Arms Control and Nonproliferation: A Catalog of Treaties and Agreements [May 2, 2011]
"Arms control and nonproliferation efforts are two of the tools that have occasionally been used to implement U.S. national security strategy. Although some believe these tools do little to restrain the behavior of U.S. adversaries, while doing too much to restrain U.S. military forces and operations, many other analysts see them as an effective means to promote transparency, ease military planning, limit forces, and protect against uncertainty and surprise. Arms control and nonproliferation efforts have produced formal treaties and agreements, informal arrangements, and cooperative threat reduction and monitoring mechanisms. The pace of implementation slowed, however, in the 1990s, and the Bush Administration usually preferred unilateral or ad hoc measures to formal treaties and agreements to address U.S. security concerns. But the Obama Administration has resumed bilateral negotiations with Russia and pledged its support for a number of multilateral arms control and nonproliferation efforts. [...] The international community has also adopted a number of agreements that address non-nuclear weapons. The CFE [Conventional Armed Forces in Europe] Treaty and Open Skies Treaty sought to stabilize the conventional balance in Europe in the waning years of the Cold War. Other arrangements seek to slow the spread of technologies that nations could use to develop advanced conventional weapons. The Chemical Weapons and Biological Weapons Conventions sought to eliminate both of these types of weapons completely. This report will be updated annually, or as needed."

Iran's Nuclear Program: Status [October 21, 2009]
"Although Iran claims that its nuclear program is exclusively for peaceful purposes, it has generated considerable concern that Tehran is pursuing a nuclear weapons program. Indeed, the UN Security Council has responded to Iran's refusal to suspend work on its uranium enrichment and heavy-water nuclear reactor programs by adopting several resolutions which imposed sanctions on Tehran. Despite this pressure, Iran continues to enrich uranium, install and operate additional centrifuges, and conduct research on new types of centrifuges. Tehran has also continued to produce centrifuge feedstock, as well as work on its heavy-water reactor and associated facilities. Whether Iran is pursuing a nuclear weapons program is, however, unknown. A National Intelligence Estimate made public in December 2007 assessed that Tehran 'halted its nuclear weapons program,' defined as 'Iran's nuclear weapon design and weaponization work and covert uranium conversion-related and uranium enrichment-related work,' in 2003. The estimate, however, also assessed that Tehran is 'keeping open the option to develop nuclear weapons' and that any decision to end a nuclear weapons program is 'inherently reversible.' Although Iran has cooperated with the International Atomic Energy Agency (IAEA) to an extent, the agency says that Tehran has not gone far enough to alleviate all of the IAEA's concerns about Iran's enrichment and heavy-water reactor programs. The IAEA continues to investigate the program, particularly evidence that Tehran may have conducted procurement activities and research directly applicable to nuclear weapons development."

Iran-North Korea-Syria Ballistic Missile and Nuclear Cooperation [May 11, 2015]
"All three countries discussed in this report have short-range ballistic missiles. Iran and North Korea also have medium-range ballistic missiles; North Korea has intermediate-range ballistic missiles as well. North Korea has tested nuclear weapons on three occasions; Iran and Syria's nuclear programs have raised suspicions that those countries are pursuing nuclear weapons. However, Iran has, according to the IC [intelligence community], halted its nuclear weapons program, and Syria does not appear to have an active nuclear weapons program. Congress has held numerous hearings regarding these countries' nuclear and missile programs. It has also passed legislation providing for sanctions on countries whose entities assist Iran, North Korea, and Syria to obtain weapons of mass destruction (WMD) and missile delivery systems. For example, the Iran, North Korea and Syria Nonproliferation Act (INKSNA, P.L. 106-178) imposes penalties on countries whose companies' exports assist the efforts of Iran, North Korea, and Syria to acquire WMD and missile delivery systems. Congress has also established reporting requirements concerning these countries' missile and nuclear programs. Congress may wish to consider requiring additional reporting from the executive branch on WMD proliferation because the number of unclassified reports to Congress on WMD-related issues has decreased considerably in recent years. This report describes the key elements of a nuclear weapons program; explains the available information regarding cooperation among Iran, North Korea, and Syria on ballistic missiles and nuclear technology; and discusses some specific issues for Congress."

Despite evidence that sanctions and other forms of pressure have slowed the program, Iran continues to enrich uranium, install additional centrifuges, and conduct research on new types of centrifuges. […] The International Atomic Energy Agency (IAEA) monitors Iran's nuclear facilities and has been able to verify that Tehran's declared nuclear facilities and materials have not been diverted for military purposes. But the agency still has concerns about the program, particularly evidence that Iran may have conducted procurement activities and research directly applicable to nuclear weapons development. The United States has assessed that Tehran has the technical capability eventually to produce nuclear weapons, but has not yet mastered all of the necessary technologies for building such weapons. Whether Iran has a viable design for a nuclear weapon is unclear. Whether Iran has a nuclear weapons program is also unclear. A National Intelligence Estimate made public in December 2007 assessed that Tehran 'halted its nuclear weapons program' in 2003. The estimate, however, also assessed that Tehran is 'keeping open the option to develop nuclear weapons' and that any decision to end a nuclear weapons program is 'inherently reversible.' Congress has held numerous hearings regarding these countries' nuclear and missile programs. It has also passed legislation providing for sanctions on countries whose entities assist Iran, North Korea, and Syria to obtain weapons of mass destruction (WMD) and missile delivery systems. For example, the Iran, North Korea and Syria Nonproliferation Act (INKSNA, P.L. [Public Law] 106-178) imposes penalties on countries whose companies' exports assist the efforts of Iran, North Korea, and Syria to acquire WMD and missile delivery systems. Congress has also established reporting requirements concerning these countries' missile and nuclear programs. Congress may wish to consider requiring additional reporting from the executive branch on WMD proliferation because the number of unclassified reports to Congress on WMD-related issues has decreased considerably in recent years. This report describes the key elements of a nuclear weapons program; explains the available information regarding cooperation among Iran, North Korea, and Syria on ballistic missiles and nuclear technology; and discusses some specific issues for Congress."

Nuclear Cooperation with Other Countries: A Primer [Updated January 15, 2019]
"In order for the United States to engage in significant civilian nuclear cooperation with other states, it must conclude a framework agreement that meets specific requirements under Section 123 of the Atomic Energy Act (AEA). Significant nuclear cooperation includes the export of reactors, critical parts of reactors, and reactor fuel. The AEA also provides for export control licensing procedures and criteria for terminating cooperation. Congressional review is required for Section 123 agreements; the AEA establishes special parliamentary procedures by which Congress may act on a proposed agreement."

"Iran's nuclear program began during the 1950s. The United States has expressed concern since the mid-1970s that Tehran might develop nuclear weapons. Iran's construction of gas centrifuge uranium enrichment facilities is currently the main source of proliferation concern. Gas centrifuges can produce both low-enriched uranium (LEU), which can be used in nuclear power reactors, and weapons-grade highly enriched uranium (HEU), which is one of the two types of fissile material used in nuclear weapons. The United States has assessed that Tehran possesses the technological and industrial capacity to produce nuclear weapons, but has not yet mastered all of the necessary technologies for building such weapons. Whether Iran has a viable design for a nuclear weapon is unclear. A National Intelligence Estimate made public in 2007 assessed that Tehran 'halted its nuclear weapons program' in 2003. The estimate, however, also assessed that Tehran is 'keeping open the option to develop nuclear weapons' and that any decision to end a nuclear weapons program is 'inherently reversible.' U.S. intelligence officials have reaffirmed this judgment on several occasions."

Options to Cease Implementing the Iran Nuclear Agreement [April 30, 2018]
"In an October 13, 2017, announcement of a new U.S. strategy on Iran, President Donald Trump asserted that the 2015 multilateral nuclear agreement with Iran, the Joint Comprehensive Plan of Action (JCPOA), does not address the full range of potential threats posed by Iran, or permanently ensure that Iran cannot develop a nuclear weapon. President Trump has also asserted that, by supporting terrorist groups in the Middle East region and furthering its ballistic missile program, 'Iran is not living up to the spirit of the deal,' although international nuclear inspectors have consistently indicated in their reports that Iran is complying with the provisions of the JCPOA. The President has subsequently not certified to Congress under the Iran Nuclear Agreement Review Act (INARA, P.L. 114-17) [..]. A major decision for the Trump Administration comes on May 12, 2018, which is the date of expiration of the current waiver of one of the key Iran sanctions laws that are waived to implement the JCPOA. This report analyzes some of the options the Administration and Congress might use to end or alter U.S. implementation of the JCPOA. These options, which might involve use of procedures in the JCPOA itself or INARA, are not necessarily mutually exclusive. Potential implications of these options are analyzed as well."

"Seven nations--China, France, India, Pakistan, Russia, the United Kingdom, and the United States--possess nuclear weapons. In addition, North Korea tested a nuclear explosive device in 2006 and announced that it had conducted another such test in 2009, and Israel is widely thought to have nuclear weapons.
