the incident scene at 10:11 a.m. A PCSD deputy arrived on site at 10:15 a.m. and detained the suspect. A second deputy arrived soon after and secured the shooter's weapon."

LLIS Practice Note: Community Preparedness: Federal Emergency Management Agency Region I's Student Tools for Emergency Planning Program Collaboration with the Community College of Rhode Island
"FEMA Region I launched the STEP [Student Tools for Emergency Planning] program during the 2008 academic year to educate 4th and 5th grade students about emergency preparedness. Students learn what to do in a variety of emergencies, including blizzards, hurricanes, and power outages. They also create family communication plans and build their own emergency kits. STEP's program manager recognized the opportunity to collaborate with other partners in the Region. The program manager consulted with a Rhode Island Emergency Management Agency (RIEMA) public information officer (PIO) who had been an active supporter of STEP since its inception. Fifteen hundred Rhode Island students received their STEP certification during the 2008 - 2009 academic year. The RIEMA PIO contacted CCRI [Community College of Rhode Island] staff members to determine whether the college would be able to provide technical assistance to STEP. A computer science professor at CCRI's main campus in Warwick, Rhode Island, agreed to build a Web site for STEP with the support of her students. The Web site was formally launched in September 2009. Subsequent semesters have maintained, updated, and improved the Web site. The Community College of Rhode Island (CCRI) volunteers its technical capabilities to support of the Federal Emergency Management Agency's (FEMA) Region I Student Tools for Emergency Planning (STEP) program. CCRI computer science students built the STEP Web site during the spring 2009 semester, and subsequent classes have maintained and improved it."

"A series of tornadoes battered southwest Kansas in early May 2007. On the evening of Friday, May 4, 2007, a 1.7-mile-wide F5 supercell tornado hit Greensburg, Kansas, with winds in excess of 200 miles per hour. The tornado devastated 95% of Greensburg, causing 10 fatalities and massive destruction to public and private property. Federal, state, and local government and non-governmental entities worked together to coordinate response and recovery efforts. FEMA Region VII established a Joint Field Office (JFO) in Wichita, and its staff members worked closely with state and local agencies throughout the response and recovery efforts."

"The Harris County, Texas, Office of Homeland Security and Emergency Management (HCOHSEM) developed a zip code-based evacuation plan. The plan clarified evacuation protocols for Harris County residents and helped reduce evacuation time by half. […] On September 20, 2005, Texas officials ordered the evacuation of 3 million residents in Chambers, Galveston, Harris, and Matagorda counties in response to the approach of Hurricane Rita. Prior to landfall, HCOHSEM implemented a staggered evacuation and collaborated with the media to inform the public of the evacuation. HCOHSEM provided the media with information and evacuation maps that used three colors but were not zip code-based. However, television stations could not display the maps clearly, which left many residents confused about whether they were in an evacuation zone. To clarify this issue, HCOHSEM used Interstates 10 and 45 and other roads as reference points to specify evacuation areas, but residents still had difficulties determining when to evacuate. Evacuees encountered heavy traffic congestion and experienced unprecedented delays on routes to Austin, Dallas, and San Antonio. Many drivers attempted to avoid the traffic by taking detours, but some became lost or were stranded on roads when Hurricane Rita approached the coastline."

"The State of Ohio's Hazardous Materials and Weapons of Mass Destruction (WMD) Awareness Training for the First Responder ensures that Ohio responders from various disciplines are able to recognize and a respond appropriately to an incident involving hazardous substances and/or WMD. [...] The State of Ohio formed the State of Ohio Security Task Force (SOSTF) in 2001 to coordinate statewide resources in support of terrorism preparedness and response. One of SOSTF's primary responsibilities was to develop a WMD training program for state and local responders. Task force members with extensive experience in HazMat noticed marked similarities between existing HazMat and WMD training programs. SOSTF elected to combine HazMat and WMD awareness training into a single, 1-day course and to make it available to all state and local first responders. SOSTF formed a sub-committee to develop the combined HazMat and WMD training program. The committee included responders from the fire service, law enforcement, emergency medical services, and public health disciplines. Committee members developed four draft training programs before establishing the final version in 2003."
